Job Details

The focus of the Africa Regional Migration Program will center on data capacity building, moving away from the provision of direct assistance towards efforts to capacitate Government agencies to identify and respond to the individual needs of migrants in vulnerable situations using data, whilst maintaining a focus on strengthening Governmental structures, processes and approaches to enable countries to ensure sustainable and humane migration management. It is in this context that data capacity building under the program will be undertaken with a view to transitioning support for activities to targeted Governments.

In this context, the scope of this consultancy aims to support strengthening the capacity building portfolio in migration data of relevant national governmental bodies. Under the direct supervision of the Regional Data Hub Coordinator (RDH), in close coordination with the Regional Mixed Migration Programme Manager and the Global Migration Data Analysis Centre (GMDAC), the consultant will be responsible for the following tasks.

  • Act as focal person to facilitate designing a capacity building package aiming to enhance the management of migration data at the National Bureau of Statistics in Somalia and Tanzania. The consultant will:

    • Conduct an in-depth assessment and analysis of their capacity building needs on national migration statistics, using an existing questionnaire;

    • Identify gaps in existing migration data, specific data needs for national and international migration policy making, and capacities of relevant actors on migration data;

    • Support in establishing and defining how these gaps could be addressed through trainings, secondments of staff, upgrading in technical equipment and other interventions;

  • Facilitate the organization and delivery of migration data trainings in targeted countries, including Tanzania, Ethiopia, and Djibouti, while contributing to define subsequent regional level interventions.

    • Help develop user-friendly training modules and workshop materials based on IOM’s Migration and the 2030 Agenda, expanding on the document’s guidance on monitoring indicators related to migration and the SDGs

    • Search and compile good practices from around the world on reporting on progress against migration-related indicators for the SDGs

    • Take stock of capacity building needs in relevant PRM project countries in order to provide the background for the trainings Support knowledge management on capacity development by developing training modules based on the needs identified and taking stock of existing guidance materials

    • Outcome of the consultancy

Targeted national authorities, focusing on the NBSs in Ethiopia, Somalia, Djibouti, and Tanzania, will benefit of tailored capacity building support to enhance migration data management, analysis, and reporting. This will include the implementation of a harmonized assessment of national capacity in producing migration statistics across countries, organization of different migration data trainings, and targeted intervention based on gaps of existing migration data and data needs as per assessment findings.
