Requests for Proposals for a Fortification Training Expert


1.0 INTRODUCTION

SIMA project builds on TechnoServe’s Strengthening African Processors of Fortified Foods (SAPFF) which aims to work with companies representing production of the majority market share of
wheat flour and maize flour across each country with a goal of raising compliance levels.


The overall strategic objective of SIMA project is to increase coverage of fortified maize flour, to reduce malnutrition, averting deaths and improving cognitive development in target populations. SIMA project is doing this by increasing the compliance of maize millers to meet national food fortification standards.


The program is implemented in Kenya, working with medium scale maize millers ( with an installed capacity of 30MT-80MT) where support is provided to food processors to improve their capacity to be able to self-regulate and be compliant with the national standards and regulations on fortified foods.


The Program is utilizing a three-pronged approach viz:


I. Provision of customized technical and business advisory support to medium scale maize flour millers through leveraging on a distinctive relationship with Partners in Food Solutions {Partners in Food Solutions, an independent nonprofit organization, works through its volunteer experts form Cargill, DSM, General Mills, Ardent Mills, Bühler and the Hershey company to strengthen food security, improve nutrition and increase economic development across Africa by expanding and increasing the competitiveness of the food processing sector}.  The PFS-TechnoServe model mentors SIMA clients in food fortification, production, use of standards, quality assurance and testing.


II. Broaden access to finance to support investment in food fortification and inputs and equipment. SIMA clients have continued to show interest in micro dozer upgrades through applications for the matching grant. So far three grants ( US$12, 000) have been awarded to 3 SIMA clients so far.


III. Deliver on-going sector-wide-trainings (SWTs). Overall 4 SWTs have been held where 44 participants’ capacity in grain grading, mycotoxin, fortification, and good manufacturing practices have been developed. The team is closely following up with the clients to support the implementation of best practices in their plants.


SIMA plans to conduct two 1-day training sessions in (13th & 14th August 2019) and (3rd and 4th September) in Nakuru on fortification of maize flour. The Program targets to train two groups of
20 millers each drawn from medium sized maize millers from across the country. It is expected that the participants will in turn conduct in-house trainings using the training materials that will
be provided during the training, and eventually institute the culture of training and personnel development in the respective mills.


The purpose of this call is to invite interested organizations or individuals to submit their technical and financial proposal to provide the two 1-day training on fortification of maize flour for at least 40 millers.


3. AIM AND OBJECTIVES:


The aim of the training will be to refresh and increase knowledge and understanding of the process of fortification of maize flour and wheat flour.


Specific objectives are to:


i) To provide a clear understanding on “why” food fortification and why compliance with standards is essential;


ii) Provide an understanding and adequate interpretation of the National Standards and Regulations on fortification of maize flour and wheat flour;


iii) To clarify fortification process needs (proper equipment, quality premix, monitoring indices) and address identified challenges;


iv) Equip millers with knowledge on how to achieve and ensure fortification efficiency


4. SCOPE OF WORK


This consultancy will involve performing the following specific tasks.


i) Review the existing training materials (developed under the TechnoServe Program) for relevance and adequacy depending on the topics to be covered


ii) Update, add more materials (if necessary) and package the materials


iii) Develop a training guide


iv) Prepare training tools – slides and other appropriate materials


v) Deliver the highly practical and interactive training


vi) Prepare a training report.


Note: The trainer will be provided with the already existing materials used by other TechnoServe Programs. S/he will be expected to obtain a lot of background information from the government authorities as part of the training materials.


5.0 PERIOD OF ENGAGEMENT


The consultancy period will be from 1st July to 31st September, 2019.


The consultant will however be engaged for 16 man days as follows:


i) Review and re-packaging of training materials – 5 days


a. Initial alignment meeting with SIMA Team and PFS – 1 day
b. Technical review of materials and updating (will also include development of training guide, training program and training tools- slides, visuals and other materials to be used during the training, training program) – 5 days
c. Dry run and review of training programme – 1 day


ii) Delivery of training – 2 days


iii) Preparation of training report (including review and incorporation of comments into final report) – 5 days.


6. DELIVERABLES


The following are the expected deliverables:


i) A package of reviewed training materials


a. Training Guide
b. Training tools – power point presentations
c. Training program


ii) Training Report (in word).


