INFORMATION COMMUNICATION TECHNOLOGY (ICT) CONSULTANT

CONSULTANCY SUMMARY

The ICT Consultant will report to the Head of Operations & Compliance. S/he will work with the organization to fully understand the current ICT set up, existing gaps, needs and requirements.
S/he will also be expected to engage departmental and sectional teams to understand the organization and departmental ways of working. By fully understanding and internalizing the Organization’s vision and strategic plan for the next 4 years, The ICT Consultant will establish a
well-defined, fit for purpose and fit for future ICT governance strategy and plan to support crosscutting digital services while creating an enabling environment for digital innovation as the organization continues in executing its human health rights activities within its current strategic plan. The ICT Consultant will lead the implementation of the ICT strategy while supporting capacity building and leading the selection, placement and the onboarding of suitable ICT resources (supported by HR) to drive operational excellence of the ICT function within the organization.


DUTIES & RESPONSIBILITIES
• Engage the various internal stakeholders and understand fully the current ICT capabilities, needs, gaps, and share a robust report with the organization on your findings and proposed direction
• Provide exceptional vision, direction and guidance, and develop and deliver the organization’s ICT strategy that is both current and future focused
• Eventually identify, develop and implement technology solutions related improvements which deliver measurable benefits network wide
• Review existing ICT platforms and systems and support integration and service cost reduction to drive seamless information, knowledge and communication sharing
• Incorporate industry trends across other NGOs and the broader technology industry and bring relevant learnings on board
• Identify opportunities for partnering with key technology providers and execute against these opportunities
• Act as a technical consultant, providing deep technical expertise on ICT matters over the duration of your consultancy contract
• Support the operation of ICT office infrastructure across all locations and remotely while overseeing the provision of excellent service
• Utilize available budget in order to set the best combination of optimized spend and active response to all ICT needs and solutions identified
• Design, deliver, manage and evolve the core services associated IT infrastructure, transactional systems, collaboration solutions and business applications to agreed service levels whether on premise, hosted by a third party or in the cloud
• Ensure solutions are accessible on all end-user devices wherever possible
• Establish the necessary change management processes involved in adapting existing applications and technology and the implementation of new infrastructure, applications or technology
• Develop and establish technology standards, policies and governance for ICT services including ensuring services are adequately protected (e.g. anti-virus, anti-spyware and firewall products)
• Implement best ICT practices and organizational continuity through ICT and develop and evolve any existing standards and guidelines where appropriate
• Develop and manage technology partnerships associated with delivery of the ICT strategy
• Build the capability for ICT within the organization utilizing an appropriate combination of internal and external training, coaching, collaboration and internal communication
• Build the capability of staff to utilize the systems, applications and other ICT solutions provided for ICT use.

EDUCATION SKILLS & COMPETENCIES DESIRED
• University Degree in Computer Science, Information Systems or related discipline.
• 15 years’ experience in planning, developing, implementing and supporting of a wide range of ICT and collaboration services and systems
• At least 5 years’ spent as an ICT Consultant supporting organizations (NGO sector being an advantage) to review, establish and implement robust ICT strategies that are fit for purpose and address current and future digital and technology needs
• Proven experience in running an ICT department within a multi-location, ideally multinational organization or accountability for the ICT needs of a subset of the business within a medium to large organization
• Experience in policy development and managing business process automation and digital transformation
• Experience in a broad range of technological solutions and the ability to analyze newand existing tools to propose more efficient, effective and environmentally sound ways of working
• Experience and knowledge of TIL, Infrastructure and IT security – ISO 27001, Software Development – Agile Development, IT projects– Prince II or PMP, IT Governance -Certification in COBIT, TOGAF, ITIL, CISA, CISSP, CISM
• Strong experience in NGO sector
• Good experience in ICT strategy development, implementation and change management
• Strong ICT project management experience with ability to work within the agile framework
• Knowledge and experience in implementing secure technologies – Cyber security and basic IT security Credibility and the ability to establish confidence and respect - both internally and externally demonstrated through superior communications skills,
especially when explaining complex technical details to non-technical teams
• Excellent interpersonal skills enabling the job holder to work effectively with all disciplines throughout the organization
• Proven team management skills including the ability to develop staff by identifying and fulfilling gaps in skills and knowledge
• Experience in partner selection and management and contract negotiation with 3rd party and other service providers
• Open mind towards innovative ways of solving problems and creating solutions for staff through the appropriate use of technology.

TERMS OF ENGAGEMENT
• The initial engagement period for this consultancy will be for one (1) year. This period shall be reviewed should the need arise, and any such renewal will be subject to meeting the performance and targets set within the initial contract period
• The Consultancy will be compensated through an agreed consultancy fee commensurate with the experience and value brought to the Organization
