ORGANIZATIONAL OVERVIEW:
HealthRight Kenya is a global health and human rights organization empowering marginalized communities to live healthy lives. Since its founding in 1990 by the late Dr. Jonathan Mann, HealthRight has worked in over 30 countries with current projects in Asia, Africa, Eastern Europe, Latin America, and the United States. Our four program areas address intersecting health issues that disproportionately affect marginalized communities such as refugees and migrants, LGBTQ+ communities, HIV-affected communities, Survivors of Gender Based Violence, Women, Children and adolescents and Indigenous people and Ethnic Minorities. We focus on 4 priority areas: RMNCAH, HIV, Mental Health and Violence. In Kenya, HealthRight is working in various counties including North Rift Valley, ASAL, Nairobi and Kilifi to address issues of reproductive maternal, new born, child and adolescent health (RMNCAH), Mental Health, HIV/AIDS and violence.

OUTLINE OF ROLE:
Reporting to the Mental Health Project Manager the Project officer will be responsible for; working with facility staff, Community Health Volunteers, and community Health Extension Workers in the implementation of mental health activities under HIV/AIDs project targeting men who are at risk.

Key Responsibilities/ Duties/Tasks

1. Project Implementation

•    Work with the Mental Health Project manager to Develop costed work plans and budget aligned to project objective.
•    Ability to work with the County Government Health Department and align project activities with the county workplan.
•    Develop and disseminate advocacy and behavior change communication materials to increase knowledge and create awareness on mental Health and HIV/AIDS transmission and prevention among men and the community in general.
•    Enhance demand creation for HTS to decrease risk behavior by emphasizing consent, confidentiality and counselling aimed at decreasing stigma as more people know their HIV status.
•    Participate in the design, development, implementation, and evaluation of capacity building programs aimed at equipping and strengthening key stake holders with capacity to provide Mental Health, HIV/AIDS care, and support.
•    Develop mental health and HIV related IEC materials.
•    Develop/ Adapt appropriate Mental Health Screening Tools to be used on the target population.
•    Coordination and Formation of Psychosocial Support Groups at the community level.

2. Monitoring and Evaluation
•    Facilitate continuous monitoring and evaluation using participatory approaches to gather information/data within the project sites, beneficiaries and those affected with HIV/AIDS.
•    Prepare periodic quality and timely progress reports and annual reports showing achievements against planned targets as well as providing justification for performance variances and areas of improvement
•    Facilitate Quarterly Data Quality Audits for the Project

3. Finance and Grants Management
•    Operationalize project budgets and grants monitoring tools to ensure adequate controls for efficient funds utilizations in line with HealthRight Finance Policies.

4. Partnership Management and Collaboration
•    Strengthen collaborative partnerships and networks with stakeholders, county government agencies and other players to ensure implementation of the project.
•    Represent HealthRight at meetings, conferences and workshops and other forums to promote and articulate issues related to Primary Health Care Programming.

5. Coordination
•    Take Lead in coordinating field level activities to achieve, efficiency, effectiveness, and integrated programming.
•    Coordinate Capacity Building on Mental Health to CHVs/ HCWs and the Target Population.
•    To Collaborate with the County HIV unit coordinator conducting HIV screening and Testing activities

6. Documentation and learning
•    Lead in documenting success stories and best practices to inform the learning curve of the organization.

Minimum Qualifications
•    Bachelor’s Degree in Psychology/ Counselling Psychology
•    Three (3) years’ experience in Project implementation including but not limited to planning, implementing, and evaluating Mental Health in HIV/AIDS prevention and control programs
•    Experience in implementing most at-risk population projects highly desirable
