The purpose of the Education Project Officer TVET position is to implement technical and vocational Education and Training (TVET) and digital skills training project in Dadaab refugee camp, Garissa County. The role includes the responsibility for implementation of the plans for various education projects for youth and adolescence in the host and refugee communities in coordination with the key programme stakeholders in the line ministries, community representatives and partners. The Education officer TVET will provide support on technical competences to trainers through coaching and support staff on delivery of curriculum in programme implementation including supervising the teachers/trainers, centre supervisors and support staff. The role aims to hold and maintain NRC’s TVET strong focus on quality in program implementation and achieving measurable learning outcomes and employability of youth and adolescent and ensuring that learning is delivered in a safe and inclusive manner with a particular focus on addressing the psychosocial needs of learners and adherence to NRC’s Child Safeguarding Policy.


 Responsibilities

  • Ensure adherence with NRC policies, tools, handbooks and guidelines

  • Implement delegated Education project portfolio according to plan of action

  • Prepare and develop status reports as required by management

  • Ensure proper filing of documents

  • Ensure that projects target beneficiaries most in need, and explore and asses new and better ways to assist

  • Promote and share ideas for technical improvement


Specific responsibilities



  • Supervise staff in their roles

  • Participate in the planning, implementation, expansion, coordination and management of implementation of project for TVET and Digital skills in Dadaab.

  • Implement apprenticeship, internship and online digital job placement and employment linkages.

  • Provide quality assurance for implementation of digital skills training programs.

  • Promote communication between project beneficiaries and the NRC through innovative and established mechanism taking into consideration the technology contribution.

  • Ensure that mobilization and enrolment of youth in TVET and digital skills programmes is done as required. In coordination with other agencies (in particular UNHCR, UNICEF, LW, HI, WTK and Save the Children).

  • Assist in the development of operational activity plans, budget proposals and project narrative reports.

  • Coordinate with Education actors including the Ministry of Education (MoE) and local education partners, refugee and host communities, NGOs, UN Agencies and other stakeholders

  • Provide inputs to the development of course training materials including curriculum and assist in presenting and training the teachers and other stakeholders in how to use the curriculum.

  • Break down the annual work plans into weekly, monthly and quarterly plans detailed for implementation.

  • Develop strong monitoring and follow up mechanism to ensure good attendance and performance by learners and mitigate drop out of learners

  • Ensure quality controls and assurance in the implementation of education programme activities in the centres

  • Ensure prudent management and use of resources in the centres according to NRC procedures and policies including Schools assets registers.

  • Identify training gaps and enhance the capacity of Centre supervisors, Trainers and tutors, PTA and community capacity by developing school management training programs, teacher training programs and teaching materials with a particular emphasis on Competency based curriculum , participatory methodologies and cross-cutting.

  • Coordinate training activities with other stakeholders and in particular, with UNHCR/UNICEF, MoE and TVETA, NITA (for curriculum development/trainings) and aim at incorporating the teacher training into a national certified system.

  • Coordinate activities within and between TVET centres to ensure a holistic approach and learning.

  • Monitor, evaluate and ensure that the project activities are consistent with plans, budget lines and expected outputs within NRC’s Project strategy and other standards

  • Ensure timely procurement, development and distribution of training modules, educational materials and equipment and preparation and filing of beneficiary lists and results outcome.

  • Coordinate with the World Food Program (WFP) implementation of Food for Training programme according to the Field Level Agreements.

  • Assist in the recruitment of National / Incentive skills and academic teachers and trainers and centre management.

  • Assist in the in enrolment of learners in the programme.

  • Coordinate assessments, progress tracking, sensitization/mobilization and follow-up on urgent issues.

  • Ensure effective pre-positioning, distribution and monitoring of education and learning materials

  • Promote, advocate and implement community mobilization on the Right to Education for All (EFA), the concept, INEE standards, girl’s education, protection of vulnerable children and the rights of refugees, IDPs and children with special needs.

  • Follow up on the project budget associated with the TVET activities.

  • Prepare timely periodic TVET progress reports as required. (Weekly, Biweekly, Monthly or Quarterly and end of year project reports?)

  • Investigate and facilitate introduction of new technology EdTech project, methods and approaches in order to improve the quality of the activities and learning using Technology.

  • Involve and inform communities and community leaders about the activities of project and conduct monthly PTA/community coordination meetings per camp.

  • Contribute to the implementation of the staff performance management process

  • Prepare and file relevant documents as required by line manager

  • Any other task relevant to the position as requested by line manager

  • Critical interfaces

  • By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are:

  • Education Specialist, Integrated project Manager, Coordinator and Officer

  • Other education staff supporting integrated approach

  • Finance and Logistics staff supporting programs

  • Other NRC core competency staff operating at field level at project sites

  • Other Education Partners-SCI, HI, DRC, WFP, UNICEF and UNHCR

  • Scale and scope of position

  • Staff: Education Assistant and Teachers

  • Stakeholders: Key external stakeholders the post has relationships with (e.g. UN agencies, INGOs, local NGOs, civil society, governmental bodies and Parents)

  • Budgets: At Least 3 Projects per year

  • Information: Project progress reports, Weekly, Monthly, Quarter and annually; Monthly M&E tracker etc

  • Legal or compliance: NRC Code of Conduct, Kenyan Laws, with no past criminal record.

Qualifications



  • Minimum 4 years of relevant experience in the field and expertise and at least

  • At least 2 years experience in program leadership role in education

  • At least 2 years in implementing TVET and digital skills program and in the humanitarian context.

  • Bachelor’s degree in Education with oriented towards Technical Education.

  • Experience in education project management and with evidence of successfully implementation of similar projects

  • Experience in supervising, training, and coaching trainers.

  • Project implementation supervisory skills

  • Ability to persuade others to follow

  • Ability to engage with other agencies, donors, and other development stakeholders.

  • Ability to make new and useful ideas work purposefully

  • Sound knowledge of Human Rights and Humanitarian Protection programming principles.

  • Previous experience from working in complex and volatile contexts

  • Fluency in English, both written and verbal

  • Good communication and interpersonal skills

  • A thorough understanding of the context, environment and education challenges in north Eastern Kenya

  • Good planning and organisation skills

  • Budget management skill

  • Ability to resolve individual and group conflicts

  • Team player skills with participatory approaches and proficiency in report writing.

  • Ability to work under pressure, and independently with limited supervision

  • Possess high cultural awareness and sensitivity


Context/ Specific skills, knowledge and experience:



  • Experience in Education project management and with evidence of successfully implementation of similar projects

  • Experience in supervising, training, and coaching trainers and team staffs

  • Experience in emergency education will be highly desirable

  • Sound knowledge of Human Rights and Humanitarian Protection programming principles.

  • Knowledge of the humanitarian and development context related to refugees in Kenya, specific experience in Dadaab highly desirable.

  • Experience working in the integrated projects across different sectors

  • Experience managing and teams.

We offer:

Duty station: Dadaab
Contract period is one year renewable depending on funding availability.
