ROLE SUMMARY


CARE USA manages, supports and oversees 9 Country Offices (COs) in the East & Central Africa region (hereafter referred to as ECA) including Kenya, Somalia, Ethiopia, Sudan, South Sudan, Burundi, Uganda, Rwanda and DRC) region through the regional management unit (RMU). Within the Regional Management Unit (RMU), the Director, Regional Business Services role is a key strategic leader in Finance and Risk and will report to the Regional Director, with a dotted line reporting to the Chief Finance Officer (CFO) and will providethe following key business services operations oversight and support to country offices:



  • Serve as a lead network connector and liaison within CARE for the ECA region to both coordinate country office business services support and ensure information flows freely and through the right pathways to solve business services issues swiftly and effectively.

  • Ensure timely execution of business services processes, assess the organizational efficiency and monitor the internal control framework and its implementation.

  • Business partner with the CFO and Regional finance team members based in the Shared Services Center (SSC) on all CO and Regional strategic financial management matters.

  • Partner with Award Management Solutions (AMS) to identify solutions to strengthen donor compliance in country offices

  • Oversee the financial planning and financial health KPI(Key Performance Indicators) assessment for COs.

  • Oversee the procurement, supply chain and property management in COs.

  • Ensure statutory and legal compliance requirements in country offices are being met; partner with peer Regional Office DIrectors regarding context changes or other operational considerations when renewing and reporting.

  • Manage the RMU financial resources and business service operations, as well as demonstrated competencies in accountability and impact, working in partnership, staff development, and coordination and teamwork.

  • Partner with the program operations function regarding risk management, specifically as it relates to business services functions.

  • Partner with the Regional Director to support and oversee the country office transformation and change management.

  • Partner and work closely with the Regional HR business partner as related to the staff, HR policies, procedures and related business process.

  • Provide Business Service operations support and oversight to country offices

  • Regional Business Service Operations review, analysis and improvements

  • Serve as a network connector and liaison within CARE

  • Oversee and support country offices financial planning and performance

  • ECA RMU financial management

  • ECA RMU business service operations management 

  • Backstopping for Country Offices as may be required


QUALIFICATIONS:



  • Bachelor's degree in Business Administration or equivalent combination of education and work experience. 

  • Minimum of 12-15 years of progressive and relevant work experience at CO or Regional set up in a similar sized INGO. 

  • At least 7-10 years of experience demonstrating knowledge of bilateral and/or multilateral institutional donor grants and operations management, finance and compliance practices working with and interpreting applicable donor rules and regulations.

  • Experience with operational process reviews, analyzing data to make decisions.

  • Excellent communication, interpersonal, and problem-solving skills. 

  • Demonstrated knowledge of or professional experience with working in the East & Central Africa and/or Sub-Sahara Africa
