The job holder is responsible for Procedural Functions which include the rendering of expert, non-partisan and impartial advice to the members of the county Assembly on the legislative process, and parliamentary procedure and practice; and the carrying out such other duties and exercising powers as may be conferred on him or her by law or by the Standing Orders and practices of the County Assembly.

Director Legislative Services GRADE: CASB 10 (J.G. “Q”)


Mandates
The job holder is responsible for Procedural Functions which include the rendering of expert, non-partisan and impartial advice to the members of the county Assembly on the legislative process, and parliamentary procedure and practice; and the carrying out such other duties and exercising powers as may be conferred on him or her by law or by the Standing Orders and practices of the County Assembly.

Duties and Responsibilities

a) Assign, plan, monitor and evaluate work for Legislative staff
b) Develop work plans and budgets for the Directorate
c) Oversee the execution of the approved directorate work plans and budgets
d) Oversee performance management in the directorate
e) Prepare and submit all monthly, quarterly and annual reports for the directorate
f) Prepare a draft Board management papers for approval
g) Identify training needs for the directorate staff
h) Participate in various committees in the Institution
i) Formulate and review policies, guidelines and regulations on legislative drafting
j) Coordinate the development and implementation of legislative drafting standards
k) Oversee report analysis;
l) Formulate strategies for stakeholder consultations and engagements
m) Research and collect various sources of information (e.g., legislation, regulations, policies and programs in other jurisdictions, environmental scans, surveys) to support policy and program development, and participates in the department’s policy/program projects as assigned
n) Analyze and evaluate policy/program information and data, using quantitative analysis to synthesize data, identifies issues and trends, and prepares analytical and statistical reports, for review/action;
o) Prepare a range of draft analyses, and policy/program reports, such as options papers, briefing notes, contentious issues reports, and briefing materials for use by senior management;
p) Draft by-laws, resolutions, publications of bills, motions sessional papers statements and petitions, after conducting all necessary research and analysis when required;
q) Ensuring orderly processing of business in the house;
r) Provision of procedural advice to the house leadership, MCA’s, staff and members of the public on parliamentary procedures, traditions, conventions and processes
s) Any other duty that may be assigned from time to time

Requirements for Appointment
a) Bachelor’s Degree in Social Science, Political Science/ Sociology/ Public Administration, Law or related field
b) Master’s Degree in Social Science, Political Science/ Sociology/ Public Administration/ Education or related field will be an added advantage
c) Demonstrably interested in legislative drafting, parliamentary procedures, wide experience on the role function and operation of a legislative body will be an added advantage
d) Proficiency in Computer Application packages
e) Poses relevant experience of not less than 8 (eight) years in a reputable institution
f) Must meet the requirements of Chapter Six of the Constitution of Kenya, 2010
g) Must have Managerial experience from a recognized reputable institution
