Context: Tdh has been working in Dadaab within the socio-ecology model of child protection system with a strong emphasis on children safety and well-being.


Case management remains a central intervention to ensure children exposed to at-risk environments are identified / protected, and those who experience abuse, neglect, exploitation and violence receive immediate life-saving services in line with their needs.


Tailor-made mental health and psychosocial services are provided to individual/group of boys and girls together with their parents in a safe place.


Outreach services aiming at community-led advocacy and empowerment increased information and knowledge on child protection issues.


Revitalizing community intergenerational dialogues promoted open engagement on delicate social issues and possible reversal of some retrogressive practices.


General description of the position: The Child Protection Officer is responsible for overseeing the overall protection response in Dadaab refugee complex.


He/she will ensure that protection principles are applied to Tdh operations and that an inclusive, dignified and safe assistance is provided to affected populations.


The protection officer will ensure that Tdh and global standards and guidelines are respected and in place and will ensure the centrality of protection to all Tdh activities.


Key Responsibilities:



  • Provide technical management of the Best Interests Procedures in the camp including reviewing of BIAs and BIDs shared by case workers before submission to UNHCR in adherence to the UNHCR Guidelines on Assessing and Determining the Best Interests of the Child;

  • Plan, coordinate and actively participate in the BID panels in collaboration with UNHCR, protection partners and CP government actors.

  • Ensure that mechanisms are put in place for the implementation of BID decisions and monitor the implementation of BID decisions.

  • Ensure compliance with Tdh child protection guidelines and standards including confidentiality, respect and safety in the project implementation.

  • With support from Project Manager, work closely with the MEAL team to identify and analyze child protection trends in the overall caseload to inform protection programming.

  • Ensure there is regular monitoring of project implementation, and ensure quality data collection and reporting of child protection project activities

  • Ensure accountability is mainstreamed in Tdh activities and mechanisms are accessible, known and operational for affected populations.

  • Support in preparation of weekly project updates, monthly, interim and end of project reports and ensure they are submitted to the project manager on time

  • Support the project manager in the annual, quarterly and monthly project planning and budgeting for child protection project activities.

  • Ensure appropriate information management protocol is in place, particularly in terms of confidentiality of data (including data base)

  • Identify and propose trainings for the team related to child protection and best practices.

  • Work closely with safeguarding focal point to ensure that safeguarding risks are identified and monitored and support the well-functioning of the safeguarding mechanism.


Coordination



  • Ensure there is effective coordination and synergy within the departments of Tdh to ensure implementation of standardized activities.

  • Actively develop and maintain effective working relationships with key stakeholders, including UNHCR, Sub-county Children Officer, RAS and other protection actors.

  • Represent Tdh in relevant protection/coordination forums (CPWG, SGBVWG) as requested from time to time.

  • Develop a network to facilitate the project acceptance and stakeholder’s contribution and ownership


Other



  • Provide continuous feedback to the Child Protection Manager on any challenges in the work implementation to be addressed directly with corrective steps/measures if needed.

  • Perform any other duties assigned to you.

Abuse Prevention Policy – Operational Risk Management



  • Commit to respect Tdh Risk Management Policies including: Child Safeguarding Policy, Safety and Security Policy and Anti-Fraud / Corruption Policy, Whistle Blowing Policy

  • Commit to ensure the best implementation possible of the Tdh Risk Management Policies.

  • Commit to inform supervisors and to deal with any cases, allegations, or possibility of transgression, even potential, of the Tdh Risk Management Policies.


Staff employed to work in Tdh will be expected to have:



  • Professional conduct that reflects proper behavior in accordance with local culture and tradition.

  • Ensure the moral protection of the name of Terre des hommes and defend in all circumstance

  • Commits to observe discretion on any information related to the organization functioning and beneficiary related issues.

  • He/she will conduct his or her duties in respect of the Charter of Terre des hommes and the Tdh Child Protection Policy.


Job Requirements:


Knowledge:



  • University degree in social work, psychology, education and any other relevant field;

  • At least 3 years’ experience working with vulnerable young populations and/or asylum seekers in need of Protection;

  • At least 3 years working on protection and child protection programs;

  • Good IT knowledge (Microsoft Office, Internet);

  • Previous experience with Tdh or another child protection organization is desirable;

  • Knowledge of key protection issues in the asylum seekers/refugee population and best practices;

  • Knowledge of protection system in Kenya;


Skills:



  • Required qualities: proactive, autonomous, rigorous, organized, good communication and interpersonal skills.


Languages: Fluent in English and Swahili. Knowledge of Somali language is an asset.
