Procurement Officer

Job Grade B

Job Description

Duties and responsibilities at this level shall entail:

i) Planning, organizing and coordinating Supply Chain Management function;

ii) Developing and reviewing procurement policies and strategies;

iii) Ensuring proper interpretation and implementation of existing policies, regulations and procedures;

iv) Spearheading the preparation and implementation of the procurement manual and procedures;

v) Coordinating internal auditing and evaluation of supply chain Management processes and procedures;

vi) Coordinating periodic valuation of the Organization’s assets;

vii) Initiating the process of disposal of unserviceable, obsolete and surplus stores and equipment;

viii) Monitoring suppliers performance to assess ability to meet quality and delivery requirements;

ix) Ensuring periodic market research and surveys are conducted;

x) Leading negotiation efforts in major contracts;

xi) Overseeing implementation and effective use of e-procurement system;

xii) Ensuring compliance with all regulatory requirements and ethical standards relating to procurement of goods, services and works;

xiii) Ensuring timely procurement of goods, services and works;

xiv) Overseeing the implementation of the procurement plan;

xv) Spearheading preparation and consolidating procurement budgets and plans;

xvi) Overseeing safe custody of procured goods; and

xvii) Initiating periodic stock taking and stock audit;

xviii) Providing secretarial services to procurement committees;

xix) Make recommendations to the accounting officer on procurement committees memberships;

xx) Prepare professional opinions for all tenders; and

xxi) Managing and developing staff.

b) Job requirements

For appointment to this grade, a person must have:

i) Bachelors degree in any of the following disciplines:- Procurement and Supply Chain Management; Purchasing and Supplies Management; Supply Chain Management; Procurement and Contract Management; Logistics and Supply Chain Management; Procurement and Logistics Management or equivalent qualification from a recognized institution;

ii) Masters degree in any of the following disciplines:- Logistics and Supply Chain Management; Business Administration or equivalent qualification from a recognized institution;(Added advantage)

iii) Professional qualification and KISM membership where applicable;

iv) At least Seven (7) years’ of related work experience with at least three (3) years’ experience in a management position;

v) Excellent communication and interpersonal skills;

vi) Mentorship and coaching skills;

vii) In-depth knowledge of the government policies and regulations in public procurement;

viii) Demonstrated outstanding professional competence in supply chain services;

ix) Proficiency in computer applications; and

x) Fulfilled the requirements of Chapter Six (6) of the Constitution of Kenya.
