Context


The United Nations on Drugs and Crime, Regional Office for Eastern Africa, is based in Nairobi, Kenya and its work is grounded in the three international drug conventions, the UN Convention against Corruption, the UN Convention against Trans-national Organized Crime, the universal instruments against terrorism, and the UN Standards and Norms in Crime prevention and Criminal Justice. In close consultation with the countries in the region, UNODC developed a Regional Programme for Eastern Africa. This programme, entitled Promoting the Rule of Law and Human Security in Eastern Africa, runs from 2016 to 2022, and is comprised of five pillars: Countering Transnational Organized Crime and Trafficking; Countering Corruption; Terrorism Prevention; Crime Prevention and Criminal Justice; Prevention of Drug Use, Treatment and Care of Drug Use Disorders and HIV and AIDS Prevention and Care.


Task description


Under the direct supervision of the Head of the Health, Social and Development Pillar at the United Nations Office on Drugs and Crime (UNODC) Regional Office for Eastern Africa (ROEA), as well as the supervisory guidance of the Programme Officer at the Prevention, Treatment and Rehabilitation Section (PTRS), Drug Prevention and Health Branch (DHB), Division for Operations (DO) at UNODC headquarters the UN Volunteer will undertake the fol-lowing tasks:



  • Provide substantive support to the development, implementation and evaluation of the initiative on the Treatment and Care for people with drug use disorders in contact with the criminal justice system: Alternatives to conviction or punishment in Kenya as part of the project GLOK32: Partnerships for Treatment and Care of Drug Use Disorders, including the UNODC-WHO Programme on Drug Dependence Treatment and Care, in close communication with key national counterpart the National Authority for the Campaign Against Alcohol and Drug Abuse(NACADA)

  • Support the national Steering Committee on this initiative to implement the Kenyan roadmap to enhance options for effective non-custodial alternatives to conviction or punishment for people with drug use disorders in contact with the criminal justice system

  • Supports the drafting of relevant documents and reports, identify problems and issues related to this topic

  • Liaise with key national counterparts, stakeholders and resource persons, as well as with bilateral and multilateral partners involved in research and data collection on this topics

  • Support the follow up communication to ensure all national stakeholders from different sec-tors are engaged and well informed regarding the latest project developments

  • Provide substantive support to advocating widely in the country for health and justice co-operation in the implementation of non-custodial alternatives for people with drug use dis-orders into health-centred and evidence-based services in line with the UNODC-WHO International Standards for the Treatment of Drug Use Disorders

  • Organize and/or participate in field missions, meetings, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc.

  • Provide regular project and programme related reporting;

  • Increasingly builds knowledge on substantive issues regarding drug dependence treatment and care and the related policies;

  • Perform other work-related duties as required. Results/Expected Outputs Efficient, timely, responsive, client-friendly and high-quality support rendered to UNODC and its beneficiaries in the accomplishment of her/his functions, including:

  • Organisation of the follow up meeting to facilitate the implementation of the national implementation framework on the alternatives to conviction or punishment for people with drug use disorders in contact with the criminal justice system

  • Support the establishment of the Steering Committee to assist national implementation of alternative provisions for PWDUD in contact with CJS

  • Finalisation of national implementation framework on the alternatives to conviction or punishment for people with drug use disorders in contact with the criminal justice system in close communication with key national counterpart and related Steering Committee

  • Provision of technical assistance to relevant national institutions as identified per action plan • Other outputs as per the above described tasks.
