OVC DREAMS – Tumikia Mtoto Project


We are seeking highly competent and outstanding individuals to fill the following position:


Job Title: Technical Lead (Health) – Tumikia Mtoto Project


Reporting to: Deputy Chief of Party


Work Location: Nairobi / Kiambu


Purpose of position: Provide technical expertise and management in the implementation of quality HIV prevention, care and treatment services to orphans and vulnerable children (OVC) and adolescents and young women, and their families in Kiambu and Nairobi counties while ensuring compliance with donor regulations (USAID) and World Vision Kenya policies.


Major Responsibilities


Project Coordination, implementation and technical guidance 45%



  • Lead planning and implementation of access to care and treatment services to orphans and vulnerable children (OVC), adolescent’s girls and young women, and their families for the achievement of the project goals and objectives in a timely and cost-effective manner.

  • Provide technical guidance to increase the uptake of HIV testing, linkage, retention, and adherence services among OVC, AGYW and their male sex partners and maximize outcomes across the HIV prevention and clinical cascade.

  • Support strengthening of treatment initiation/retention and adherence activities; and the scale up of viral load monitoring.

  • Work with LIPs and the Ministry of Health to enhance screening, case finding and referrals of HIV exposed and infected OVC and caregivers linking those eligible for ART to facility and for other clinical services

  • In collaboration with the Ministry of Health provide technical guidance to LIPs on provision and utilization of OVC & AGYW focused health care and treatment, including for those most-at-risk of HIV infection.

  • Enhance access to appropriate nutrition services, immunization and growth monitoring for OVC under five years, HIV positive caregivers and adolescents in partnership with MOH and other key sectors

  • Ensure tracking and referrals of ANC and PNC for HIV negative pregnant caregivers and adolescents in partnership with Ministry of Health for testing and linkage to PMTCT and Care and Treatment services as appropriate

  • Support utilization of referred (escorted) and enrolled beneficiary’s pathways to access care and treatment from the clinical service partners

  • Lead the development/contextualization, production and dissemination of care and treatment IEC materials and Job AIDs for use in the project at different levels of service delivery

  • Enhance integration and linkage of HIV exposed Infants, infected and affected OVC to other health and social services, including health, nutrition, psycho-social support and education,

  • Support development of digitized messaging & notification app for tracking referrals and enhance learning

  • Support referrals and treatment for Survivors of GBV to health facilities for appropriate care and link them to appropriate legal and social services.

  • Support Capacity building of program staff & LIPs on key HIV cascade components for smooth implementation, monitoring and reporting

  • In liaison with MOH facilitate training of Facility staff on the bi-directional screening and referrals methods

  • Support training of link facility health care workers and CHVs on age-appropriate screening and case-finding for relevant index testing and partner notification services respectively

  • Facilitate training of caseworkers to be community referral and linkage agents (escorts) who will also connect to other service points to ensure a two-way referral approach

  • Support MOH to conduct training and support supervision, DQAs , mentorship and On job trainings


Monitoring, Evaluation, Reporting & Learning 25%



  • Work with the MEL unit to develop M&E system relating to the M&E plan ensure availability of data tools, timely data collection.

  • Work closely with Project management and technical leads to assign realistic targets and budget to LIPs for all required and customized indicators

  • Support review of the project outcomes and utilization of project data to prioritize interventions and for Continuous Quality Improvement

  • Ensure achievement on the HIV cascade milestones for OVC and AGYW are in line with donor and UNADS 95-95-95 guidelines, WV & GoK health programming standards while corresponding to community needs and contexts.

  • Utilize and analyze key PEPFAR OVC and AGYW indicators and ensure the appropriate monitoring and use of data to inform and modify program implementation

  • Support the development & utilization of annual work plans, project monitoring plan agreeing on the required standards with support from partners

  • Participate in monthly, quarterly and annual program reviews with program teams, LIPs and stakeholders

  • Provide technical support during project evaluations, baselines and assessment to ensure quality check with methodology, tools for all health related aspects of the program

  • Participate in the development of best practices and performance data, with a focus on HIV testing, linkage, retention, and adherence support, viral load testing and suppression tracking services for OVC, AGYW and men

  • Guide in the development and dissemination of health deliverables (technical assistance, technical reports, training curricula) in accordance with WVK, USAID, PEPFAR requirements

  • Ensure documentation and dissemination of best practices and innovations for donor engagement

  • Ensure that project strategies are informed by evidence and best practices for meeting the needs of AGYW and young men in Nairobi & Kiambu counties

  • Supports the timely preparation of project documentation and reports in line with the donor and World Vision standards.


Advocacy, Partnerships, Engagement & Networking 15%



  • Participate in relevant county level thematic Technical working groups with NGOs and other HIV, OVC and AGYW actors to influence policy review and implementation

  • Establish and sustain working relationships with Government Departments and Agencies relevant to the programme’s focus area at County levels

  • Support the development and review of partnership agreements at the county level spelling out the modalities of supporting collaboration between community CHVs, HTS counsellors, and comprehensive care clinics, as well as sensitizing all facility staff on the bi-directional screening and referrals

  • Participate in county HIV care and treatment stakeholder forums for coordination and collaboration

  • Participate in the Annual County Government’s Planning and Budgeting process and influence resource allocation to the priority needs of the most vulnerable groups

  • Ensure that Program participants and partners are kept informed of all the Government laws and policies in respect to care and treatment any impact caused or to be caused by the government laws, policies and budgets


Team Management 5%



  • Model a high standard of personal Christian leadership, ministry and integrity through lifestyle and work relationships that support spiritual development of the team

  • Provide technical supervision to the Program Coordinator(s)

  • In close collaboration with P&C, ensure right program staff are recruited, retained, and provided with intentional opportunities, mentoring and coaching for development

  • Support professional development for supervisees through on job training, off site training among others

  • Facilitate capacity building of staff on technical modules, through trainings, workshops, On the Job Training and technical backstopping etc

  • Ensure staff participate in morning devotions and are supported to grow spiritually

  • Ensure accountability and performance management including consequence management where necessary


Other 5%



  • Perform any other duties as may be assigned by the supervisor or designee from time to time

  • Attend and lead daily devotions.


Knowledge, Skills and Abilities



  • Minimum of Bachelor degree in Medicine, Nursing, Clinical Medicine, Nutrition, Public Health or related field.

  • Have at least Seven (7) years’ experience 4 of which must be I managerial position and working in USAID OVC/PEPFAR, AGYW HIV care and treatment programming.

  • Good understanding of USAID OVC and DREAMS programming, Ministry of health HIV care and treatment systems, structures at county and national levels

  • Familiarity with national HIV care and treatment policy and advocacy instruments and structures

  • Experience in working with partnerships, including county governments, civil society, donors and local community’s structures;

  • Excellent communication and presentation skills

  • Appreciation of the role of community health services in the attainment of the global HIV epidemic control goal

  • Cross-cultural sensitivity, and emotional maturity

  • Ability to work in a complex environment with multiple tasks, short deadlines and intense pressure to perform

  • Good negotiation skills

  • Computer literate.
