1. Programme Background


About Kenya Catalytic Jobs Fund


Through the Kenya Catalytic Jobs Fund, the UK’s Department for International Development (DFID) is looking to test and support innovations with the potential to stimulate large-scale job creation.


The Kenya Catalytic Jobs Fund (KCJF) is a 4-year catalytic jobs fund that will, through a mix of technical assistance and grant support, test competitively selected innovations that have potential to unlock market constraints and create jobs, including for the most vulnerable, e.g. people living with disability.


The programme contains a strong emphasis on learning and evidence. It seeks to generate knowledge, data and evidence on ways of addressing barriers to job creation and disseminate findings to relevant stakeholders, including potential investors. Mercy Corps is implementing the pilot phase of the KCJF programme.


2. Purpose of engagement


Mercy Corps is supporting one of its partners under the KCJF program, Lynk, to procure impact evaluation services. Lynk is a tech platform which provides the ‘entrepreneurship infrastructure’ which enables informal workers in Kenya to access jobs and build careers.


Blue collar workers on the platform (Lynk Pros) are spread in over 30 categories from electricians and nannies to manicurists and carpenters. Additional information on the organization is as captured in the annex section of this document (Annex 1).


Mercy Corps is looking to recruit an impact measurement consulting firm to develop a measurement framework, collect client & beneficiary data and analyze the data to draw insights on the depth of the impact of the innovation amongst stakeholders.


The overall objective of the consultancy is to evaluate the aspects listed below among Pros in Beauty, Repair & Maintenance and Cleaning & Care segments.


– Impact of the platform on Pros’ incomes and livelihoods (both on- and off-platform) and overall wellbeing (disaggregated to provide insight into who gains the most from Lynk)


– Insight into income & livelihoods impacts of those we don’t currently capture (helpers and secondary workers)


– Pro perception of value of the Lynk platform.


The activities that are envisioned under this engagement are:



  • Survey design: Establish an effective data collection system and reporting forms for capturing quantitative and qualitative information. Ensure that these tools can capture pre- intervention livelihoods, as well as off-platform livelihoods.

  • Survey roll-out: Implement survey to collect output, outcome and impact data from workers and customers of the enterprises

  • Data analysis: Analyze data collected and draw relevant insights that can be used to in communicating the impact of the innovation to investors, donors and other stakeholders

  • Generating an impact measurement report: Develop tailored impact evaluation report summarizing key insights from the data and graphical representation of the data

  • Developing a measurement framework that can provide guidelines for independent & continuous data collection and analysis to allow for impact measurement on beneficiaries and clients


3. Deliverables:


The key deliverables from the project are:


1. Inception report summarizing the methodology, tools, sample size and timelines


2. An impact evaluation report on the innovation summarizing the data collected and insights gathered


3. A handover of the rigorous tools used in the impact evaluation, and provision of a 1-page actionable guideline of what lean data that can be collected on an ongoing basis to assess Pro value and perception of Lynk


4. Application


To apply, present a technical and financial proposal as detailed below.


1. Technical proposal, of no more than 30 pages, containing the following:



  • Organization profile demonstrating why the organization is the best fit for this scope of work. The profile should include standard registration documents (Certificate of Incorporation, Tax Compliance Certificate etc.).

  • Team structure, brief bios and CVs of team members who will be undertaking the assignment

  • Proposed approach, methodology and work plan for completing this assignment

  • Three work samples of recently completed impact evaluation assessments. Alongside the work samples, the service provider will also provide contact information for the engagements to allow for reference checks


2. Financial proposal containing the following:



  • Detailed budget, clearly outlining each cost, the quantity, and the total anticipated project cost


Proposals must be sent digitally by 5:00 pm, Friday 20th September 2019 to ke-pr@mercycorps.org


Proposals will be evaluated based on the criteria captured in the annex section of this document (Annex 2). Shortlisted companies will be invited for a presentation.