7. QUALIFICATIONS AND EXPERIENCE REQUIRED


The qualifications that are expected of the successful organization/individual include:


i) At least 10 years’ experience working on maize and wheat flour fortification programs specifically in Africa.


ii) More than 8 years hands-on experience in working with Tier I, Tier II and Tier III wheat flour and maize flour millers to implement fortification of their products.


iii) Extensive understanding of food fortification technology dynamics – e.g sources of fortification equipment and inputs, factors affecting availability, pricing and use of these inputs, and how these factors affect the users.


iv) Extensive knowledge and detailed understanding of wheat and maize flour milling processes.


v) Good knowledge on the Kenyan Legislation governing food fortification; and their interpretation.


vi) Demonstrated experience in the development/review of training materials including good writing skills.


vii) Proven experience and skills in carrying out practical trainings for food processors with a bias to large scale food processors (conducted at least 5 trainings to large scale millers)


viii) Ability to communicate food fortification and food processing ideas/concepts effectively while inviting responses and participation from training participants.


8. APPLICATION PROCESS


Interested organizations should submit their technical and financial proposal containing the following:



  • Documentation describing their experience, previous relevant work and how they fit the required qualifications (max 2 pages);

  • Detailed profiles of their business/organization; and

  • A budget proposal for the consultancy that should be inclusive of all costs and relevant taxes.

  • Three (3) references of organizations previously worked for.


Costs for printing training materials, binding, transport and other logistical incidental costs will be covered by TechnoServe.


9. CRITERIA OF SELECTION


The evaluation of each response to this RFP will be based on the requirements set out in the solicitation and any addenda thereto. At the sole discretion of TECHNOSERVE, the top proposals may be selected for follow-up questions or to provide an oral presentation.


The following weighting and points will be assigned to the proposal for evaluation purposes:


Criteria for Evaluation and Associated Points



  • Experience and competence for engagement to the assignment as per the RFP requirements. Please fill in the table in Section 10 below with information on relevant work done and clients served over the past four years. (50 Points)

  • Proposed Methodology, Approach and Implementation Plan. This section should demonstrate the proposer’s response to the RFP by identifying the specific components proposed, how the requirement shall be addressed, as specified, point by point; providing a detailed description of the essential performance characteristics proposed; demonstrating how the proposed methodology meets the specifications. (25 Points)

  • Financial Proposal reflecting with explanation of line Items of efforts with clear terms of Payments. The financial proposal must include all the costs that will be charged in carrying out this assignment. All the sums need to be stated in gross amount with all taxes included. (25 Points)

  • Total Weighted score:  100 Points

11. TERMS AND CONDITIONS


a. The Request for Proposal is not and shall not be considered an offer by TechnoServe.


b. All responses must be received on or before the date and time indicated in the RFP. All late responses will be rejected.


c. All unresponsive responses will be rejected.


d. All proposals will be considered binding offers. Prices proposed must be valid for entire period provided by respondent.


e. All awards will be subject to TECHNOSERVE contractual terms and conditions and contingent on the availability of donor funding.


f. TECHNOSERVE reserves the right to accept or reject any proposal or cancel the solicitation process at any time, and shall have no liability to the proposing organizations submitting proposals for such rejection or cancellation of the RFPs.


g. TECHNOSERVE reserves the right to accept all or part of the proposal when award is provided.


h. All information provided by TECHNOSERVE in this RFP is offered in good faith. Individual items are subject to change at any time, and all bidders will be provided with notification of any changes. TECHNOSERVE is not responsible or liable for any use of the information submitted by bidders or for any claims asserted therefrom.


i. TECHNOSERVE reserves the right to require any bidder to enter into a non-disclosure agreement.


j. The bidders are solely obligated to pay for any costs, of any kind whatsoever, which may be incurred by bidder or any third parties, in connection with the Response. All responses and supporting documentation shall become the property of TECHNOSERVE, subject to claims of confidentiality in respect of the response and supporting documentation, which have been clearly marked confidential by the bidder.


12. SCHEDULE OF EVENTS


a. Questions regarding this RFP may be addressed to the Program manager – SIMA Kenya, and sent through kenyaprocurement@tns.org and must be received no later than 3rd July July 2019.


b. Completed responses to the RFP with title clearly marked as “Request for proposal for Sector Wide Training on Fortification efficiency” to kenyaprocurement@tns.org so as to be received on or before 10th July 2019 at Midnight East Africa Time.
