Temporary Hire for iHRIS Enhancement
Scope of Work
1.0 Introduction and Background
The USAID-funded Human Resources for Health (HRH) Kenya Mechanism was awarded to IntraHealth International on September 27, 2016 to run till September 30, 2021. The overall goal of
the Project is to strengthen the Human Resources for Health systems in Kenya at both the National and County governments.
The project has 3 main objectives/sub-purposes: 1) Improve quality of training and increase number of graduating health workforce; 2) Improve management and leadership of health workforce at the county level; 3) Optimize data use for effective HRH decision making at national and county level.
Pursuant to objective 3, the project intends to enhance the integrated human resources information system (iHRIS) to manage data for faith-baes and private health institutions, community health volunteers, manage comparison of IPPD data in order to report on ghost workers, upload of AEF graduates and track students in pre service training
2.0 Objectives
- Enhance iHRIS Manage and iHRIS Train with new value addition features
- Enhance reporting engine to include reports from the additional features
3.0 Specific Activities
- Undertake user requirements gathering for the new iHRIS features and generate a user requirements documents with relevant use cases, wireframes, schemas and data flow diagrams.
- Create a module to enable registration of community health volunteers (CHVs) from Counties using an offline web app with an android container to deliver the benefits of the web and a native app.
- Create an android mobile app where Community Health Extension Workers (CHEWs) can register their Community Health units and Community Health Volunteers (CUs and CHVs)
- Create a module within the app where faith-based and private facilities can upload data of the health workers that they have in their facilities.
- Enhance the already existing iHRIS Train System to enable tracking of pre-service training of health workers
- Synchronize the data collected through the new third party applications into the human resource information system (iHRIS) that is already in use and has data on employee
records, via an API. - Update reports in iHRIS Manage and Train to reflect the new data being collected by the new features
- Conduct user acceptance testing of the new features
- Train field data collectors on the use of the new features
4.0 Expected Deliverables:
1. User Requirements documents signed-off
2. All features in the user requirements document developed and tested, and signed off
3. Users trained on the use of the systems
5.0 Duration of consultancy: The temporay hire will have 30 working days to complete the assignment (From February 18th to March 30th. The task commences immediately after signing the contract.
6.0 Qualification
The assignment will require an individual with demonstrated competencies and experience in;
- A Bachelor’s degree in computer science, ICT, Computer Based information systems, Informatics, computing or software development/engineering
- Experience in use of MySQL databases, PHP and Java
- Excellent in android & mobile programming
- Demonstrated ability to meet deadlines and work under pressure
7.0 Institutional Framework and Team contacts
The temporary hire will work directly with the Team Lead, iHRIS or his designate. The Team Lead shall support the work to ensure that the new features are successfully uploaded on iHRIS, tested and are fully operational.
