Pursuant to the provisions of Article 235 of the Constitution and Sections 59(b) and 63 of County Governments Act 2012, the Garissa County Public Service Board invites applications for the following vacant positions:

Detailed Tasks and Responsibilities
Reporting to the Director Roads the selected candidates will carry out
- Overseeing preparation of short, medium- and long-term road works programs
- Manage, design, develop, create and maintain small-scale through to large-scale construction projects in a safe, timely and sustainable manner;
- Plan and design engineering structures following construction and government standards, using design software and drawing tool;
- Conduct on site investigations and analyze data (maps, reports, tests, drawings and other);
- Carry out technical and feasibility studies and draw up blueprints that satisfy technical specifications;
- Coordinating preparation and finalization of road works tenders;
- Assess potential risks, materials and costs;
- Provide advice and resolve creatively any emerging problems/deficiencies;
- Oversee and mentor staff and liaise with variety of stakeholders;
- Analyze survey reports, maps, drawings, plans, blueprints, aerial photography and other topographical or geologic data to plan projects;
- Monitor progress and compile reports on project status;
- Comply with guidelines and regulations including permits, safety etc and deliver technical files and other technical documents as required;
- Overseeing preparation of procurement plans for road work programmes;
- Liaising with external financing agencies for resource mobilization;
- Supervising roads and structural works contracts;
- Facilitating resource mobilization from government and development partners;
- Facilitating resource mobilization and program implementation through public private partnerships;
- Enhancing efficiency in utilization of financial resources;
- Undertaking regular road safety audits, accident data analysis, design review and implementing road accident counter measures;
- Liaising with other agencies for improved road emergency response; and
Requirement and Qualifications
- Degree in Civil Engineering from recognized institution
- Be registered by the Engineers Board of Kenya as a Professional Engineer
- Should have a minimum of one years’ experience in road construction;
- Excellent knowledge of design and visualizations software such as AutoCAD, Civil 3D or similar;
- Proficiency in site layout, grading, utility design, erosion control, regulatory approvals, etc;
- Project management and supervision skills;
- Ability to travel and work in far and remote areas of the County to supervise projects
- Sound mathematical (financial) and technical skills;
- Ability to maintain an overview of entire projects while continuing to attend to detailed technicalities;
- Excellent verbal and written communication skills.
- Negotiating, supervisory and leadership skills combined with the ability to delegate.
- Fulfill the requirements of Chapter Six of the Constitution and other technical documentation as required
