The Opportunity


In 2021, USAID Kenya awarded Abt Associates, the Kenya Vector Control Activity. It seeks to build on PMI investments under PMI AIRS and VectorLink.


The purpose of the project is to plan, implement, provide technical assistance for, monitor and evaluate critical malaria vector control activities.


This includes indoor residual spraying (IRS) and insecticide treated net (ITN) activities for prevention of malaria in Kenya.


The project has six objectives:


(1) indoor residual spraying and other proven vector control interventions,


(2) entomological monitoring and surveillance,


(3) ITN durability monitoring


(4) data driven decision making to inform strategic deployment of ITNs and IRS,


(5) capacity building of Kenya national malaria program and selected counties and


(6) continuous net distribution system in the community through multiple channels.


In 2023, Abt Associates shall implement IRS in Homa Bay and Migori Counties and in other counties thereafter as determined by USAID Kenya and will be responsible for mass net distribution in Bungoma, Homa Bay, Kakamega and Vihiga counties in 2023.


Abt Associates seeks an ITN Technical Advisor. Under the supervision of the Deputy Chief of Party, Vector Control, the ITN Technical Advisor is responsible for the planning, implementation, and provision of technical assistance for ITN delivery programs as part of an integrated vector control package in Kenya.


Core Responsibilities



  • Provide technical assistance in design and implementation ITN distribution channel in counties for routine distribution.

  • Support mass net and continuous net distribution through appropriate channels

  • Develop risk mitigation plans for LLINs and other standard operation procedures that guide ITN distribution.

  • Support local ITN partners to work closely with DNMP, county and other country stakeholders to achieve high-quality implementation of strategies and activities for achieving universal ITN coverage.

  • Provide in-country technical assistance to county and national programs to develop and implement activities in accordance with technical guidance from the donor and global best practices.

  • Lead development of the ITN work plan activities and ensuring alignment of budget to expected results.

  • Regularly review work plan activity progress, performance indicators and targets, ensuring timely completion of activities against workplan deadlines.

  • Contribute to the development of quarterly/ annual programmatic reports and weekly progress updates for your portfolio of countries.

  • Produce and disseminate knowledge products and processes (toolkits, case studies, best practices, peer review publications, etc.) for national and international audiences to accelerate rapid transfer of best practices.

  • Identify areas for capacity building, develop training curriculum and provide training in relevant area.

  • Ensure compliance with USG and Abt policies and procedures and local laws, regulations, policies, and procedures.

  • Act as a technical focal point for ITNs

  • Work with the county coordinators, subcounty coordinators, SBCC coordinators and other project staff to implement ITN activities.

  • Any other ITN activities as assigned.


What We Value



  • Bachelor’s Degree + Nine years of relevant experience, or Master’s Degree + Seven years of relevant experience, or PhD + Four years of relevant experience

  • Bachelor’s in a relevant field such as public health, international development, logistics management or supply chain management or related field. Relevant graduate degree preferred.

  • At least 10 years in demonstrated successful in malaria programs particularly supporting ITN distribution

  • Direct experience in mass ITN campaigns and continuous distribution experience

  • Proven malaria technical advisor with established reputation for excellence in malaria control.

  • Able to coordinate and work effectively with diverse stakeholders in including private partners, PMI Kenya, DNMP, county governments and other national bodies, technical experts, civil society organizations, community members and organizations and project support staff.

  • Demonstrated knowledge of the global malaria partnership landscape and familiarity with the international donor community.

  • Experience leading and working through others.

  • Strong analytical, communication and problem-solving skills

  • Excellent technical writing and oral presentation skills
