Project Overview and Role:


Palladium implements the USAID-funded Health Policy Plus (HP+) Project. HP+ Kenya works with key stakeholders to advance health policy and financing for family planning and reproductive health (FP/RH), HIV and Malaria at national and subnational levels. The project aims to improve the enabling environment for equitable and sustainable health services, supplies, and delivery systems through policy development and implementation, with an emphasis on voluntary, rights-based health programs, and by strengthening in-country partners’ capacity to navigate complex environments for effective policy design, implementation, and financing aligned to the country’s existing health priorities.


HP+ has been implementing project activities in Kenya, on behalf of the USAID, since 2015. USAID in Kenya has been supporting bilateral health programs with the Government of Kenya for more than 25 years, with an emphasis on increasing the domestic resources to health and ensure quality of health care services through health systems strengthening. The HP+ portfolio in Kenya includes supporting the Government of Kenya to develop an implementation guide for sustainable financing in health, as well as to engage key stakeholders at national and county level in domestic resource mobilization initiatives for health as well as ensuring sustainable quality.


Primary Duties and Responsibilities: 


HP+ Kenya is seeking a full-time Program Officer, Private Sector to work on HP+ Kenya activities in support of the Government of Kenya, Ministry of Health.  The program officer will assist in the development of technical guidelines on PPP/M Non-Infrastructure, data collection and analysis for private sector feasibility studies, and assist in the planning, implementation, monitoring and reporting of overall private sector activities to surface private sector innovation and approaches in health services provision. The program officer, reporting to the Senior Program Officer, Private Sector under the overall supervision of the Deputy Director, will be responsible for establishing and maintaining productive relationships with key stakeholders with the state and non-state actors. The Program officer, Private Sector will also support the development of implementation progress reports and program related reports as required. The selected candidate will work closely with PPP/M node at the Ministry of Health as well as other government staff and key stakeholders of private sector, in addition to HP+ Kenya staff.


The Program Officer will perform the responsibilities listed below under the direct supervision of the Senior Program Officer, Private Sector.


Responsibilities:



  • Establish and maintain productive relationships with private sectors partners, such as philanthropy, CSOs, professional associations, and overall corporate private sectors.

  • Assist implementation of Private Sector activities by performing program management and monitoring to develop business model.

  • Responsible for supporting private sector engagement activities, design and support implementation of PPP/M, policy intervention in support of private sector.

  • Facilitate stakeholder coordination, organizing meetings and disseminating information on behalf of the project; represent private sector needs and capabilities at both national and county levels.

  • Responsible for the improvement of the existing institutional and regulatory framework to promote the development of private sector engagement in health care and increase accountability for results.

  • Lead capacity development activities in PPP/M including contracting out services to improve efficiency, quality and access.

  • Clean and interpret financial reports and other market data, identifying and interpreting trends or patterns on private sector health market opportunities as well as approaches to reinforce partnerships between government and private sector health care providers.

  • Assist with production and presentation of interim and final program related products, such as progress reports, policy briefs.


Required Qualifications: 



  • A Bachelor’s degree preferred in Health Economics, Economics, Public Policy, Business Administration other related discipline; Masters’ degree in the same fields is an added advantage.

  • At least 3-4 years’ program management, financial analysis experience and market analysis in private health sector.

  • Strong ability to support and maintain private sector relationship and initiatives in health.

  • Understanding of the Kenyan health system and county level health issues is preferable.

  • High degree of Computer Literacy Skills

  • Strong program management skills. Attention to detail and ability to effectively and efficiently, perform multiple tasks and balance competing priorities often within a required timeframe.

  • Ability to independently manage work streams and advance activities with minimal supervision.

  • Excellent interpersonal skills

  • Excellent communication, writing and reporting skills.

  • Flexibility, adaptability, and resourcefulness

  • The position is based in Nairobi, Kenya and is open to Kenya Nationals only.
