Job Title: East & Southern Africa (ESA) Regional Education in Emergencies (EiE) Professional Development Programme (PDP) Manager


Team / Programme: Regional Emergencies / Humanitarian Team


Location: Nairobi with periodic travel to key countries in East & Southern Africa (ESA)


Grade: Upper 3 or 2 (national level) – TBD


Contract Length: 2 years (with 6-month probation)


Child Safeguarding: Level 3 – the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.


Role Purpose: Education is a fundamental component of humanitarian response: it contributes to the physically and psychologically protection of children, their families and communities; it supports and promotes the continuation of child development and learning and helps prevent drop out; it presents an opportunity to improve the reach, quality and relevance of education, including building resilience. A key part of being able to initiate, design and implement timely and quality EiE responses that can do this is that the EiE Sector staff responsible possess the necessary knowledge, skills and attitudes (competencies) – developing these is the aim of the Education in Emergencies Professional Development Programme (EiE PDP).


Building on the success of the Certificate in Advanced Studies (EiE CAS) developed and delivered over the last three years by Save the Children, and now accredited by University of Geneva, the ESA EiE PDP Manager will lead the process of implementing the ESA PDP Regional Strategy which will include a combination of accredited long course delivery (EiE CAS), shorter/intermediate course delivery and bespoke on-demand support, as well as looking for regional funding opportunities to supplement these programmes and for post-April 2021. The ultimate aim of these efforts is to raise the EiE response capacity of regional and national education practitioners (from all EiE implementing agencies).


The ESA EiE PDP Manager will also be expected to support other regional capacity building initiatives on an ad hoc and on demand basis for up to a total of 5% of their time.


Scope of Role:


Reports to: Emergencies / Humanitarian Director, ESA (but functionally managed by the Global EiE Professional Development Programme Team)


Staff reporting to this post:


Direct: 50% of Regional PDP Administrator position (co-managed with CPiE PDP PM)


Indirect: None


Role Dimensions: The ESA Regional Education in Emergencies (EiE) Professional Development Programme (PDP) Manager will be required to strategically manage the ESA EiE PDP, including programme adaptation and design, marketing and recruitment, co-ordination and delivery, evaluation and reporting. They will work in close collaboration with the Global EiE Professional Development Programme Team and other Regional Project Managers.


The ESA EiE PDP Manager will also be expected to support other regional capacity building initiatives on an ad hoc and on demand basis for up to a total of 5% of their time.


Key Areas of Accountability:


Program planning and delivery



  • Working with the Global EiE Professional Development Programme Management Team to roll-out the next cycle of the EiE Certificate in Advanced Studies (CAS) in the region, including management of the face-to-face residential.

  • Planning and delivering intermediate EiE PDP courses (once developed) and bespoke support package (once developed)

  • Developing and implementing the ESA EiE PDP monitoring and evaluation framework, including reporting on results.

  • Building a regional technical delivery team for future cycles of the EiE CAS and intermediate courses.


Program development and quality



  • Leading the process of contextualisation of the EiE PDP CAS to ensure its regional relevance.

  • Leading the process of mapping regional EiE capacity and gaps in order to develop a strategy for ad hoc and short course roll-out.

  • Using the CAS and other course materials to develop regionally contextualised intermediate courses to meet the regional needs, both at a regional and country level.

  • Provide strategic direction and leadership for the ESA EiE PDP, playing a significant role in defining plans and results

  • Working with the Regional Office, Global EiE Capacity Building Programme Management Team and other key stakeholders to:



  1. develop an appropriate tiered fee / sustainable business model for the region as part of the aim to make the programme 50% fee-funded within 3 years.

  2. to identify alternative and longer-term funding sources for the programme;

  3. to identify potential regional academic partners for co-accreditation of the programme.



  • Working with the Regional Office, Global EiE Professional Development Programme Management Team and other key stakeholders, transform interest in the programme into concrete, high quality proposals for future funding as required.


Partnership



  • Working with the Regional Office, Global EiE Professional Development Programme Management Team and other key stakeholders to identify potential regional academic partners for co-accreditation of the programme.

  • Proactively developing linkages with other regionally located Professional Development Programmes (incl. MEEE Region) to share learning and develop standards, especially Child Protection in Emergencies (CPiE)

  • Developing regional partnerships to support the delivery of the EiE Professional Development Programme in the region.

  • Liaising with and leveraging support from EiE technical experts from Save the Children members and local, regional and international partners, networks and coalitions in support of the ESA EiE PDP.

  • The ESA EiE PDP Manager will also be expected to support other regional capacity building initiatives on an ad hoc and on demand basis for up to a total of 5% of their time.


Strengthen coordination and external communication



  • Proactively internally and externally advertise and promote new courses opportunities.

  • Regularly communicate progress and success stories of the ESA EiE PDP, including case studies to both promote the programme but also stimulate opportunities for collaboration and learning.

  • Establishing a Regional EiE PDP Steering Group including key sector stakeholders and transparently use it to inform programme direction and management.

  • Regularly update the Global EiE Professional Development Programme Management Team as well as all other key programme stakeholders, requesting guidance and support as necessary.


Human Resources and performance management:



  • Co-managing (50%) of the PDP Administrator position (with CPiE) to support all administrative aspects of the EiE PDP management, especially face-to-face residential trainings


Administrative and budget:



  • Manage and monitor expenditure on the ESA EiE PDP, according to approved budget.

  • Provide timely narrative and financial reporting to SCUK on sub-grant with support from Finance and Awards teams.

Qualifications



  • Bachelor’s Degree in Education, Social Sciences, Human Rights Law, Development Studies, Gender Studies or similar (undergraduate degree may be considered in conjunction with equivalent field experience).

  • Other relevant qualifications relating to education, programme management and or capacity building/learning and development


Experience and Skills


Essential



  • Working background in the field of education, international law or humanitarian aid.

  • A good understanding of adult learning and work place learning methodology.

  • Excellent programme/project management experience with proven experience of managing complex cross-organisational projects with multiple stakeholders.

  • Budgeting, financial management skills gained through demonstrated budget-holding responsibilities.

  • Experience in working remotely and in building strong collaborative relationships.

  • Demonstrated experience in building and maintaining productive working partnerships.

  • Proven experience in the monitoring and evaluation of learning and development programmes.

  • Excellent writing, communications and networking skills in English and Arabic.

  • Office and Excel computer skills.


Desirable



  • Experience of working in humanitarian settings, in particular working with education in emergencies.

  • Academic degree or equivalent experience in relevant area, for example, social work, adult learning or global/humanitarian studies.

  • Experience of working on an accredited learning programme or working with a university or professional standards organization.

  • Coaching/mentoring skills.

  • Experience of Distance Learning technology and methodology.
