Planning Monitoring & Evaluation Coordinator


The PME coordinator will be part of the finance and operations team. Under the guidance of the Planning, Monitoring and Evaluation Team Lead, main duties will include planning and implementing PME policies and procedures, providing PME training and capacity building to colleagues, supporting quarterly and annual reporting processes and working on strategy development.


Objective of function


The PME coordinator is responsible for the (joint) setting up of, advising on, and management of the planning, monitoring and evaluation systems for projects and programs. The PME coordinator will also develop and implement policies and systems to monitor programs/projects on accountability and will be a resource for project/program planning, reporting and analysis.


Position within BFA


The PME coordinator reports to the PME Team Lead and provides (functional) guidance to (finance or project) officers in applicable cases.


Key Result areas


1. Co-develop quality policy
Result: Quality policy co-developed in such a way that developments have been timely signalled, analysed and translated to the organization and qualitatively good improvement proposals have been brought forward.


2. Setup planning, monitoring and evaluation system
Result: PM&E system (co-)setup in such a way that standards, regulations and instruments have been developed, data have been analysed and the organization’s project/program activities can be accounted for in a timely and correct manner.


3. Give advice and provide information
Result: Advice given and information provided in such a way that those involved have been informed and advised in an expert manner.


4. Maintain contacts
Result: Contacts have been maintained in such a way that the organization is well represented in external circles.


Main Tasks



  • Contribute to the mainstreaming of PME policy and practise in BFA

  • Training and capacity building of staff on monitoring and evaluation tools and methodologies

  • Develop Impact/ Evidence based strategy and mainstream within BFA

  • Design guidelines, standards and indicators to ensure quality PME, including mapping contributions to the BFA ToC

  • Ensure PME minimum standards are included and budgeted for in all interventions

  • Support colleagues in designing and implementing intervention evaluations

  • Collect data for analysis and reporting

  • Contribute to the preparation of quarterly and annual reports

  • Represent BFA in various Alliances and partnerships as necessary


Knowledge and skills



  • Masters in relevant discipline (development studies, statistics, social sciences, business administration etc.)

  • At least 5 years experience working with organisations focused on international development issues, with at least 3 in monitoring and evaluation specific roles

  • Experience at leading and facilitating training and workshops

  • Strong knowledge of project cycle management

  • Good understanding of implementing results based monitoring, evaluation and learning systems, results frameworks and theory of change methodology

  • Ability to synthesize large amounts of data into different formats clearly and succinctly (e.g. management briefs, reports, presentations)

  • Commitment to BFA NLs Vision, Mission and Values and an understanding of a partnership approach to development


Desirable:



  • Knowledge of IATI reporting

  • Familiar with Outcome Harvesting methodology

  • Experience living and working overseas

  • Previous experience working with local partner organizations


What do we offer?



  • Gross monthly salary of min €3.841,- and max € 4.865,- per month based on a 36-hour working week and depending on relevant years of experience
