Task Manager: AgriFin Programs Director


Background: The AgriFin Accelerate Program (AFA) is $25 million initiative funded by the Gates Foundation to expand access to digitally-enabled financial and non-financial services for at least 1 million smallholders across in Kenya, Tanzania and Zambia by 2021.


The program is in deep implementation mode and requires additional technical support on programming in Kenya. AFA is also working to expand relevant programming and requires support on technical program management across a number of key streams with DigiFarm, our largest product implementation, in order to ensure strong active use and impact, as well as preparations for the AFA Annual Learning Event, which will require a great deal of strategic positioning and coordination.


This Scope of Work sets out support activities for AFA programming related to Kenya, with specific tasks to be agreed over the consulting period with the AFA program Director.


Purpose / Project Description: The Consultant will work closely with the AFA Program, staff and other relevant field teams to support program engagements and inputs to evolving concept notes, including participating in relevant meetings, such as the Annual Learning Event.


Support Provided by Program Team: The Consultant will work under the guidance of the Task Manager and a work with relevant Mercy Corps team members and partners.


Consultant Activities:


Scope of work: The Scope of Work sets out two specific support activities for Mercy Corps AgriFin programming in Kenya:


1) support AFA engagements in Kenya (no travel required); and


2) support on preparations for an implementation of the Annual Learning Event on December 3, 2019.


Purpose / Project Description: The Consultant will provide the technical support and project management support until December 15, 2019.


The Consultant will work closely with AFA’s Program Director to determine priority activities on a bi-monthly basis.


This will include determining how the consultant will deploy with the AFA team and relevant partners. Adjustments will be made as necessary with feedback from partner timelines and project development.


Consultant Activities


The Consultant and AFA Program Director will agree on a monthly work-plans.


Activity 1: AFA Program Support (Approx. 35 days effort)


Indicative activities in Kenya



  • Support franchise model development;

  • Support case study development;

  • Support work to geotag farmer plots to support precision ag pilot and other use cases for this data;

  • Support pilot of DVA app and related geotagging activities;

  • Support AFA partnership developments and delivery of irrigation solutions on the DigiFarm platform;

  • Support a Technology project and related work with 14 award winners to structure effective support activities to reach 1 million farmer target;

  • Other engagements as agreed with the program director.


Activity 2: AFA Annual Learning Event (Approx. 5 days effort)


Indicative activities



  • Work with the AFA team to develop full agenda and learning program for ALE

  • Support development of specific sessions at ALE and potentially participate as facilitator in sessions at the event

  • Participate in post-event learning consolidation.


Consultant Deliverables


Activity 1: AFA Farmer Program Support


1. All work product as agreed with Program Director related to Kenya work streams.


Activity 2: AFA Annual Learning Event


1. All Work product as agreed with Program Director related to ALE.


Contract Dates: This contract runs from September 2 through December 15, 2019 for a maximum of 40 days billed at the consultant’s daily rate .


The Consultant will report to: AFA program director.
