The County Assembly Service Board seeks to recruit suitable candidates to fill the following job position:

Principal Human Resource Officer

CAKSB 10

An officer at this level will be in charge of Human Resource Management in the Department and will be answerable to Director of Human Resource.

Duties and Responsibilities;

i. Oversee and coordinate Human Resource services in the areas of recruitment;

ii. Remuneration, promotion, placement, discipline and staff welfare as guided by the supervisor;

iii. Ensure proper application and interpretation of Human Resource Management policies, regulations, procedures and systems in liaison with the supervisor;

iv. Planning, coordinating, organizing, designing and developing Human Resource functions in general;

v. Monitoring Human Resource operations and activities;

vi. Assisting in review, design and interpretation of Human Resource Management policies;

vii. Advising on appropriate deployment;

viii. Making proposals to the Director Human Resource Officer on Human Resource planning and succession management;

ix. Analyzing staff performance and career progression and making appropriate recommendations to the supervisor;

x. Ensuring correct interpretation and implementation of Human Resource Management policies, rules and regulations including those relating to pensions, salary administration, Labour Laws and other statutes relating to Human Resource Management;

xi. Supervising, guiding, counseling, mentoring and development of the staff;

xii. Handling performance management systems in the Assembly;

xiii. Any other duty assigned by the supervisor.

Requirements for Appointment;

i. Served as Senior Human Resource Management Officer – CAKSB 9 or its equivalent for three (3) years;

ii. Bachelor’s degree in Human Resource Management;

iii. Relevant master’s degree in will be an added advantage;

iv. Shown merit and ability as reflected in work performance and results;

v. Registered member of Institute of Human Resource Management;

vi. Relevant education, experience, knowledge as determined by the CAKSB.

• In addition, interested applicants should submit certificates of clearance from the Ethics & Anti-corruption Commission, Higher Education Loans Board, Kenya Revenue Authority and Certificate of Good Conduct as part of compliance with Chapter Six of the Constitution of Kenya.
