We are seeking highly competent and outstanding individual to fill the following position:


Position: Project Officer – A,M&E


Reporting to: Project Manager


Grade Level: 12


Work Location: Turkana


Purpose of Position: To ensure that Monitoring and Evaluation of the food assistance programme and Accountability mechanisms are established to allow World Vision remain accountable to the community and other stakeholders.


Major Responsibilities


DME implementation (% of time: 30)



  • Provide support and participate in project design (assessments baseline surveys) and in the production of well-designed DMT proposals that are LEAP aligned and reflective of community needs and contexts.

  • In Liaison with the National Office team provide support in project designs and ensure that the Food Assistance log frame and M&E plan are realistic.

  • Ensure that M&E activities are adequately budgeted for, these includes monitoring and end of project evaluation for the specified project.

  • Ensure that all Monitoring activities are carried out and reported on time such as (PDMs, CSI on site distribution monitoring etc

  • Ensure that Monitoring data is regularly reviewed for its appropriateness and usefulness in measuring progress toward the achievement of the project objective.

  • Prepare quality monthly, quarterly and end of phase narrative reports in time.

  • Review field visit reports from Field Monitors and ensure that they are in line with the project design

  • Prepare schedule for monitoring together with communities and partners at county and sub county level.

  • Ensuring that data collection plans employ an appropriate mix of quantitative methods using the Open Data Kit (ODK Platform) and qualitative research methods remaining simple, practical, context-appropriate, and cost-effective.


End Results Expected



  • Proposal development process factors in LEAP requirement and contextualized to community needs

  • Realistic project designs and food assistance log frame and M&E Plan in place.

  • Realistic Budgets on M&E activities developed.

  • PDM/CSI reports reviewed regularly and results timely utilized in decision making processes.

  • Monitoring Data reviewed regularly to enhance its appropriateness and relevance in meeting project objectives

  • Monthly, quarterly, end of phase and other periodic reports prepared and submitted on time.

  • Schedule for Monitoring developed with communities and adhered to.


Reporting and documentation (% of time: 30)



  • Plan tracking for key CWB indicators of strategic relevance through use of secondary data from LRAs/SRAs, SMART surveys etc and primary data, with partners and communities. Consolidate and analyze field data to that it effectively informs the annual child well-being report.

  • Ensure continuous learning and documentation of lessons learnt and best practices for project design, monitoring and evaluation frameworks.

  • Provide support in the review of reports at project level and ensure alignment with LEAP and donor standards.


End Results Expected



  • Child well-being reporting achieved through reliable and validated data sources.

  • Program design process remains privy to documented evidence and learning for food/cash and emergency response projects.

  • DM Reports aligned to LEAP and Donor requirements.


Humanitarian Accountability (% of time: 10)



  • Ensure established linkages between the M&E system of the food program and the Humanitarian accountability requirements.

  • Work closely with the NO Team in the development, contextualization and refining of M&E tools and resources needed to implement humanitarian accountability issues.

  • With the support from the DME Officer at the National Office Conduct the Accountability Assessments.

  • Work with the communities and beneficiaries to ensure that the Four Pillars of the Program Accountability Framework (PAF) Information Provision, Community consultation, participation, and complaints and response mechanisms have been set up and are functional.

  • Ensure that International humanitarian standards such as the; Core Humanitarian Standards (CHS) , Sphere standards and Red Cross Code of Conduct and DO NO HARM are well articulated and utilized by project staff.

  • Ensure that protection issues that come from the PDM and CRM are addressed appropriate.

  • Ensure implementation of a safe, efficient and effective system for receiving and processing of feedback, ensuring a two-way communication between communities, beneficiaries and World Vision.

  • Prepare Monthly reports highlighting type(s) and number of community complaints / feedback by project sites. The report should include how these have been analyzed, followed up and used to improve community engagement and project implementation.


End Results Expected



  • Linkages in place on food/cash programmes for humanitarian accountability.

  • M&E tools and resources refined to suit humanitarian accountability standards.

  • Accountability assessments conducted and findings utilized in establishment and strengthening the use of the PAF.

  • The Four Pillars of PAF set up and utilized.

  • Humanitarian Standards well-articulated by field staff and utilized effectively in project implementation.

  • Protection issues emerging from PDMs addressed effectively by the relevant sectors in WVK and partners.

  • Safe and efficient system for receiving and processing feedback from the community is in place.

  • Comprehensive CRM monthly reports submitted in time to facilitate prompt remedial measures.


Capacity building (% of time: 10)



  • Ensure that capacity building plan for the Project Field staff on Monitoring and Evaluation is in place and utilized.

  • Work closely with partners in order to effectively collect monitoring data on CWB outcomes of strategic relevance.


End Results Expected



  • DMT staff at Feld level well trained and versed in M&E processes.

  • M&E capacity building plan developed for field staff and utilized.

  • Partners well trained in data collection on CWB outcomes at County and Sub County level.


Resource Mobilization (% of time: 10)



  • Provide support in the development of proposals and LEAP design documents at project level


End Results Expected



  • Sustained funding for DM

  • DM Proposals are LEAP aligned


Networking and Collaboration (% of time: 05)



  • Network and collaborate with relevant partners, and represent World Vision in Interagency Working Meetings at the County and sub County level


End Results Expected



  • WVK well networked and remains proactive in inter-agency fora.


Others (% of time: 05)



  • Any other duties as assigned by the Supervisor


Minimum education, training and experience requirements to qualify for the position:



  • A degree related to the science and practice of community development, program design, statistics and evaluation;

  • Two years’ experience in M&E positions including participatory research and impact measurement;

  • Proven technical ability around M&E (i.e. experience in managing data entry and conducting data analysis and interpretation)

  • Experience with SPSS and other related statistical software packages.

  • Demonstrated understanding of quality assurance systems, and continuous improvement, with particular emphasis on integration of accountability measures into all aspects of the project cycle;

  • Empirical knowledge of humanitarian codes, principles and practice;

  • Good team player, self-starter, has ability to work under minimum supervision and maintain good relationships.

  • Strong commitment to WV Values, Mission and Vision.
