Consultancy: Development of 2021 – 2025 Strategic Plan

Background: The Center for International Health, Education and Biosecurity (CIHEB)-Kenya is a local nongovernmental organization collaborating with the Ministry of Health and County Health Management teams to strengthen health systems for improved quality of health care in Kenya.

CIHEB-K is collaborating with the University of Maryland, Baltimore CIHEB-Kenya, with funding from Presidential Emergency Plan for AIDS Relief (PEPFAR) through the Center for Disease Control and Prevention (CDC) to strengthen health systems for the provision of HIV prevention and treatment services, roll-out case-based surveillance systems and to support national vaccine preparedness and disease prevention.

Purpose and Objective: The Center for International Health, Education and Biosecurity (CIHEB)-Kenya is a registered local nongovernmental organization, focused on health, in Kenya and seeks a consultant or firm to facilitate the development of a strategic plan for the 2021-2025 period.

Specific Objectives

• Plan and facilitate a five-day workshop with CIHEB-Kenya staff members, board members and other stakeholders to prioritize strategic directions CIHEB Kenya. It is envisioned that the strategic plan workshop will take place in May 2021.


• Assess and analyze CIHEB Kenya’s internal environment


• Assess and analyze CIHEB Kenya’s external environment and stakeholders


• Synthesize the results and identify strategic opportunities for the proposed local organization


• Develop CIHEB Kenya’s proposed vision, mission and values


• Draft and finalize CIHEB Kenya’s strategic plan 2021-2025

Scope and focus of the Assignment

The scope and focus of the assignment is to provide technical and strategic facilitation support to enable the development of CIHEB Kenya’s strategic plan.

The consultant will conduct a thorough but focused assessment of CIHEB Kenya current strengths and weaknesses, as well as external opportunities and threats, with a view to identifying appropriate strategic options for 2021-2025 operational period for the proposed CIHEB Kenya.

The assessment will result in the development of CIHEB Kenya’s vision and mission statements, values, strategic plans of key partner agencies, donor organizations and related domestic and international reports.

The consultant in collaboration with CIHEB Kenya will make use of participatory processes to facilitate critical reflection by CIHEB Kenya staff members and stakeholders.

As such, the consultant will be expected to provide for active and meaningful engagement of CIHEB Kenya staff, Board members and other relevant stakeholders to attend the strategic planning workshop and adopt rigorous and transparent analysis frameworks to aid in prioritization of strategic directions.

A key aspect of the consultancy is preparation for and facilitation of a five-day strategic planning workshop with CIHEB Kenya staff members, Board members and other relevant stakeholders.

All reports and documents developed in the workshop will be consolidated into a draft and finalized strategic document.

The ideal consultant will have knowledge of and/or proven expertise in:

• NGO sector


• Public Health


• Health training


• Community development in health


• Participatory approaches in conducting assessments and facilitating strategic planning processes


• Strategic planning document preparation.

Roles and Responsibilities

CIHEB Kenya and the strategic planning committee of the Board will be responsible for:

• Preparing the Terms of Reference


• Selecting, contracting and managing the consultant


• Covering the cost of and managing communications and logistics associated with the assessment


• Actively engaging with the consultant during the assessment


• Identifying stakeholders and relevant documents as needed


• CIHEB Kenya in collaboration with the consultant will carry out a preliminary review of program activities aimed at gathering views from relevant external stakeholders through interviews and questionnaires. All information gathered by CIHEB Kenya prior to the strategic planning workshop will be forwarded to the consultant for analysis and integration into the strategic planning workshop

The consultant will be responsible for:

• Preparation of a work plan


• Actively engaging with CIHEB Kenya staff, CIHEB Kenya Board members and other stakeholders through the use of participatory processes


• Regular progress reporting to CIHEB Kenya


• Production of deliverables in accordance with the requirements and timeframes of the Terms of Reference


• Facilitation of a five-day strategic planning workshop with CIHEB Kenya staff, Board members and other relevant stakeholders


• Drafting and finalizing the strategic plan

Deliverables

The consultant will provide the following deliverables:

A strategic planning workshop agenda and facilitation plan

A strategic plan document including but not limited to:

• Executive summary o Background


• Internal and external analysis o Strategic priorities


• An M&E framework


• Hard and soft copies of the final Strategic Plans in line with a work plan submitted and approved by CIHEB Kenya

Expression of Interest Timeframe

• The total task is expected to take between May 1, 2021 to June 30, 2021

Reporting

• The vendor shall report directly to the CEO, CIHEB Kenya.

Submission of Proposals

Proposals must be received by COB Friday April 16, 2021 and interested service provide should submit a detailed proposal including itemized cost of professional cost, expenses, travel, accommodation and any other cost.

Evaluation

The quotation will be rated according to the following technical criteria:
