The International Rescue Committee is a global humanitarian aid, relief and development nongovernmental organization.



Purpose and scope of work



The assessment in the first four counties will focus on mapping of partners that can work with IRC through the collection of data and information to assess the humanitarian situation and identify appropriate response sectors for IRC. Specifically in the areas of:




  • Nutrition and WASH

  • Health

  • Protection

  • WPE (Women Protection and Empowerment)

  • Livelihoods (Including Youth Development)

  • Minority groups (LGBTQI, PLWD, Elderly)



The assessment will be specific to address:




  • Who are the current stakeholders involved within the sectors mentioned i.e., International, National and Local and civil societies?

  • Period of existence in the counties and work done

  • Who are their active donors/funders?

  • The gaps/areas or partnership opportunities within which IRC can possibly come in to address.



The assessment will look beyond the immediate needs of the people to identify the root causes of the problems and inform design of responses that meet immediate needs while also addressing the underlying problems through resilience programming. Equally assess how the Government of Kenya has responded to the needs of the populations in these counties This will ensure long term interventions are adapted to local dynamics and are conflict and gender sensitive.



Gender analysis



The consultant(s) will adopt a gender approach in conducting the assessment, to inform gender-transformative programming by analysing gender roles, access and safety issues, and social norms.



Methodology



The assessment will use appropriate mix of methodologies to gather and analyze data to get diverse perspectives and promote participation of different individuals and or groups such as review of key reference documents, focus group discussions, semi-structured interviews, key informant interviews, interviews with staff, and general observations. The consultant(s) must propose a methodology and plan to be reviewed and approved by IRC technical teams.       



Evaluation roles and responsibilities



The budget for this assessment will cover professional fees, travel costs, workshops, mobilization expenses and supply costs.



Reporting arrangements



The consultant will report to the Monitoring Evaluation Accountability and Learning (MEAL) Coordinator, with close collaboration with the Deputy Director of Programs (DDP) and technical coordinators  



Deliverables




  • Draft Soft copy of the inception report including survey tools and analytical framework.

  • Both soft and hard copy of the final inception report including final translated survey tools, sampling, methodology and analytical framework.

  • Electronic copy of draft report. Reporting format will be agreed during the inception Phase.

  • Preliminary Presentation of findings for validation (outlining key processes, key findings, lessons learned and recommendations)

  • Draft soft copy of the final survey report including data sets

  • Both soft copy and hard copy of the final survey study report including datasets.




Minimum Qualifications



  • A qualification in Monitoring and Evaluation, Research, Statistics, Social Sciences, or any other related field is required.

  • Experience in designing, planning, and conducting impact evaluation using experimental or quasi-experimental design approaches.

  • Significant experience in carrying out similar evaluations

  • Excellent skills in quantitative and qualitative data collection and analysis. i.e., FGD

  • Excellent skills in data analysis software such as SPSS or STATA (for quantitative data analysis) and ATLAS.ti, NVivo for qualitative data analysis.

  • Experience in using mobile data collection systems such as KoBoCollect or Commcare will be an added advantage.

  • Excellent organizing, facilitating, presentation, and communication skills, including good report writing in English.

  • Ability to communicate in English.

  • Strong track record in working in partnership with governments and civil society at various levels and diverse organizational stakeholders, developing and implementing appropriate and targeted learning and capacity sharing activities.

  • Experience of working with Govt., communities, INGOs, and donor agencies. Strong understanding of relevant networks and consortiums.

  • Working knowledge of gender, equality, diversity, and inclusion.

  • Ability to establish partnerships, networks & Consortiums

  • Sensitive to the cultural & political environment

  • Solid knowledge of standards for the technical area/field, operational processes and work and task flow.

  • Ability to work with multi-cultural and multi-disciplinary teams
