About Heifer Project International Kenya (HPIK)


HPIK oppened its doors for operations in Kenya, in 1981. The organization was founded on the simple belief that ending hunger begins with giving people the means to feed themselves, generate income and achieve sustainable livelihoods, with the main focus in empowering families to turn hunger and poverty into hope and prosperity.


Heifer links communities and helps bring sustainable agriculture and commerce to areas with a long history of poverty. HPIK targets areas with large populations of small-scale farmers and herders in the Rift Valley, Eastern Kenya, Western and Nyanza regions.


In the past 5 years, 2014-2020, HPIK has reached 174,250 Households, translating to 784,125 household members,distributed in 18 counties out of the 47 Counties.


HPI Kenya Goal is to accelerate 624,143 farmers and pastoralist households (2,434,158 individuals) producers towards achieving a living income of an annual USD 4,587 in Kenya through Dairy, Poultry and Beef Value Chains by 2025.


This goal includes 210,000 poultry and 240,000 dairy producing households. HPI has promoted a farmer owned agribusiness (FOAB) approach in Dairy and poultry development, with over 40 dairy and 25 poultry FOAB accross the country being established.


Heifer has implemented its Value-Based Holistic Community Development (VBHCD) model to build strong social capital among the local communities, strengthen organizational capacity of local organizations, and help adopt best business practices at farmer, cooperative and processor levels.


Heifer also ensures that the empowerment and job creation for vulnerable and disadvantaged groups especially women and youth are at the forefront of all our objectives in order to ensure gender equity and equal opportunities for all members of the community.


Key Challange with majority of these FOAB are the incapacity to mobilise funds for market diversification through infrastructure development in value addition and cold chains.


Consultancy Background


CATALYTIC IMPACT FOR DAIRY SECTOR GROWTH II is a second phase of a successfully implemented 18 months partnership between Heifer International, IRISH AID and Heifer Impact ventures.


The project reached 15,000 households, affiliated to five (5) dairy cooperatives, who were embedded within the Kenya Market Led Dairy Supply Chain Project (KEMDAP).


While IRISH AID contributed € 200,000, Heifer International contributed € 57,235 and Impact venture contributed €163,214 as loan to the cooperatives, an extra € 547,164 was contributed by the 5 cooperatives, other donors and county governments through World bank and Swedish government.


For every € 1 contributed by the IRISH AID and HPI, € 4.86 was mobilized from other sources as catalytic leverage fund. Significant successes were reported through the impact assessment and the stakeholder forum done in February 2021.


Key outcome of these discussion indicated need to extend the partnership to reach extra five (5) dairy cooperative with 10,000 households, with additional impact investment fund, while exploring opportunities for capacity building of the beneficiaries and bringing together stakeholders on a learning platform for adoption of best practices by the government, donors and implementing dairy cooperative.


Role in Catalytic Leverage Funding


CATALYTIC IMPACT FOR DAIRY SECTOR GROWTH II initiative plans to invest in the 5 new dairy producer organizations aimed at stimulating growth and profitability and leveraging additional investments including from Heifer Impact Capital and other government and private sector sources, while at the strengthening the capacity of the five phase 1 cooperatives to sustainably manage their investments.


Our target in this initiative will be creating measurable economic, social and environmental value within the dairy value chain, along with the financial investment to be leveragedfor the additional five (5) new dairy FOAB in Kenya, to build the foundation for impact investment.


We also intend to integrate the catalytic leverage funding approach as an implementation methodology in our signature project design process to be able to complement investments from the County Governments and other donors, by crowding-in private sector capital and skills to strengthen producer organizations ownership of dairy value chains.


These investments will stimulate capital base at the PO/FOAB and build the supplier (Producer/Member) confidence to supply more milk products, generating increased revenue at the PO level and leverage additional investments at a minimum from Heifer Impact Investment but potentially from county governments and private sector including financial institutions.


Purpose and scope of the assignment


The assignment will primarily focus on project monitoring, capacity development and enterprise mentorship to 10 dairy cooperatives, taking 10 months with effect from the signing of the consultancy contract.


The purpose of this assignment will be to


(1) Undertake Producer organization capacity assessment (POSA) for ten (10) shortlisted dairy cooperatives to assess the stage of development they are in as a baseline


(2) Undertake training needs assessment for five (5) dairy cooperatives and later five (5) new dairy cooperatives totaling to ten (10) in line with the current and targeted investment. These need to include but not limited to capacity to undertake value addition (chilling management, transport, milk quality monitoring, Pasteurization and yoghurt processing) silage making, feed processing, enterprise development and governance


(3) Develop a capacity development plan for each of the ten (10) dairy cooperatives to address the challenges identified


(4) Review the business plan for the five (5) phase 1 cooperatives and develop/review the business plans for the new five (5) dairy cooperatives in Phase II


(5) Develop the capacity and or identify appropriate consultant on the capacity challenges identified at each of the cooperatives


(6) Provide mentorship program to the cooperatives to achieve their objectives


(7) Provide backstopping in the project target delivery based on the project result framework


(8) Review the budget and workplan on monthly basis, reporting to the project technical committee on the procurement process and project implementation.


(9) Develop reports (Monthly and Quarterly) on the project implementation progress by 15th of every month, presented to the project technical committee on monthly basis.


Management and Coordination


The key people that the consultant will be working closely with at Heifer Project International – Kenya will include the Director of Programs, Planning monitoring and evaluation manager and Heifer Impact Investment Manager.


The day-to-day management of the consultants is the responsibility of the Director of Programs.


Work Plan & Timelines: The assignment is expected to take place from the August 1st, 2021, to July 30th, 2022. The proposals should be submitted by 13th August 2021 and should include understanding of the TOR and budget – of not more than 5 pages.


Interested local firms legally eligible to implement this assignment in Kenya are requested to submit a proposal. Please include the name of the person in your organization who will be involved in negotiating the contract as well as your telephone and email contact information.


Submissions must be in English and typed single-spaced using Times New Roman font size 12, with a complete set of appendices/attachments as applicable. All pages must be numbered and include the SOW reference number in the cover page, and name of the organization at the bottom of each page.


The proposal (duly signed) from firms should comprise technical and financial proposal.


The Proposal will be accepted preferably in a soft copy through email and mentioning subject line; “CATALYTIC IMPACT PROJECT – BUSINESS DEVELOPMENT to procurement-ke@heifer.org on or before 13th August 2021.


Late Submissions and Modifications: Proposals received after the submission deadline will not be considered. Offerors are responsible to ensure their proposals are submitted according to the instructions stated herein.


Heifer retains the right to terminate this RFP or modify the requirements upon notification to the Offerors.
