Job Title: Officer - Community Empowerment


Reports directly to: Manager – Health and Nutrition, Wajir


Reports technically to: Manager - Community Empowerment


Liaises with Health and Nutrition Programme, Partner and MOH staff

Fixed Term 2 years


Starting Salary of the Pay Grade – Kes 99,197 per month

Job Purpose:


The incumbent is responsible to provide technical leadership in the implementation of Community Conversations (CC) approach and Community engagement in Wajir County


Main duties & Responsibilities:


. The main responsibility is to develop technical capacity of the local partner in implementation of CC approach and community engagement for delivery of ‘Improving Maternal, Newborn and Child Health project’ in Wajir County.


.Conduct partner management in the implementation of community conversations approach and community engagement


.Train and build technical capacity of Community Development Facilitators in implementation of community conversations


.Provide technical mentorship to Community Development Facilitators (CDFs) in facilitation and documentation of dialogues on Maternal, Newborn and Child Health (MNCH)


.Support Community Development Facilitators in conducting trainings and skills reinforcements for Community Facilitators (CFs)


. Responsible for implementation of phased approach on community engagement for delivery of the project’s results


.Foster linkages between the CDF to the County Government of Wajir to engage CCs for citizen participation to inform County Development plans (CDP) and annual budgets


.Work closely with project team and MOH staff to create linkages between Community Health Units and community conversations


.Support communities to develop Community action plans and conduct community score cards in health facilities to improve quality care and improved service delivery on MNCH


.Foster linkages between community and development actors including County Governments for support of community initiatives and actions for improved MNCH


.Conduct regular monitoring field visits to assess progress and quality assurance and submit monitoring reports


.Work with CDFs to provide relevant CC data for the project including change stories and case studies


.Participate in baseline and end line surveys and project evaluation


. Participate in the compilation of monthly, quarterly , annual and final project reports


.Compile timely monthly and quarterly reports on Community Empowerment


Responding to Emergencies:


.Participate and contribute as necessary towards Concern’s Emergency response as and when necessary


.Comply with Concern’s health, safety and security guidelines during emergencies


Program Participant Protection Policy:


.To adhere to the standards of conduct outlined in the Program Participant Protection Policy and Concern Code of Conduct to their team, partner organizations and beneficiaries, and be committed to providing a safe working environment.


.To contribute to the establishment of preventive measures to reduce the potential for abuse in Concern program (as per P4 section 6)


Job Specification:


.A Degree in Community Development, Social Sciences or any other relevant field with 2 years’ experience.


.Experience in community mobilization and engagement using participatory approaches in ASAL context.


. Experience in Community Conversations approach will be an added advantage


.Must have a working knowledge of Project Cycle Management


.Possess strong written and oral communication skills


.Fluency in English, Kiswahili, and Somali languages


.Good computing and report writing skills


.Be able to work independently, as well as in a team


.Strong leadership and management skills


.Be willing to accept responsibility and to show good judgment, initiative, and resourcefulness.
