Senior Regional Human Resources Specialist (Regional Recruiter / HR Start up Specialist)

Job Summary: The Regional Recruiter / Start-Up Specialist will be responsible for full cycle recruitment from sourcing to negotiation and other HR related start-up activities in Africa and MENA.

This includes serving as the Start-Up HR Specialist for new projects in Africa and MENA, leading the coordination of project recruitment to include: developing job descriptions, posting / advertising, sourcing, maintaining a start-up recruitment tracker, corresponding with applicants, short-listing and screening of candidates, coordinating interviews, participating in interview panels and evaluations, collecting recruitment documentation and application paperwork, checking references, negotiating offers, and preparing offer packages.

The Regional Recruiter / Start-Up Specialist will have a matrix reporting relationship to the RTI Talent Acquisition team and will work closely with the talent acquisition team in the transition of
recruitment activities from proposal phase to start-up phase.

While the primary role of the Regional Recruiter / Start- Up Specialist will be to engage in start-up recruitment and HR  responsibilities, the Specialist may also be engaged to support capture and proposal recruiting with a focus on local national candidates in Africa and MENA as needed.

The Regional Recruiter / Start-Up Specialist will facilitate the design and implementation of the overall recruiting strategy which may include sourcing and attracting candidates through use of RTI application tracking system and contact management databases, advertising in relevant newspapers, social media sites, and engaging with professional networks etc.

As part of the Africa Regional HR team the Regional Recruiter / Start-up Specialist will creatively work in close collaboration with RTI Global Talent Acquisition team, the project leadership, and hiring managers to address recruitment needs and support across the region.

Minimum Required Education & Experience

Bachelor’s degree and 10 years’ related experience in talent recruitment and human resources; MA degree and 6 years related experience in talent recruitment and human resources or equivalent
combination of education and experience.

Prior experience in full-cycle recruitment in multiple countries throughout the region, including ability to negotiate offers.

Experience working with HRIS payroll systems such as SAGE and Oracle applications is desired.
