The Program: With funding from USAID’s Bureau for Humanitarian Assistance (BHA), Mercy Corps’ USAID Nawiri Program is leading a consortium of Kenyan and international partners on a five year journey to sustainably reduce persistent acute malnutrition in Turkana and Samburu Counties of Kenya.


Through a phased approach that emphasizes evidence gap analysis, as well as partnership, learning, and co-creation, the program takes a robust county-centered design with government leadership, the private sector, and civil society.


Mercy Corps’ consortium brings together the global leadership, research capacity, technical expertise, and implementation experience necessary to partner with local institutions to test, adapt, and scale evidence-based solutions. Together we will sustainably reduce persistent acute malnutrition for vulnerable populations in Turkana and Samburu counties.


The Position: The Program Quality and Reporting Manager will work closely with Nawiri Senior Management to support effective program management, reporting, administration and coordination systems to enable on-time and high quality program delivery.


This position will work across Nawiri teams and partners, as well as other Mercy Corps Kenya support teams such as operations and finance, to establish effective project management systems, ensure rapid and scaled implementation, enhance workflow planning, and to secure critical support as needed to ensure that Nawiri meets its targets and deliverables on-time and within budget.


The PQRM will also take the lead in streamlining reporting, coordinating timely donor submissions, and ensuring that critical administrative updates are submitted to headquarters and the donor in a timely way. S/he will build, maintain and track project management tools and documents and contribute to Nawiri’s reporting and communication activities.


Essential Job Responsibilities


Strategy and Planning



  • Work with the Nawiri senior management team to support coordination, planning, writing and timely submission of key strategic documents, such as the annual PREP and other ad-hoc strategy documents.

  • Support team members to articulate and secure support resources, including completion of TSU support requests, consultancy requests, procurement of services, and liaising with internal stakeholders to identify additional support resources to advance strategic priorities.

  • Support Knowledge Management System that works across all members of the consortium and allows more seamless collaboration, communication, scheduling and management of Information.


Program Quality



  • Help build, maintain and/or track project management and implementation tools such as work plans, procurement, budget planning, on-line project document filing, quality control and quality assurance (QA/QC) processes, and workflow integration between Nawiri program and support teams.

  • Work with the Country-level PAQ manager to ensure that staff and partners are trained on MC internal program management policies and procedures, including PM@MC and other internal program management standards.

  • Coordinate with the Nawiri team to ensure compliance with MC program management minimum standards, including program file documentation, program documentation, program performance and financials.

  • Work with the CoP to identify and quickly resolve issues, bottlenecks and conflicts that affect any aspect of program operations and quality.

  • Support Nawiri adherence to Mercy Corps and donor policies and procedures, and serve as a critical liaison with the HQ compliance team and the Desk on compliance questions, approval requests, etc.

  • Collaborate with the people team to promote staff access to high quality learning opportunities, with a special emphasis on national team member development.

  • Maintain and share tracking tools to improve coordination between HR, operations, finance and program staff.


Partner and Stakeholder Management



  • Support Nawiri sub-partner and contract engagement to ensure program progress and strong governance within the Consortium Steering Committee.

  • Support programmatic aspects of partner and sub-grantee management, in close collaboration with the Subgrants Manager within the finance team, including communication with partners, tracking changes in scope or deliverables, and supporting partner administrative management alongside technical managers.

  • Support the development of SOWs, procurement Task Orders, contracting and ongoing management of service contractors related to project management functions.


Operations, Finance, Human Resources and Security Support



  • Support the COP to ensure that risk management systems are in place and that the risk register is regularly updated.

  • Coordinate with procurement, logistics, security, administration, and human resources teams to ensure operational systems support field activities. Liaise with these support functions to ensure that recruitment, procurement and other plans are in place and are implemented accordingly.

  • Engage with HR in Kenya and Regional HR to ensure that recruitment needs for Nawiri are met in a timely way.

  • Support with sourcing, selection and contracting of consultants, short term assignments, etc.

  • Assist with the on-boarding of team members, ensuring they are set up for success and familiar with agency systems, procedures, and protocols.

  • Work with the Operations, Admin and Finance Managers to evaluate current methodologies and policies used in Mercy Corps Kenya programs, determine their effectiveness and provide suggestions on ways to improve compliance and collaboration, and to ensure program and organizational success.


Communications and Reporting



  • Work with the COP and program staff to compile monthly, quarterly and annual reports for further refinement by the COP; liaise with the Desk on report reviews, revision, and submission.

  • Support Communications Advisor in review and editing of success stories, publications and program documents.

  • Identify and submit program materials to Mercy Corps and other agencies for broader dissemination.

  • Support ad hoc or emergent communication needs requests of key Nawiri stakeholders, including partners.


Minimum Qualification & Transferable Skills



  • At least 3 years’ experience in a relevant position plus experience in a coordination and/or management support role.

  • Bachelor’s degree in a relevant field is required, masters degree preferred.

  • A high degree of organizational skills using computer-based tools/software with demonstrated attention to detail.

  • Proven record of project management particularly including operations, finance and program activities as well as trouble-shooting skills.

  • Excellent written and verbal English language skills that meet the standards of Mercy Corps and USAID reporting.

  • Strong communication skills including the ability to communicate frequently and effectively in both verbal and written form.

  • Proven ability to conduct him/herself professionally under pressure.

  • Previous experience supporting a complex USAID-funded program; familiarity with USAID rules and regulations

  • Previous experience as a full time staff with Mercy Corps and demonstrated knowledge of Mercy Corps systems, procedures and program priorities is an advantage.

  • Internationally recognized qualification in project or program management or a commitment to obtain the qualification in the early months of work.

  • Knowledge and experience with project management software and tools is a plus.
