Consultancy Announcement: End of Project Evaluation


Terre des hommes Foundation (Tdh) is an international NGO focused on Child Rights and Child Protection.


Tdh is encouraging Kenyan Nationals or appropriate institutions to apply for consultancy titled:


End-of-project Evaluation Strengthening community-based & children-led appropriate preventive and responsive interventions to child protection


Country: Kenya


Location: Dadaab refugee complex (Hagadera) and Nairobi


Duration and dates: 3 weeks, from 2nd to 29th May 2019 (including submission of full report and annexes)


Starting date: 02.05.2018


Duration of the field mission: 10 working days


Duration desk review / report writing: 5 days


Under responsibility of: Program Coordinator and follow up by CPiE Expert


General objective of the evaluation: The aim of the evaluation is to determine the relevance and fulfilment of objectives, efficiency, effectiveness, impact and sustainability. The evaluation should provide information that is credible and useful, enabling the incorporation of lessons learned into the decision-making process of Tdh.


Specific objectives of the evaluation


The evaluation should focus on evaluating the project for its relevance, effectiveness, efficiency, sustainability and impact, in comparison to agreed standards for delivery of child protection services in refugee contexts.


The evaluation should identify key learnings and provide actionable recommendations.


We specifically expect the evaluation to deepen Tdh’s understanding of:



  • The impact of working with host community

  • The relevance of engaging with community structures inside the camp

  • Target numbers

  • The principles underpinning the approach to the evaluation are:

  • Impartiality and independence of the evaluation process from the programming and implementation functions.

  • Credibility of the evaluation, through use of appropriately skilled and independent expert and the transparency of the evaluation process, including wide dissemination of results.

  • Usefulness of the evaluation findings and recommendations, through timely presentation of relevant, clear and concise information.

  • All deliverables are to be submitted to the Program Coordinator in Kenya in English.


Profile of the consultant



  • Minimum 10 years proven experience in evaluation of relief/development project in child protection

  • Working experience of child protection in refugee camp context, (in Kenya and in Dadaab is a plus)

  • Fluent English and excellent writing skills. Knowledge of Somali an asset

  • Previous experience working with a child protection organisation is compulsory, preferably with Tdh


He/she will conduct his or her duties in respect of the Charter of Terre des hommes and the Tdh Child Safeguarding Policy, the Policy for the Protection against Sexual Exploitation and Abuse and Tdh’s Code of conduct.


Tdh expects that its contractors’ professional conduct reflects proper behaviour in accordance with local culture and traditions. The incumbent assures the moral protection of the name of Tdh and defends in all circumstances the interests of the Tdh.


Tdh intervenes without any affiliation for politics, religion or financial profit. He/she will direct his or her activities and engagements without preoccupation of political, racial or religious affiliation.

  • An understanding of the issues at stake of the evaluation and the Terms of Reference (ToR): development of problems and formulation of questions which the evaluation will aim to answer

  • Detailed methodology and proposed tools

  • The timetable showing the details for the completion of each of the evaluation phases. The proposed schedule should include time for briefing and debriefing on the mission and as much as possible at Tdh headquarter.

  • A financial offer including of a detailed budget in columns (fees, other costs)

  • An up to date CV

  • Technical sample of an evaluation report done by the candidate

  • 3 references
