Job Description

The Council of Legal Education has been re-established under the Legal Education Act, No.27 of 2012 with the twin primary purposes of: Promoting legal education and training, and the maintenance of the highest possible standards in legal education providers; and the provision of a system to guarantee the quality of legal education and legal education providers.


Position Title: Finance and Accounts Manager


Grade: CLE 3

Description: The job purpose involves ensuring prudent management of Institutional financial resources and the reporting thereof within the existing legal and regulatory framework.


Responsibilities


The duties of the officer will entail:


a) Providing overall Leadership supervision and guidance on all activities within the department;


b) Preparing management and statutory reports including final accounts; develop financially regulations and procedures to enhance internal controls;


c) Overseeing the processing of funding arrangements for Council operations; ensure compliance with government, statutory, professional, and Council financial policies, regulations, procedures, and standards;


d) Authorize payments as per the mandate;


e) Preparing and execute medium-term and annual budgets for the division and the Council;


f) Providing staff with positive leadership, training, and development; and setting targets for the staff; evaluate achievements.


g) Implementing legislation on tax matters;


h) Interpreting regulations of CLE to financial controls and management; coordinating preparation of budgets based on work plans;


i) Ensuring provision of accurate timely reliable financial information; timely submission of annual financial statements of accounts;


j) Interpretation of financial policies for sound accounting principles; practices and control and management of corporate tax, vat and other statutory deductions;


k) Developing a revenue collection system and ensure implementation and continual improvement in line with the council financial requirements and the financial market at large;


l) Developing an investment policy and ensure its implementation;


m) Liaising with banks regarding fees collection accounts and bank reconciliation;


n) Coordinating the preparation of quarterly and annual financial reports;


o) Managing cash flow and oversee the treasury function;


p) Adopting best practices in the finance department; monitor and evaluate the performance of systems in the department;


q) Coordinating preparation and execution of medium-term and annual budgets for the department and the council; and


r) Ensuring timely preparation and submission of accurate revenue reports coordinate responses to audit queries and implementation of the audit recommendations.


Qualifications


a) Bachelor’s degree in Finance or Accounting or equivalent from a recognized institution;


b) Master’s Degree in Finance or Accounting or equivalent from a recognized institution;


c) A minimum period of eight (8) years relevant work experience three (3) of which should have been in management


d) Professional qualification CPA(K) finalist and membership to ICPAK in good standing;


e) Have attended management course lasting not less four (4) weeks from a recognized Institution;


f) Proficiency in computer applications;


g) Demonstrated results in work performance; and


h) Fulfil the requirements of Chapter Six of the Constitution

Appointment will be on permanent and pensionable terms


Salary Scale



  • Basic Salary: 215,600 x 19,712 – 235,312 x 19,712 – 255,024 x 19,712 -274,736 x 19,712 -294,448 x 19,712 – 314,160 per month

  • House Allowance: Kshs.50,000

  • Commuter Allowance: Kshs.14,000
