The County Assembly Service Board seeks to recruit suitable candidates to fill the following job position:


Principal Communications and Public Affairs Officer


CAKSB 10


Reporting to Director of Administration.


Duties and Responsibilities:


The Officer will undertake the following responsibilities:


(i) Convening and coordinating public relations and media related meetings, while ensuring all minutes are taken and filed;


(ii) Coordinate all public relations related activities including publishing of magazines, brochures, handbooks, flyers, news bulletins CDs etc; write, edit and arrange the publications;


(iii) Coordinate updating of the County Assembly website in liaison with the ICT department;


(iv) Planning, attending and coordinating promotional programs/events among them outreach programs and public participation, press conferences, open days, exhibitions, civic education programs, tours and visits;


(v) Assist in directing and managing all internal and external communications;


(vi) Commissioning and undertaking relevant legislation research;


(vii) Planning and Coordinating, accompanying and receiving all visitors and delegations to and from the County Assembly ensuring all protocols issues are observed;


(viii) Issue press releases, arrange interviews with journalists, guide the Leadership how to react or respond to media stories and proactive media reporting through the available channels;


(ix) Coordinating the County Assembly Broadcast Unit on broadcast/media aspects;


(x) Develop and implement communication strategies;


(xi) Monitor public opinion regarding the Assembly;


(xii) Communicate and present arguments on behalf of the Assembly;


(xiii) Assist in preparing organizational documents such as annual reports, corporate profiles and submissions, cost budgets;


(xiv) Write speeches, prepare visual aids and make public presentations;


(xv) Oversee production of audiovisual materials;


(xvi) Conduct internal PR/Communication courses, workshops and media training;


(xvii) Develop and manage brand identity;


(xviii) Procure sponsorship deals in liaison with the Clerk’s office;


(xix) Liaison between the organization and other government and Non – Governmental as may be directed by the Clerk;


(xx) Coordinating Corporate Social Responsibilities (CSR); and,


(xxi) Any other duty as may be allocated by the Supervisor.


Requirements for Appointment:


(i) Have Bachelor’s degree in Communication studies, Mass Communication, Public Relations or any Social Science;


(ii) Have satisfactorily served as Senior Public Relations Officer for a minimum period of three (3) years;


(iii) Hold Certificate of membership from the Public Relations Society of Kenya (PRSK);


(iv) Must demonstrate administrative management skills and sound knowledge of media, design works, public relations and communication ability;


(v) Master’s Degree from a recognized University in Communication Studies Mass Communication, Public Relations or any other Social Science will be an added advantage;


(vi) Be competent in use of IT as a working tool; and, Relevant education, experience and knowledge as determined by CAKSB.

  • In addition, interested applicants should submit certificates of clearance from the Ethics & Anti-corruption Commission, Higher Education Loans Board, Kenya Revenue Authority and Certificate of Good Conduct as part of compliance with Chapter Six of the Constitution of Kenya.
