Job Title: Programme Officer, Child Rights Governance (CRG)


Team / Programme: Regional Programme Unit (East and Southern Africa Regional Office)


Location: Nairobi –Kenya


Grade: TBC


Contract Length: 1 year


Child Safeguarding: Level 3 – the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.


Role Purpose: The Regional Programme Unit was set up to hold regional institutions and mechanisms to account towards fulfilment of the rights of children. This provides leverage so that rights of children be respected by African governments where SCI has a presence.


It supports and strengthens the work of Save the Children in our countries of operations. Country offices in turn provide the basis on which to respond and articulate the needs of children.


The Regional Programme Unit:, delivers activities with regional institutions including the Africa Committee of Experts on the Rights and Welfare of the Child (ACERWC), the Inter-Governmental Authority on Development (IGAD), the East African Community (EAC); the Southern Africaan Development Community (SADC); and regional civil society organizations.


The scope of work includes: policy and advocacy harmonisation through training workshops, consultation events, learning events, research , supporting regional partners to deliver activities that are aligned with the regional ambition and coordinatation of the work of country offices for multi-country initiatives on child rights governance.


The purpose of the Programme Officer position is to support day to day implementation of programmatic activities. The position contributes to the CRG team’s achievement of it’s operational objectives (healthy BVA and programmatic results).


He/she is responsible for logistical support for convening CRG events and workshops and documenting such processes to inform future engagements with partners. The CRG Programme Officer will collaborate with the CRG team on new business development and to implement the 2019-2021 strategy for CRG including support to partner implementation.


The support will also include financial tracking, logistics and maintaining visibility related updates/social media updates.

Role Dimensions: It is envisioned that through provision of day to day support in the below tasks, this position significantly strengthens the ability of the CRG team to achieve operational objectives (healthy budget versus actual (BVA) and programmatic results), grow the portfolio and strategically position the CRG within the RPU Programme as an influential unit in CRG programming in the region.


Under the supervision of the Program Manager, the Programme Officer will play a pivotal role in supporting effective program implementation and partnership management of regional civil society organisations across East and Southern Africa.


Key Areas of Accountability:


Project and budget management support



  • Provide day to day support in direct programme implementation to the programme coordinators’ by developing detailed implementation plans against approved budgets.

  • Supporting project coordinators on the compilation of partner dibursement paperwork in a timely and accurate manner;

  • Lead in submission of monthly cash forecasts to Finance.

  • Contribute to partner monitoring activities and follow up of agreed action plans with CRG partners;

  • Support monthly tracking of expenditures through review of monthly BVAs to ensure captured expenses are correctly reflected in the Agresso system on the months forecasted;

  • Support the Coordinators and Manager on key project outputs when requested in order to meet deadlines;

  • Maintains and updates team’s databases and mailing lists including the CRG page on sharepoint;

  • Supports with the development of calendar of key events and activities;

  • Writes routine reports and correspondence, and assists with the development of project/program materials;

  • Contributes to electronic filing of team documents, particularly partner paperwork on Awards Management System (AMS);

  • Organizes regular team meetings and conference calls/video-conferences, often over different time zones, including the preparation and distribution of documents;

  • Takes a lead role in documenting the regular team meetings and other meetings including acition plans;

  • Assists in the orientation of new staff, interns, research partners and consultants by providing them with the necessary documents and materials for orientation; and

  • Works with programme team, and MEAL Coordinator to document results, use of quality benchamarks in preparation for annual reporting, and drive quality programming.


Procurement Coordination –CRG:



  • Leads and coordinates the development of procurement plans for the CRG team according to detailed implementation and approved budgets.

  • Support the procurement process for consultants and other service providers, as per the approved procurement plan


Logistical Support: Travel, Events and Workshops:



  • Coordinates logistical arrangements for workshops,events and meetings for CRG;

  • Liaises with Specialised Services staff, and supply chain staff regarding venue, travel, hotels, room organization and logistics;

  • Liaises with and assists project coordinators and consultants as required to ensure smooth functioning of activities;

  • Coordinates and disseminates all internal and external material, including publicity and background documents for events; coordinates appropriate mailings or distribution;

  • Prepares training kits or information packages and sends material to participants in a timely manner, together with the programme team members;

  • Coordinates registration process and acts as contact person for the participants;

  • Reconciles workshop and events expenditures and submits them for authorization and payment, in collaboration with the finance team;

  • Fulfil function of rapporteur when required at key meetings and workshops’

  • Handles preparations, scheduling, logistics, and other various requirements travel, and

  • Maintains and regularly updates travel plans and budget amounts to provide an accurate overview of the Programme Team Schedules.

Qualifications:



  • An undergraduate degree in Law, Social Sciences, International Relations or other related field;

  • At least 1 years’ experience in implementing governance projects or programs preferably in the child rights space, economic justice and or financing for development;

  • Knowledge on regional institutions that address economic justice and governance for instance the AU, African Development Bank, East African Community, UN Economic Commission for Africa.


Experience and Skills


Essential:



  • Experience in project coordination, implementation as well as monitoring, evaluation, accountability and learning (MEAL);

  • Proven experience in budget management.

  • Excellent written and oral communication skills;

  • Proven experience in logistical planning of events, workshops and conferences;

  • Previous work experience in an NGO environment at regional level , an added benefit;

  • Research and analysis skills on economic governance;

  • General knowledge on child rights in relation to the UN Convention on the Rights of the Child or the African Charter on the Rights and Welfare of the Child;

  • Commitment to Save the Children Values
