Short Term Assignment Scope of Work


Mid-Term Evaluation


SOW to be performed by: HOJI Consultant


Background: The Human Resources for Health (HRH) Kenya is a Mechanism funded by the Presidents Emergency Fund for AIDS Relief (PEPFAR) through the United States Agency for International Development (USAID).


Implemented by IntraHealth International Inc. and its partners AMREF Health Africa and Strathmore University Business School (SBS), the mandate of HRH/Kenya is to strengthen health workforce
management to achieve improved health outcomes.


It is anticipated that by the end of the five-year Mechanism (Sept. 27, 2016 –Sept. 26, 2021):


1) Health workers training colleges will have increased numbers of market ready graduates who are responsive to Kenya’s disease burden;


2) National and County leadership will have efficient HRH management systems to address workforce challenges including reduction of staff shortages; and,


3) National and County Governments will make HRH decisions based on market – driven data and disease epidemiology to improve health outcomes.


HRH Kenya is currently in Year 3 of implementation, and is being implemented in 24 counties, working in collaboration with both national and county governments in order to strengthen health workforce management at the county level, through strengthening HR data systems through use of iHRIS for improved HR decision making. It is therefore imperative to establish the level of HRM and iHRIS maturation at the county level in comparison to the baseline study conducted in 2017.


The purpose of this assignment is to conduct a Midterm Evaluation of the HRH Kenya Mechanism to document impact, draw lessons and develop strategies and action plans for enhanced interventions.


In addition, the study will provide crucial information on HR data demand and use in each county and how these have influenced HR-related planning, budgeting and decision making while comparing maturation scores at midterm and baseline. The study will take place in 24 counties.


Data collection using mobile data collection (MDC) systems has been proven to increase the speed and accuracy of data collection, service delivery effectiveness, and program staff performance.


Features of mobile data collection, such as decision support, form logic, and checklists, improve the quality of the data collected, while also ensuring adherence to data collection and care protocols.


We require a consultancy firm to develop, the MDC, train research team on the same and manage the quantitative data coming off the assessment.


Duration of the contract: This is a temporary contract which will last from August 29th to September 30th, 2019 (Maximum 20days)


Duties & Responsibilities


Your duties will be detailed to you by M&E Manager or her designate.


During this period, you will be expected to offer services as detailed below:


a) Develop the Mobile Data Collection (MDC) system (tools and screens) based on the quantitative research tools of the MTE


b) Train the MTE research team on the MDC


c) Deploy the MDC system for field work


d) Offer quality assurance on the quantitative data collection


e) Manage the quantitative MTE data


f) Provide basic descriptive analysis based on the quantitative MTE data


g) Provide raw and clean datasets to the MTE investigators


Qualifications:



  • Bachelor’s degree or equivalent plus minimum 3 year of relevant research experience

  • Experience developing and deploying mobile applications

  • Experience with study design, data collection, data analysis/interpretation and reporting

  • Experience working with the MOH and Kenya counties

  • A proven record as a self-managed researcher

  • Proficient verbal and written communication in English and local languages

  • Willingness to travel (20%) to the counties and institutions where the clients and providers reside


Level of Effort: A maximum of 20 days is allocated for this SOW.
