Terms of Reference for a Consultant to Conduct Indepth Interviews and a Participatory Monitoring & Evaluation for an End of Abortion Stigma Reduction Project in Navakholo and Khwisero Sub Counties, Kakamega County, Kenya


1.0 About Ipas Africa Alliance


Ipas is a non-profit, non-governmental and international organization that works around the world to increase women’s ability to exercise their sexual reproductive and health rights, especially the right to comprehensive contraceptives and safe abortion care services.


Ipas Africa Alliance for Women’s Reproductive Health and Rights works in Kenya and Uganda—and with regional partners—to reduce deaths from unsafe abortion, to expand the availability of safe abortion care, and to improve the legal and policy environment for safe abortion across the continent.


Headquartered in Nairobi, Kenya, Ipas Africa Alliance has programs to train safe abortion providers, support health clinics that offer abortion services, and develop youth champions for sexual and reproductive rights.


Ipas has been implementing abortion stigma reduction project in Kenya for the last 5 years in Navakholo and Khwisero Sub Counties, Kakamega County (July 2016 to April 2021). To help understand the impact of the abortion stigma reduction project, Ipas will be conducting an end of project evaluation in Navakholo and Khwisero Sub Counties, Kakamega County. Ipas will adopt
both qualitative and participatory monitoring & evaluation approaches as methodologies to assist in data collection processes.


Specifically, such approaches will include administering IDIs and PMEs to National Administration, religious leaders, beneficiaries, media personnel, CBO members, providers, and teachers among other stakeholders.


Ipas is seeking recruitment of a consultant to administer In-depth Interviews (IDIs) and Participatory Monitoring and Evaluation (PMEs) in the two geographical areas (Navakholo and Khwisero Sub Counties). The consultancy will be for 1 day for going through tool and understanding the scope of work, 4 days for field work and 2 days reporting.


2.0 Context


For the last three years, Ipas has been working with different CBOs in Navakholo and Khwisero Sub Counties, Kakamega County including (VORCHA and BUMULUSI) to facilitate stigma reduction and social support for young women and women seeking services under the following long-term Goal; Over the next 10 years, is for women and girls in Kakamega County to have access to a wide range of SRHR services, including safe abortion, without discrimination, in communities that support the dignity, agency, and diversity of individuals’ reproductive decisions under the Project; Advancing Reproductive Rights in East Africa and Latin America being implemented in Navakholo and Khwisero Sub Counties, Kakamega County.


The current project follows earlier Ipas interventions that supported heath facilities in Kakamega County to increase access to comprehensive abortion care services and reduction of stigma associated to abortion and creation of social support in Navakholo and Khwisero Sub Counties.


Specifically, the interventions and strategies have been targeting communities living in Navakholo and Khwisero Sub Counties.


Ipas partnered with Community Based Organizations (CBOs) as mentioned to implement abortion stigma reduction activities in these locations. Besides, other stakeholders for example health providers, community members (i.e. religious and local administrative leaders, and survivors of unsafe abortion) and stakeholders were involved on this project.


The main objective of engaging with various stakeholders has been to shift norms and social behaviours and decrease stigma directed towards women accessing abortion care services.


3.0 Scope of consultancy


Ipas has been implementing abortion stigma reduction project in Kenya for the last 5 years in Navakholo and Khwisero Sub Counties, Kakamega County (July 2016 to April 2021).


Ipas Africa Alliance intends to evaluate the impact of the project with an aim to establishing abortion stigma reduction interventions that worked, documenting lessons learned, challenges and way forward for replication.


To this end, Ipas Africa Alliance would like to recruit a consultant to administer In-depth Interviews (IDIs) and Participatory Monitoring and Evaluation (PMEs) in the two geographical areas (Navakholo and Khwisero Sub Counties).


The consultancy will be:



  • 1 day for going through tool and understanding the scope of work,

  • 4 days for field work and

  • 2 days reporting.


4.0 Objectives of the Consultancy


The objective of this consultancy is to administer In-depth Interviews (IDIs) and Participatory Monitoring and Evaluation (PMEs) in the two geographical areas (Navakholo and Khwisero Sub
Counties) to understand the success abortion stigma reduction project.


5.0 Methodology


The consultant will be expected to administer IDIs and PMEs to National Administration, religious leaders, beneficiaries, media personnel, CBO members, providers, and teachers within the geographical locations of the project and who were working on abortion stigma reduction project in Navakholo and Khwisero Sub Counties.


Specifically, administer IDIs to media personnel, beneficiaries, providers, and teachers, CBO members and PMEs to National Administration (ACCs and chiefs), religious leaders, beneficiaries, CBO members. Participants will be informed about the exercise prior to the dates of interviews to increase on response rate and reduce any future call backs.


6.0 Indicative Time frame


It is expected that the whole task should be finished within 7 calendar days starting 14th June 2021.


7.0 Reporting and Communication


The consultant will work closely with the Ipas Monitoring and Evaluation Team and Accessibility Advisor.


The draft report of the evaluation will be presented to Ipas staff at a venue to be decided upon.


The consultant will be expected to handover the report in hard copies, and an electronic copy in readable format. In addition, the consultant will hand in transcription files from IDIs and PMEs.


8.0 Survey Tasks


The scope of work shall be guided by the objectives as outlined above.


The consultant will undertake the following tasks:



9.0 Expected Profiles of the Consultant(s)


1. Bachelor’s degree in Social Sciences, Demography, Statistics, Public Health and any related field.


2. Master’s degree in the above will be an added advantage.


3. A minimum of 10 years’ experience undertaking research in the areas related to the consultancy assignment.


4. Evidence of undertaking of similar works in the last five years.


10.0 Requirements


Interested parties should submit the following:



  • A brief technical proposal which should include an interpretation of the objectives of the consultancy, methodology and work plan.

  • The financial proposal should include the budget proposal; proposed terms and schedule of payment. Please note Ipas will sponsor travel and accommodation expenses related to this task with prior approvals.

  • Organization/individual capacity statement, past experience and activities related to the survey, CVs of the consulting team and their roles in the achievement of the assignment; names, addresses and telephone numbers of three professional referees; a detailed contact address and copy of registration certificate, VAT and PIN where applicable.
