MSH Kenya seeks to recruit a highly-motivated and result-oriented individual as a Senior Technical Advisor (STA) for a five-year program (2018-2024), funded by the U.S. Agency for International Development (USAID).


The Medicines, Technologies, and Pharmaceutical Services (MTaPS) Program provides pharmaceutical system strengthening assistance for sustained improvements in health system performance and to advance USAID’s goals of preventing child and maternal deaths, controlling the HIV/AIDS epidemic and combatting infectious disease threats, as well as expanding essential health coverage.


Senior Technical Advisor – Regulatory System Strengthening / Pharmacovigilance

Under the supervision of the Country Project Director. the Senior Technical Advisor – Regulatory System Strengthening / Pharmacovigilance will be responsible for leading and managing the Medicines, Technologies and Pharmaceutical Services (MTaPS) Regulatory system strengthening activities for the East African Community (EAC) and the Intergovernmental Authority on Development (IGAD) Regions.


S/He will provide pharmaceutical regulatory system strengthening, pharmacovigilance and other technical assistance to the Secretariats of the EAC and IGAD Regional Economic Communities (RECs).


In addition, s/he will collaborate with and provide technical assistance and guidance to technical counterparts in the EAC and IGAD RECs, including partner/member states and ensure the roll-out of all activities designed and budgeted for in the annual work plan, while ensuring high standards of quality and achievement of planned results.


The STA-RSS/PV will work closely with the monitoring, evaluation and learning (MEL) team and other MTaPS technical staff to review the relevant results framework: monitor and evaluate performance: and disseminate results. S/he will assist the Country Project Director in strategic planning, risk mitigation, performance management and coordination of MTaPS EAC/IGAD activities.


Key Result Areas



  • Provide technical assistance to and coordinate with the secretariats of the EAC and IGAD, Pharmacovigilance Technical Working Groups and Committees, national and international stakeholders on pharmacovigilance and other pharmaceutical regulatory system strengthening strategies and activities for timely implementation of prioritized interventions and tools.

  • Lead and participate in activities aimed at strengthening pharmaceutical regulatory system/pharmacovigilance system, including assessments, options analysis, operations research, strategic planning: and ensuring that findings, recommendations and planned interventions are all consistent with USAID objectives and EAC/IGAD regional priorities.

  • Participate in human resource capacity assessments ¡n the pharmaceutical sector and collaborate internally and externally to develop country-specific capacity building material, strategies and roll out plans,

  • In coordination with the MEL team, support project for the establishment of mechanisms for collecting relevant data to their established indicators. Also participate in program review activities and provide adequate recommendations.


Qualification & Experience


The ideal candidate should have a Bachelor of Pharmacy and Master’s Degree in pharmacy or any other relevant discipline with hands-on experience in pharmaceutical regulation especially related to pharmacovigilance with at least seven (7) years relevant experience in pharmacovigilance, regulatory systems, pharmaceutical systems strengthening related projects, preferably with non-state actors and international donors such as WHO, USAID, Global Fund, UN and World Bank.


Skills in Pharmaceutical Regulation (Regulatory Affairs) and Pharmacovigilance in public and private sectors are preferred.


In addition, s/he should be computer literate, have proven experience providing technical assistance to public health programs and should have strong analytical, oral and written communication skills.


S/he should demonstrate ability to work within mufti-disciplinary and mufti-cultural contexts, leadership and non-leadership positions, with tact and diplomacy. The position involves frequent travel based on agreed schedule.
