Job Title: Head of Quality and Safety (AMO)


Job Purpose:


Monitors compliance with the Civil Aviation Regulations and KQ standards and request remedial action as necessary by the Base Maintenance Manager or Line Maintenance Manager or Workshops Manager, or the Accountable Manager as appropriate and to develop a quality system for technical and audit adherence in a learning environment.


Principal Accountabilities (KEY Performance areas):


Strategic and Business Management



  • Initiate & develop a departmental strategy to meet the operational, growth and turnover requirements of the agreed commercial fleet plan ensuring the requirements of KQ, and regulatory bodies are met.

  • Develop internal procedures and policies to bring about a continuous improvement in working practices and key performance criteria in line with industry best practices and KQ brand and people management principles

  • Consult with Unions and staff bodies in liaison with HR on staff and industrial relations issues

  • Develop a strong communication plan while managing relationships with all KQ departments and external stakeholders. Develop key stakeholder relationships at a senior level with customer airlines and service providers.

  • Define and implement a full range of business process and systems support tools that will ensure an effective maintenance plan can be followed

  • Ensure all business processes and procedures are detailed in the Department Procedures or Local Instructions as appropriate.

  • Develop the long-term direction of the organization to ensure profitability and growth, drive productivity and efficiency and ensure that staff numbers and supplier support plans are optimized reflect fleet size and volume.


Financial Management



  • Contribute to the development of annual business plans that increase profitability and shareholder value and be fully responsible for developing and executing the Quality Assurance plan.

  • To define and manage the overall departmental budget.

  • To develop manpower and capital budgets in line with the needs of the business.

  • Establish aggressive but realistic cost, quality and timeliness objectives for the business and drive achievement.


Leadership, People and Supplier Management



  • Attract, hire, develop and retain the best possible team, ensuring an outstanding group of employees with a common vision, a sense of purpose and shared values who will focus on superior levels of quality, productivity and customer satisfaction.

  • Drive a high-performance team to ensure all outputs and deliverables are met in line with KQ’s long-term and strategic goals

  • Full accountability for decisions within the Quality Assurance remit and full accountability for ensuring effective cross-functional and collaborative leadership within Senior Management Teams.

  • Lead and direct the management team providing a multi-disciplinary team to support the operational and engineering departments across the division.

  • Continually challenge, develop, coach and support managers on a wide range of leadership activities, and lead by example.

  • Lead, direct, motivate and develop the Quality Assurance team to ensure that the agreed standards of performance and contribution are successfully achieved, whilst ensuring all staff receive performance assessments and clear objectives.

  • Ensure individuals take responsibility for self-development and training, ensuring that all technical, recurrent, professional and commercial training requirements are defined, planned and implemented to maintain and build the technical knowledge and skills and to ensure that regulatory requirements are met.

  • Set departmental engagement aligned with KQ and the Engineering & Maintenance division’s objectives.

  • Conduct regular one-to-one and team meetings with all direct reports. Regularly communicate corporate and Engineering & Maintenance strategy and performance to staff in line with a departmental communication plane

  • Take personal responsibility for poor performance, disciplinary and staff conduct. Ensure that decisions are in line with company HR policy and take account of all possible outcomes associated with decision-making.

  • Develop communication strategies while managing relationships with all Airline departments and outside companies, holding critical relationships at a Senior Level with Regulatory Authorities.

  • Ensure assessment of suppliers’ assets and capabilities with respect to overall business strategy, determination of what activities to engage in with different suppliers, and planning and execution of all interactions with suppliers, in a coordinated fashion across the relationship lifecycle to maximize the value realised through those interactions

  • Ensure Supplier management plans to deliver value created by contracting is realised (and get a bit more), and benefits include increased visibility into our supply base (reducing risk), increased quality in products and service provided and alignment of our suppliers with KQ processes and corporate goals.


Technical and Safety Management



  • Responsible for monitoring the Civil Aviation Regulations and requesting any remedial action as necessary by the Base Maintenance Manager, Line Maintenance Manager, Workshops Manager or the Accountable Manager as appropriate

  • Implements the quality audit program in which compliance with all maintenance procedures is reviewed regularly about each type of component maintained. This includes the management and completion of audits and the production of audit reports.

  • Responsible for preparing standard practices and procedures (MPM, including the associated procedure(s) for use within the organisation and ensuring their adequacy regarding KCAA regulations and any amendments to the Regulation.

  • Responsible for submission of the MPM and any associated amendments to the Authority for approval (which includes completion of and submission of management personnel bio data or equivalent).

  • Responsible for issue /renewal/cancellation of certifying staff authorisations.

  • Responsible for co-ordinating action on airworthiness occurrences and for initiating any necessary further investigation and follow-up activity.

  • Responsible for establishing feedback from maintenance incidents/issues and subsequently feeding these back to the Manager Technical Training to incorporate it into the continuation training programme.

  • Responsible for assessing external specialist services required to be used by the organisation in the performance of maintenance.

  • Responsible for managing the Safety Management System within the Technical department.


Knowledge, Skills and experience:



  • Engineering Degree or Diploma or equivalent from a recognised Institution.

  • Licensed maintenance engineer with appropriate airframe and engine or avionics ratings.

  • At least five years of experience in the field of aircraft maintenance.

  • Must have attended a quality management course recognized by the Authority.

  • Thorough knowledge of current airworthiness regulations

  • Aircraft type course

  • Over ten years of work experience

  • Minimum 4 years managing people

  • Minimum ten years of experience in aircraft maintenance & engineering environment.


Competences:



  • Demonstrated knowledge in managing complex maintenance operations.

  • Thorough knowledge of KCAA/EASA/FAA requirements and Kenya airways procedures

  • Possess training credentials on various discipline-related aircraft standards, regulations, policies and procedures.

  • Must be able to analyze, forecast and challenge the logic of events

  • Experience in managing outsourced services

  • Commercial awareness / Financial Management

  • Detailed knowledge of computer systems in use in the technical department

  • Knowledge of Maintenance approvals and certification processes will be an added advantage

  • Influencing & Management skills

  • Negotiation skills to benefit the company

  • Excellent communication skills (verbal and written)
