CONSULTANCY: RESEARCH MONITORING & EVALUATION ADVISOR

CONSULTANCY SUMMARY

The Research Monitoring & Evaluation (RM&E) Advisor will be responsible for driving utilization of research evaluation, data and analysis for advocacy, contributing to global knowledge about human rights, and demonstrating to donors, beneficiaries, and supporters how the organization’s work improves human lives. S/he will lead the design and delivery of strategic plans related to research, monitoring, evaluation and learning, while developing and managing key relationships.
The Research Monitoring & Evaluation Advisor will ensure that all aspects of research projects are well designed and coordinated globally, receive relevant approval, and are managed onbudget, on time and with optimal impact. S/he will also lead the design and implementation of
monitoring, evaluation, and learning activities as prescribed for the organization.

DUTIES & RESPONSIBILITIES
• Management and Strategy:
Oversee the functional budget, including planning quarterly and annual budgets, ensuring grant spending is on track, and ensuring correct accounting of all functional expenses; Collaborate with the programmes team to identify suitable

fundraising opportunities for RM&E priorities; pitch projects and fundraising needs; contribute to proposal development and donor relationship management; Supervise the team assigned, including hiring, tracking time and attendance and performance
management; Contribute to annual and multi-year plans and strategies; including the development of the RM&E strategy and conceptualize the role of RM&E in the organization’s overall global strategy; Collaborate closely with members of the
programme teams and actively identify synergies and areas for improved team efficiency’ Represent the RM&E team at internal meetings for senior staff and Board meetings as needed, including direct engagement with the ED and Board of Directors; Conceptualize,
design and deliver (with team) RM&E related workshops and capacity building activities for staff; Lead the integration of monitoring, evaluation, research and learning into program learning, program implementation and decision-making across teams and
ensure that data and learning can be used for improving programme design, implementation and advocacy.
Monitoring System and Data Management/Analysis: Guide team members to manage and refine the organization’s monitoring database; Conceptualize new ways of analyzing and utilizing existing data; Design quantitative and qualitative methods and tools to
collect additional data, including for new areas of programming and with partners; Conceptualize new and support existing systems to manage and report on monitoring data effectively, across programmes; Ensure that team members collect, manage, and
analyze data accurately and maintain high quality standards; Ensure quality control for donor and other external reports, including review of data-related narratives and charts; Support the circulation of and dialogue around monitoring results in a range of formats,
including through learning and national, county, community results briefs, and to a range of internal and external stakeholders.
Research and Evaluation; Provide technical assistance and support in analysis and writeup of research and evaluation results. Build the organization’s profile as a research and learning-focused organization and share the organization’s research agenda through
events, presentations, written pieces such as blogs and learning briefs, and by building relationships within relevant academic, practitioner, and donor communities; Identify areas ripe for research/evaluation and design appropriate methodologies. Implement
innovative participatory data collection methods; Conceptualize and execute research and evaluation priorities in the current strategic plan; Serve as team leader for internal evaluations and initiate and oversee/support evaluations conducted with external
researchers, partners or consultants; Identify partnerships with research organizations and ensure strong management of such collaborations; build relationships with academic experts; Ensure publication of research results in a range of formats, including academic
journals, reports, and learning and policy briefs; Collaborate with the program and communications teams to identify best methods and opportunities to use RM&E data and results for external advocacy and engagement.
Stakeholder Engagement & Communication: Guide the process of relaying and communicating feedback from data collected through M&E officers to programmes teams to inform reporting, proposal writing and design and re-design of new and existing
programmes; Communicate data, results and stories to the communications and PR team for the advancement of KELIN; Develop and implement and continuously monitor a feedback loop where all field visits are recorded and relevant information is reported back
to the programmes and communications teams.
Operational Excellence: Quickly establish solid relationships with organization unit leadership and other senior executives and ensure internal customer satisfaction by leading the collaborative development of service level agreements, adhering to those
agreements and monitoring costs, quality and timeliness; Ensure sound contributions to knowledge networks and communities of practice; Identify and synthesize best practices and lessons learned directly linked to organization policy goals in specific
sectoral/thematic areas, according to priorities set
• Any other duties as may be assigned to you from time to time by the ED.

EDUCATION SKILLS & COMPETENCIES DESIRED
• Bachelor’s Degree in Social Sciences, humanities, development studies, human rights, political science or other relevant discipline
• Master’s Degree in Economics, Social Sciences, International Development or related field required
• At least 10 years of experience in qualitative and quantitative research design, data collection, analysis, and reporting as well as experience in participatory research
• Excellent analytical and data analysis skills, (experience with STATA required; experience
with additional software such as SQL Server Management Studio, SPSS, SAS, etc. welcome). Experience analyzing and interpreting RCT data preferred.
• Topical experience in health related human rights empowerment with a sound understanding of econometrics
• Experience with and/or sound understanding of development and management of organization-wide monitoring and evaluation systems
• Experience working on large-scale data management projects involving the development of IT systems to manage and use data
• Experience working on field experiments
• Experience in supervising teams, including remote management of team members in different locations
• Experience writing research proposals; proven success as fundraiser for research agenda
• Experience participating in research events with academic field experts.
• Enjoy working on and managing multiple tasks effectively and to tight deadlines; excellent project management skills
• Demonstrated strong verbal and written communication skills, including ability to communicate technical concepts effectively to a non-technical audience through presentations and written deliverables
• Ability to travel to sometimes challenging and remote locations
• Ability to develop innovative solutions to complicated process issues
• A collaborative management style and a strong customer service orientation
• Demonstrated success in developing strategy, driving process improvement and effective partnering to lead critical and significant organization change and transformation preferably with a component speaking to a digital path and agile capability, and created
and/or implemented supporting Research and M&E strategies
• High level of integrity, confidentiality, trust and dependability with a strong sense of urgency
• Results-oriented, entrepreneurial, self-motivated, self-starter, who is flexible and adaptable to rapid change and has the ability to work in a fast-paced, high demand environment
• Strong consultative and influencing skills with the ability to build strong working relationships across all levels
• Experience translating KPIs to teams to get buy in and results. Supervisory/team management experience
• Strong interpersonal, communication and presentation skills with a good focus on organization, and enhanced multitasking abilities
• Ability to present data clearly and communicate it to all relevant stakeholders
• Strong proficiency in Microsoft Word, Excel, PowerPoint and statistical analysis software
• Influential within the Research & M&E sphere with the ability to bring together stakeholders.

TERMS OF ENGAGEMENT
• The initial engagement period for this consultancy will be for one (1) year. This period shall be reviewed should the need arise, and any such renewal will be subject to meeting the performance and targets set within the initial contract period
• The Consultancy will be compensated through an agreed consultancy fee commensurate with the experience and value brought to the Organization
