OVC DREAMS – Tumikia Mtoto Project


We are seeking highly competent and outstanding individuals to fill the following position:


Job Title: Programme Coordinator (Health) – Tumikia Mtoto Project


Reporting to: Technical Lead – Health


Work Location: Nairobi / Kiambu


Purpose of position: Provides field level coordination and technical support in the implementation of the health component of the Tumikia Mtoto Project ensuring strong bi directional referrals and linkages between community and health facility for timely access to HIV prevention, care and treatment and essential health services for OVC, AGYW and their families in Kiambu and Nairobi counties while ensuring compliance with donor regulations (USAID) and World Vision Kenya policies.


Major Responsibilities


Project Coordination, implementation and technical guidance 55%



  • Provide effective field level coordination and technical support in planning and implementation of the project ensure achievement of project goals and objectives in a timely and cost-effective manner.

  • Work with LIPs to ensure that beneficiaries access HIV prevention, care and treatment and essential health services at different delivery points.

  • Work with LIPs to develop House Hold HIV sensitive case plans to address HTS, PMTCT, EID, Immunization, growth monitoring for under5s, ART adherence support, VL tracking, GBV response, ASRH and ensure effective bi directional referrals between community and social welfare services as needed

  • Support LIPS to establish and strengthen facility link desk for timely treatment initiation, retention, adherence and viral suppression for OVC and their families

  • Coordinate with LIPs to conduct community adolescent peer to peer support to increase access to HIV and SRH information and linkage.

  • In liaison with LIPs strengthen community C/ALHIV and caregivers psychosocial support groups.

  • Ensure LIPs have the capacity to conduct HIV risk screening using the HIV risk assessment forms and refer appropriately

  • Coordinate the relevant stakeholders in the county to ensure timely implementation of activities in the project as per the annual work plan

  • Be the project liaison with clinical partners to ensure no child is left behind when mapping and providing critical facility based services for OVC and AGYW

  • Facility level case conferencing and case meetings to resolve difficult cases on the HIV cascade informed by client case plans

  • Support LIPs to mainstream mental health for C/ALHIVs through community level cognitive behaviour therapy sessions.

  • In liaison with MOH Support Capacity building of LIPs on Community HIV sensitive case management, including mentoring of case managers case workers, community cadres and households.

  • Ensure that LIPs work with MOH and department of children services (DCS) to conduct support supervision, functionality assessments, mentorship and On job trainings.

  • Ensure that LIPS conduct monthly review meetings with their case workers and caregivers

  • Build the capacity of AGYW mentors on ALHIV case management to ensure achievement on the HIV cascade results for the adolescents


Monitoring, Evaluation, Reporting & Learning 25%



  • Support in the development of M&E system relating to the M&E plan ensure availability of data collection and reporting tools

  • Support in the development and dissemination of all project deliverables (technical assistance, technical reports, training curricula) in accordance with WVK, USAID, PEPFAR requirements.

  • Support in the documentation of best practices and innovations for donor engagement.

  • Support LIPs to work with other components to develop and implement case plans.

  • Support LIPs to prepare timely and quality reports as per donor and WVK standards

  • Coordinate periodic monitoring visits and meetings with LIPs, MOH, Clinical Partners and Community Cadres to review project performance and utilization of project data to prioritize areas for action and improvements

  • Coordinate and participate in monthly, quarterly and annual program reviews with LIPs and local stakeholders

  • Support documentation of best practices and performance data, with a focus on HIV testing, linkage, retention, and adherence services for OVC, AGYW and men

  • Support documentation of best practices and successful practices for meeting the needs of AGYW and young men in Nairobi & Kiambu counties.

  • Facilitate review of LIP performance and make adjustments based on outcomes of planning and reflections to identify successful approaches and quality gaps


Advocacy, Networking & partnerships 15%



  • Work with SCASCO, health facilities and HIV treatment partner to strengthen community-facility referral and linkage network to improve access of HIV services for OVC and AGYW.

  • Ensure that LIPs attend monthly SCHMT meetings to provide project updates and challenges for further support.

  • Coordinate review meetings with sub county stakeholders.

  • Represent the project in county and sub county MOH and OVC technical working groups and advocacy working groups

  • Participate in national events and days organized at county /sub county levels ensuring organizational visibility

  • Coordinate with LIPs to enroll adolescents with high viral load to health facility based Operation Triple Zero (OTZ) support groups.


Other 5%



  • Perform any other duties as may be assigned by the supervisor or designee from time to time

  • Attend and lead daily devotions.


Knowledge, Skills and Abilities



  • Minimum of Bachelor degree in Nursing, clinical medicine, Nutrition, Public Health or related field.

  • Relevant practice license with Required institution

  • Minimum six (6) years’ experience 4 of which should in PEPFAR OVC, AGYW HIV prevention care and treatment programming with an appreciation of health facility and community level systems and processes

  • At least three years of coordination of programs

  • Good understanding of PEPFAR/USAID OVC programming, Ministry of health HIV care and treatment systems, reproductive maternal newborn child and adolescent health and nutrition structures at county and levels

  • Experience in working with partnerships, including county governments, civil society, donors and local community’s structures;

  • Excellent communication and presentation skills

  • Additional training in HIV treatment is preferred

  • Familiarity with national HIV care and treatment policy and advocacy instruments and structures

  • Computer literate
