Career Management Centre is a Human Resources Management Consulting firm that provides outsourcing HR services both at a strategic and operational levels.

Our client, a ferry operator in Nyanza seeks to recruit a Safety, Health , Environmental Quality Officer.

Job Purpose: To implement, maintain, and monitor Organization’s Health, Safety and environmental policy and is responsible for monitoring compliance across all levels of the organization.

The position ensures monitoring compliance and requirements of legislation, convene and report safety meetings, ensure statutory and regulatory compliance by conducting audits.

Key Accountabilities

• To ensure that the SHE management system is maintained, improved, and communicated to all staff.


• Maintenance and continual improvement of certification of environmental management, health, safety, and quality control systems.


• Promote and support the right behavioral approach to risk awareness to create an injury-free working environment, through coaching, training, challenge, and support.


• Develop and lead a local SHE audits program to meet compliance with industry standards, regulations, and applicable legal requirements


• To review all new/amended legislative documents on safety, health and environment and to implement timely measures to meet these new requirements.


• To work closely with and respond to both the national inspectorate and local government offices charged with maintaining safety, health, and environment complaints/issues.


• Carry out incident investigations, action plan management and reporting.


• Provide advice, practical solutions to support captains, managers, and the leadership team.


• Lead, coach, train and advise on Emergency response.


• Address any non-conformance with Safety, Operational and Environmental procedures or poor behaviors with the employees and escalates any unresolved issues to the relevant supervisor or manager.


• Conduct audits, inspections and safety tours with tangible improvements arising.


• Support Site in Investigation of Near Miss, Incident, Complaint and Accident reports.


• Perform Risk assessments and ensure that communication, training, and implementation of risk reduction measures are undertaken


• Ensure a safe workplace environment without risk to health.


• Ensure that all Health & Safety policies, procedures, rules, and regulations are adhered to and are regularly reviewed, updated, and communicated.


• Ensure that all accidents/ near miss incidents are documented, investigated, and recommended improvements implemented.


• Participate in all safety committees and analyze all job hazard activities and ensure compliance to all OSHA guidelines.


• Reporting to the CEO.


• Any other related duties that may be assigned.

Qualifications:

• Degree in a relevant field.


• Training in Occupational Health & Safety.


• Training in marine Operations added advantage.


• Proficient in MS Office and Excel


• Minimum of 3 years’ experience Health & Safety.


• Hold a valid driving licence

• Experience in a similar role in the maritime environment


• A basic awareness of cost control


• The ability to negotiate and work under minimum supervision


• Excellent written and spoken communication skills


• The ability to understand and analyse complex information.


• A team player who can use their own initiative


• Willingness and ability to coach others and promote a culture of safety


• An interest in the law and the ability to understand regulations


• Should have an investigative mind
