Gender Based Violence (GBV) Prevention Training Consultant


Terms of Reference


A consultancy agreement to train HIAS stakeholders in adoption of policy and Funding priorities focused on implementing Ending Violence Against Women and Girls (EVAW/G) Programmes in Nairobi during the COVID-19 pandemic and beyond.

BACKGROUND


HIAS) is a global Jewish not-for-profit organization that stands for a world in which displaced persons attain full potential and contribute to society through sustained legal, social, and systematic change, attaining legal status, exercising social and economic rights and rebuilding their lives. HIAS’ operation in Kenya was established in 2002 with the mission to serve the most vulnerable refugees through community based legal protection, Mental Health and Psycho Social-Support (MHPSS), Economic Inclusion, Child Protection and provision of durable solutions.


 


Since the first case of COVID-19 was reported in Kenya, on March 13th 2020, the government put in place measures to limit the spread of the disease and this negatively impacted vulnerable groups including refugees. At the same time, existing inequalities are exacerbated in any crisis, and women, girls, and other vulnerable populations are at increased risk of gender‐based violence (GBV) and intimate partner violence (IPV), other safety/security threats, and denial of movements, rights, or services. As reported by Kenya’s National Council on Administration of Justice[1], since the start of COVID-19, there has been a significant spike in sexual offences in many parts of the country and in some cases, the perpetrators are close relatives, guardians and/or persons living with the victims. These increased protection risks make the availability of specialized EVAW/G programming more important than ever.


With funding from United Nations Trust Fund (UNTF) for EVAW/G (this project, Community Based Prevention of Violence Against Refugee Women and Girls in Nairobi, being implemented by HIAS Refugee Trust of Kenya (also known as HIAS Kenya), over a period of 17 months. The project seeks to support mechanisms that improve institutional resilience to crises including COVID-19, mitigate the impact of lack of capacity to safely implement EVAW/G projects, strengthen HIAS EVAW/G response and increase its’ ability to address the priority needs of women and girls during and in the aftermath of the COVID-19 pandemic.


The goal of the project is to contribute to refugee women and girls facing less interpersonal violence among the urban refugee population in Nairobi County by 2022. The project aims to achieve the following outcome: HIAS and its stakeholders are institutionally strengthened to sustainably respond to the COVID-19 pandemic and other crises while maintaining or adapting existing interventions to EVAW/G with a focus on the most vulnerable women and girls.




THE PURPOSE OF CONSULTANCY


The purpose for the consultancy is to support HIAS Kenya to achieve the following main objectives:




  1. Provide guidance on how to manage and mitigate HIAS and stakeholder’s institutional risks in relation to COVID-19 and other crises.




  2. Train HIAS stakeholders to enhance advocacy and capacity in the prevention of VAWG during COVID-19.




  3. Train HIAS GBV program staff and stakeholders on adapting policy and funding priorities focusing on EVAW/G programming during COVID-19 and beyond.




The 3 webinars will be conducted at various times during project implementation. The consultant will develop resources as necessary and train HIAS staff and stakeholders. This training will be participatory and empirical; and emphasize accountability of HIAS partners to women and girls. The trainings will create space for HIAS staff and stakeholders to gain and apply new skills and knowledge as well as create a space where active problem-solving skills are strengthened by talking through real time challenges in implementing activities to support Prevention of Violence Against Refugee Women and Girls.




METHODOLOGY AND SCOPE OF WORK


. In close co-ordination with HIAS, the consultant will implement the following tasks:



  1. Design the training:


a. Develop the training contents for 3 external stakeholders’ webinars to be delivered through interactive activities, methodologies and discussions;


b. Draft the methodology and training/workshop schedule and submit to HIAS for review and approval;


c. Finalize the methodology and training/workshop scheduled;


d. Develop a work plan on how the consultancy will be executed.



  1. Conduct trainings/workshops (3 external stakeholders’ webinars).


a. Conduct the training/workshop; based on the approved methodology and training/workshop schedule,


b. Conduct the evaluation of the training/workshop;


c. Report on the trainings/workshops.


The 3 external stakeholders' webinars are as follows:


· 2 practitioner-focused webinars on implementing EVAWG programs during and beyond COVID-19.


· 1 webinar for policy makers and donors on adapting policy and funding priorities.


The trainings shall be conducted remotely to ensure prevention of COVID-19 spread infection among participants and in accordance to the government guideline on social distancing.




EXPECTED OUTPUTS AND DELIVERABLES:


The following will be the expected deliverables and outputs of the consultancy:


· Work plan for developing the training/workshops, including strategy and proposed methodologies.


· Evaluation of the trainer/facilitator work, based on evaluation forms received from participants;


· Successful facilitation of the training/workshop.


· Technical advice and support to participants during the training/workshop


· A complete final report on the implementation of the tasks after finishing the training/workshops.


· Soft copies of all presentations and training notes.


· HIAS and partners have improved knowledge, skills and capacities to implement EVAWG programmes during COVID-19 and beyond.


· HIAS and partners have improved capacity to adapt policies and funding priorities to focus on EVAW/G programming during COVID-19 pandemic and other crises.


· HIAS and partners have improved institutional resilience in addressing VAW/G during crises including COVID-19.


 


GENERAL TERMS AND CONDITIONS: CONFIDENTIALITY AND AUTHORSHIP


Ownership ad copyright of all training materials - The consultant will submit all original documents to HIAS. The consultant shall not re-produce information of this exercise in any form (electronic, hard copies, etc.) to a third party without written permission from HIAS.




TIME FRAME


The overall consultancy is expected to take 6 days including the preparation phase, (sharing training agenda and content with HIAS team for reviews). The Consultant should be able to undertake some of the tasks concurrently to fit within the planned HIAS work plan and timeframe, without compromising the quality of work expected.




INSTITUTIONAL ARRANGEMENT


RESPONSIBILITIES


HIAS will be responsible for the following:


· HIAS Gender and GBV Program Manager will be responsible for the overall coordination of all the training needs and tasks with the Consultant. In addition,


· The GBV Prevention Coordinator will provide all the necessary technical and operational support required throughout the training process.


· HIAS GBV Regional Technical Advisor and Technical Director will provide technical review of all training content.


· HIAS will also oversee the coordination and set up of the remote trainings.


The Consultant will be responsible for the following:


· Developing the training agenda including appropriate methodology for the training.


· Reviewing existing information, preparing training outlines and objectives.


· Facilitate 2 practitioner-focused webinars on implementing EVAW/G programs during and beyond COVID-19.


· Facilitate 1 webinar for policy makers and donors on adapting policy and funding priorities.


Note: - The consultant will undertake the assignment while strictly adhering to the Government of Kenya directives and guidelines on preventive measures against the COVID-19 pandemic.


CONSULTANCY COMPETENCIES, EXPERIENCE AND SKILL REQUIREMENTS:


· A trainer with experience in policy development, resource mobilization and advocacy.


· Knowledge and experience inn EVAW/G programming.


· Prior experience in developing participatory training and completing workshops/trainings and able to give examples of training materials developed.


· Experience working in the humanitarian sector and with refugees in urban settings preferably in Kenya will be an added advantage.


· Understanding of COVID-19 situation and funding priorities in the humanitarian sector.


· Great understanding of the COVID-19 situation in Kenya.


· Demonstrable knowledge and understanding of the GBV trends in Kenya.
