Project Overview and Role:


Palladium implements the USAID-funded Health Policy Plus (HP+) Project. HP+ Kenya works with key stakeholders to advance health policy and financing for family planning and reproductive health (FP/RH), HIV and Malaria at national and subnational levels. The project aims to improve the enabling environment for equitable and sustainable health services, supplies, and delivery systems through policy development and implementation, with an emphasis on voluntary, rights-based health programs, and by strengthening in-country partners’ capacity to navigate complex environments for effective policy design, implementation, and financing aligned to the country’s existing health priorities.


HP+ has been implementing project activities in Kenya, on behalf of the USAID, since 2015. USAID in Kenya has been supporting bilateral health programs with the Government of Kenya for more than 25 years, with an emphasis on increasing the domestic resources to health and ensure quality of health care services through health systems strengthening. The HP+ portfolio in Kenya includes supporting the Government of Kenya to develop an implementation guide for sustainable financing in health, as well as to engage key stakeholders at national and county level in domestic resource mobilization initiatives for health as well as ensuring sustainable quality health care for all.


Primary Duties and Responsibilities: 


HP+ Kenya is seeking a full-time Health Financing Advisor to work on HP+ Kenya activities in support of the Government of Kenya, Ministry of Health.  The Health Financing Advisor will support the MOH develop tailored health financing approaches to help the country advance Universal Health Coverage. This role requires a combination of exceptional analytical skills, including quantitative and qualitative data collection and analysis as well as ability to effectively synthesize and visualize findings and translate and present messages for various audiences.


Responsibilities:



  • Support the development of an Investment Case for Health, tailored to specific national and county level contexts.

  • Design and implement in -country studies to estimate the cost of specific health programs.

  • Provide support to MOH on budget planning and preparation, budget advocacy and the development of the Kenya Health Financing Strategy including formulating strategies for domestic resource mobilization.

  • Carry out analyses on fiscal space, Out of Pocket spending, benefit incidence, National/County Health Accounts and present them to relevant audience.

  • Develop a financial resource allocation framework including budget allocation criteria for health at national and county levels.
    Support the reforms in the National Health Insurance program including the overall structure, benefit package development, premium setting and claims system.

  • Produce high quality written reports and presentations including technical documents, project status reports, policy briefs and publications for conferences and refereed journals.


Required Qualifications: 



  • At least a Masters’ degree, in either health economics, economics, public affairs or public health with a health care financing bias.

  • At least 5 years of relevant work experience in health care financing and health economics.

  • Experience working with the Ministry of Health, National Treasury, development partners, Civil Society,

  • Strong communication skills to knowledgeably interact with key actors.

  • Established track record of carrying out analytical work and preparing high quality technical reports, policy briefing materials, presentations and report back to relevant audiences.

  • Strong qualitative skills and research capacity

  • Experience in using and applying costing models and tools.

  • Strong and compelling writings skills.

  • Computer literacy (Microsoft package, online platforms and any statistical analysis software package).

  • The position is based in Nairobi, Kenya and is open to Kenya Nationals only.
