Documenting Lessons and Best Practices through the Writeshop Methodology for Collaborating Learning and Adapting (CLA) and Enhanced Visibility


Terms of Reference for Writeshop Facilitation and Editing Consultancy


1.0 Introduction and Background


The USAID-funded HRH Kenya Mechanism seeks to strengthen health workforce management to achieve improved health outcomes in 27 High HIV/AIDS disease burden counties.


The project will support the national and county governments to address HRH challenges and enhance implementation of existing policies and guidelines towards an empowered and responsive
health workforce that when linked to disease epidemiology at the site level, will achieve desired health outcomes in HIV/AIDS; reproductive, maternal, newborn, child and adolescent health; family planning and malaria.


To reach its goal of strengthening health workforce to achieve improved health outcomes in the 27 High HIV/AIDS disease burden counties, the HRH Kenya Mechanism continues to support the national and county governments to address HRH challenges and enhance implementation of existing policies and guidelines towards an empowered and responsive health workforce that when linked to disease epidemiology at the site level, will achieve desired health outcomes in HIV/AIDS; reproductive, maternal, newborn, child and adolescent health; family planning and malaria.


This kind of work, conducted in partnership with a wide range of partners and stakeholders, has resulted in the generation of lessons, best practices and learnings and various knowledge products for collaborative and adaptive learning (CLA).


The Mechanism has planned for a four (5)-day writing workshop (Writeshop) to document some of its lessons and best practices for sharing and learning. This process will give the mechanism the opportunity to consolidate and document its processes and evidence of change within a very short time and package the same in concise and targeted knowledge products for sharing, learning and adapting and, for enhanced visibility of the mechanism.


Knowledge products produced as a result of this process will be shared with a larger audience resulting in enhanced visibility of our work and enhanced opportunity for advocacy and buy-in.


Additionally, this process will build the capacity of the program staff in documenting lessons and best practices for advocacy, sharing and CLA. To this end, a consultant will be brought on board to facilitate the writeshop and to edit, for a period not exceeding 20 working days, the products produced from the writeshop.


1.1 Objectives of the Writeshop


The writeshop will aim at engaging selected in-house project staff in a participatory process to generate content towards documenting lessons and best practices in the implementation of the HRH Kenya Mechanism.


The participants, through a guideline to be developed by the consultant and also through participatory methodologies, will generate the required content concerning the successes, experiences, lessons, best practices and challenges experienced while implementing the mechanism since its inception.


The consultant will provide a clear, easy, step-by-step “instruction” guide to the participants to be able to generate the desired content, after which S/He will take over the process of editing to complete the write up/publications.


2. 0 Key Tasks/Deliverables:



  • Develop the writing guidelines/outline(s)

  • Share, in advance, the guide (s) with participants before the writeshop

  • Initiate the writing process through examples

  • Guide the writing exercise

  • Facilitate the review and critiquing of drafts from the participants and providing feedback during the writing clinic until acceptable drafts are produced

  • Provide editing and proof reading of the final manuscripts

  • Collect photos from project implementing team/communication team to be added into the final documents.

  • Produce a final copy of the documents in designed and print-ready format (soft copy).


3.0 Time lines:


The assignment will take a total of 20 days scattered between August 2nd to 30th 2019.


The 20 days are broken down as below;



  • Writeshop preparatory activities (guidelines development & meeting with the CKM team) – 1 day

  • Writeshop facilitation- 4 days

  • Post writeshop editing & Design – 15 days


4.0 Fees



  • The fees payable is Ksh. 15,000.00 per day, totaling to KES. 300,000.00.

  • Withholding of 5% tax will apply.


5.0 Payment terms



  • 40% down payment on signing of the agreement

  • 60% on completion of all tasks and handed over all deliverables as specified above.


Note: IntraHealth will provide transport, accommodation and meals.


6.0 Other important conditions and terms


1. Ownership of documents and property rights: IntraHealth will have sole ownership of the documents produced by the consultant. No documents will be shared outside or to any other persons or institutions.


2. IntraHealth shall not be responsible for any expenses that you may incur in the execution of the duties of your position, unless with prior approval to the incurrence of such expenses by IntraHealth.


3. It shall be understood that all records, documentation and information pertaining to the Mechanism’s affairs are of confidential nature and that no unauthorized disclosure and/or reproduction of the same will be made to outside parties. IntraHealth shall be the sole owner of said records, documentation, and properties. The consultant will return all document borrowed to undertake this consultancy.


7.0 Consultant Qualification


One consultant is proposed to undertake this assignment.


The consultant should have substantial knowledge and expertise in writeshop facilitation and editing and must have the following qualifications;



  • Higher level academic postgraduate degree in communication, social sciences or development studies.

  • Evidence of previous work in high level writeshop facilitation and editing.

  • At least 10 years of experience in documentation and publishing of high level documents.

  • Ability to be flexible and respond to changes to text as part of the review and feedback process.

  • Strong interpersonal skills, able to communicate and work with diverse people at national, county and project levels.

  • Excellent writing skills

  • Demonstrated experience in design and layout will be an added advantage.

  • Demonstrated ability to meet deadlines and work under pressure.


8.0 Institutional Framework and Team contacts


The consultant will work directly with Knowledge Management and Communications Manager with support from the M&E Director, to ensure that the final documents adhere to USAID branding and marking plans.


9.0 Submission
