Background Information

Swisscontact, the Swiss Foundation for Technical Co-operation, with its Head Office in Zurich, Switzerland, is an independent foundation involved in development cooperation. It was established in 1959 by a fraternity of Swiss private business people and universities.  Swisscontact is currently implementing 126 projects in 36 countries throughout Asia, Africa, Latin America and Eastern Europe, promoting economic development.

In East Africa, Swisscontact is implementing a Financial Services program, which provides technical assistance and capacity building for the financial sector players. The goal of the programme is to ensure provision of accessible and affordable financial services and deepen access to financial services for smallholder farmers, excluded households, microfinance graduates and MSMEs. The program is implemented under the following projects; Mavuno Saving and Lending Groups, Microleasing, Innovation Lab, Organizational Development of Savings and Credit Co-operatives and Microfinance Skills Development for which this concept is developed.

Inclusive Finance Programme(IFP) of the Swisscontact is urgently seeking a qualified monitoring and Results Measurement Officer to manage the results monitoring and measurement function of the Programme.

PROJECT INCLUSIVE FINANCE PROGRAMME

Position: Monitoring and Results Measurement Officer

Reporting Line: Reporting to the Inclusive Finance Programme Manager

Technical support: From the Regional Monitoring and Results Measurement Advisor, CESAF

Expected Start Date: 15th April 2019

Employment Terms: Annually (calendar year) renewable contract subject to performance and availability of funds

Position Location: Nairobi, Kenya

Responsibilities/Duties/Tasks

1. Support the capacities of the Inclusive Finance Programme (IFP) team in understanding, developing and reviewing intervention results chain and implementing the entire MRM system.


2. Support the IFP team to develop and review indicators and measurement plans for interventions.


3. Liaise with Inclusive Finance Programme (IFP) team to develop data collection tools; collect, verify, compile and analyze field data as stipulated in the MRM framework of the Programme.


4. Support Inclusive Finance Programme (IFP) team in establishing and maintaining the project’s database.


5. Support IFP in results planning, compiling Semester and Annual Reports including updating the project’s results panorama.


6. Participate in IFP field level activity monitoring, baseline studies and evaluations including reviewing draft reports from consultants and project teams.


7. Support the IFP Team in functions related to Knowledge, Content Management and Communication.


8. Any other office assignment as it may deem necessary.

Qualification and Experience

• Minimum of a bachelor’s degree in social sciences


• Minimum of 2 years of work experience in monitoring and evaluation in development projects preferably in Financial services development programmes.


• Experience in designing data collection tools and coordinating surveys and impact assessments.


• Experience in data management including entry, analysis and presentation.


• Able to build capacity of staff in monitoring and evaluation including best practices in indicator data systems management.


• Demonstrated experience in designing, monitoring and evaluating projects


• Ability to write clear and concise project reports


• Excellent communication skills with a high level of written & spoken English and Swahili
