Project Overview and Role:


Palladium implements the USAID-funded Health Policy Plus (HP+) Project. HP+ Kenya works with key stakeholders to advance health policy and financing for family planning and reproductive health (FP/RH), HIV and Malaria at national and subnational levels. The project aims to improve the enabling environment for equitable and sustainable health services, supplies, and delivery systems through policy development and implementation, with an emphasis on voluntary, rights-based health programs, and by strengthening in-country partners’ capacity to navigate complex environments for effective policy design, implementation, and financing aligned to the country’s existing health priorities.


HP+ has been implementing project activities in Kenya, on behalf of the USAID, since 2015. USAID in Kenya has been supporting bilateral health programs with the Government of Kenya for more than 25 years, with an emphasis on increasing the domestic resources to health and ensure quality of health care services through health systems strengthening. The HP+ portfolio in Kenya includes supporting the Government of Kenya to develop an implementation guide for sustainable financing in health, as well as to engage key stakeholders at national and county level in domestic resource mobilization initiatives for health as well as ensuring sustainable quality.


 Primary Duties and Responsibilities: 


HP+ Kenya is seeking a full-time Senior Manager, Project Management to manage HP+ Kenya activities in support of the Government of Kenya, Ministry of Health.



  • She/he will support timely implementation across all activities by working with technical leads, operations staff, and the leadership team in Kenya and HQ to maintain a general organizational order of all ongoing activities.

  • This role requires strong project management and organizational skills, the ability to strengthen working relationships within a virtual and cross-cultural context, and an understanding of how to translate theories of change and project workplans into day-to-day activities to achieve desired outcomes to ensure success of the HP+ KEA program.

  • The Senior Manager, Project Management will be considered part of the senior leadership team of HP+ Kenya.

  • She/he will report to the HP+ Kenya Country Director (CD) and will work closely with the Deputy Director (DD), Technical, Senior Operations and Finance Manager, and HP+ headquarters-based staff in the United States. This position is full-time and is based in Nairobi, Kenya.

Responsibilities:



  • Serve as key point of contact for day-to-day program management. Oversee and manage country team one-on-one in daily management tasks such as developing to-do lists that track with program outputs, collecting updates on status and progress of deliverables, updating biweekly tracker and other management tools, compilation of the Weekly Update and ensuring project implementation runs smoothly.

  • Coordinate and facilitate weekly staff meetings, ensuring agendas in advance and post-meeting minutes are circulate. Coordinate with HQ bi-weekly team meetings, contributing to the agenda and overseeing follow up of any Kenya staff to-do items.

  • Keep Country Director informed of any implementation delays, trends or issues that need to be escalated.

  • Collaborate with Deputy Director, Technical to ensure all workplan activities are not only taking place as planned but are also of high quality, identifying additional technical support needs and working with the Deputy Director, Technical and the Country Activity Manager based in the U.S. to engage this support.

  • Liaise between Technical and Ops teams to ensure activity plans are translated into contracts, consultancies, travel, etc., and support financial management by ensuring case forecasts and spending reports reflect planned/completed technical activities.

  • Contribute to project work-planning, budgeting, and progress/financial reporting, in collaboration with country team, Country Director and Deputy Director Technical, and HQ staff.

  • Interface with clients and other project stakeholders as requested by Country Director, to plan, implement, review, and report on projects and deliverables or products as needed.

  • Supervise 5-8 staff technical staff of various levels (junior to senior); work with staff to develop their annual performance targets; facilitate biannual 360 reviews; coach and mentor towards excellence in staff performance.

  • Ensure staff compliance with HP+ project guidelines and SOPs.

  • Other duties as requested by the Country Director to fulfill the needs of the Kenya country program.


Required Qualifications: 



  • Master’s degree in public health, development, organizational management, or related field; a bachelor’s degree with extensive work experience will be considered.

  • Minimum of 10 years of experience in management positions in development projects in Kenya, with at least 2 years on a USAID-funded project.

  • Experience working with government counterparts and other stakeholders at the national and sub-national level and excellent diplomatic skills.

  • Ample program management experience and ability to manage and delegate tasks efficiently.

  • Strong interpersonal and organizational skills.

  • Strong written and oral communication skills and fluency in English required; a written test may be administered as part of the interview process.

  • Experience in monitoring and documenting project activities and outcomes. 

  • The position is based in Nairobi, Kenya and is open to Kenya Nationals only.
