Background: The AgriFin Accelerate Program (AFA) is $25 million initiative funded by the Gates Foundation to expand access to digitally-enabled financial and non-financial services for at least 1 million smallholders across in Kenya, Tanzania and Zambia by 2021.

The program is in deep implementation mode and requires additional technical support on programming in Kenya.

AFA is also working to expand relevant programming and requires support on technical program management across a number of key streams with DigiFarm, our largest product implementation, in order to ensure strong active use and impact, as well as preparations for the AFA Annual Learning Event, which will require a great deal of strategic positioning and coordination.

This Scope of Work sets out support activities for AFA programming related to Kenya, with specific tasks to be agreed over the consulting period with the AFA program Director.

Purpose / Project Description: The Consultant will work closely with the AFA Program, staff and other relevant field teams to support program engagements and inputs to evolving concept notes, including participating in relevant meetings, such as the Annual Learning Event.

Support Provided by Program Team: The Consultant will work under the guidance of the Task Manager and a work with relevant Mercy Corps team members and partners.

Consultant Activities:

Scope of work: The Scope of Work sets out 3 specific support activities for Mercy Corps AgriFin programming in Kenya: 1) Project Manager Virtual City engagement, 2) Post implementation impact measurement after the insurance edutainment program, 3) KALRO content testing with Farmers

Purpose / Project Description: The Consultant will provide the technical support and project management support until December 15, 2019. The Consultant will work closely with AFA’s Program Director to determine priority activities on a bi-monthly basis.

This will include determining how the consultant will deploy with the AFA team and relevant partners. Adjustments will be made as necessary with feedback from partner timelines and project development.

Consultant Activities

The Consultant and AFA Program Director will agree on a monthly work-plans.

Activity 1: PM Virtual City engagement

Indicative activities in Kenya

Description: Virtual City Platform enhancement and mobile Wallet development

• Project manage the engagement with Virtual City to ensure all the deliverables are met


• Participate in User experience testing of the wallet in the selected farmer sites


• Manage the relationship between KTDA and Mercy Corps

Activity 2: Insurance Impact stories by Mediae

Description: Post implementation impact measurement after the insurance edutainment program

Indicative activities

• Recruit an insurance expert to advise Mediae


• Develop script for filming and ensure filming is done


• Manage the relationship between MC and Lloyds including reporting (narrative and financial)

Activity 3: KALRO content testing with Farmers

Description: User acceptance and User testing to ensure content developed by KALRO for DigiFarm is relevant to farmers

Indicative activities

• Identifying relevant and experienced Small Holder Farmers and visiting farmers and going through the content with them.


• Develop reports with suggestions on how to improve content

Activity 4: World Bank Digital Disruption Winners Support

Indicative Activities

• Visit county governments and align objectives between winners and the county strategy


• Support the organization and running of the matching meeting in October 2019 the launch in December 2019.

Consultant Deliverables

Activity 1: Virtual City

• All work product as agreed with Program Director related to VC engagement.

Activity 2: Impact Stories by Mediae

• All Work product as agreed with Program Director related to impact stories by Mediae.

Activity 3: UAT KALRO content

• All Work product as agreed with Program Director related to user Acceptance and user experience with KALRO content

Activity 4: WB Project

• All Work product as agreed with Program Director related support of the World Bank funded project

Contract Dates: This contract runs from October 1 through December 30, 2019 for a maximum of 33 days billed at the consultant’s daily rate.

The Consultant will report to: AFA program director.
