Job Vacancy Re-Advertisement

The County Assembly of Kiambu Service Board seeks to recruit suitable candidate to fill the following position:

Director Human Resource

CAKSB 11 – (Re-Advertisement)

a. Duties and Responsibilities;

i. Planning, organizing, coordinating and administration of all Human Resource activities to support the achievement of the overall operations and objectives of the Assembly;

ii. Provide overall leadership and guidance to the Human Resource function by overseeing talent acquisition, career development, succession planning, retention, training, leadership development, compensation and benefits;

iii. Implementing Human Resource Management and development of policies, rules and regulations;

iv. Establishing and implementing Human Resource strategies that effectively communicate and support the Assembly mission and strategic vision;

v. Develop and implement comprehensive compensation and benefit plans that are competitive and cost-effective for the Assembly;

vi. Advising the authorized officer on the delegated powers and ensuring their implementation;

vii. Ensuring professional Human Resource Management standards;

viii. Advising on succession management/Human Resource planning, staffing levels and utilization of Human Resource;

ix. Initiating development and review of schemes of service and other HR Policies;

x. Advising, issuing administration guidelines and interpretation on Labour Law and labour related statutes;

xi. Developing Board papers on Human Resource Management issues;

xii. Setting, providing guidance and managing performance management standards;

xiii. Organizing various training courses/seminars for staff and coordinating scholarships;

xiv. Secretary to the Staff Advisory Committee;

xv. Any other duty assigned by the supervisor

b. Requirements for Appointment;

i. Served in the grade of Principal Human Resource Management Officer – CAKSB 10 or its equivalent for a minimum period of three (3) years;

ii. Bachelor’s Degree in Human Resource Management;

iii. A Master’s degree in Human Resource Management or its equivalent will be an added advantage;

iv. Demonstrate a high degree of professional competence / administrative capabilities and initiative in the general organization and management of Human Resource and a thorough understanding of the relevant emerging practices/techniques;

v. Demonstrate thorough understanding of National goals, policies and development objectives and ability to translate them into Human Resource Management and development of policies and programs;

vi. Certified Human Resource Professional (CHRP Part III);

vii. Registered Membership of IHRM;

viii. Valid Human Resource Practicing Certificates

ix. Proficiency in computer applications;

x. Relevant education, experience, knowledge as determine by the management.
