SENIOR HUMAN RESOURCE OFFICER -EMPLOYEE
RELATIONSAND WELFARE -KCAA SCALE 7
REF: HR/06/21-(1 POST)
Department:Human Resourcesand Administration.
Reports To:ChiefHuman Resource Officer-Employee
Relations and Welfare
Job PurposeTo coordinate activities that ensure harmonious employee
relations through the application of appropriate HR
policies, legislation, welfare programs and equitable
reward systems.

Scope of work/ duties/ responsibilities

qCoordinating staff welfare activities such as medical scheme, staff insurances,
staff associations, union issues,safety at workplace,employee’s satisfaction
surveys; sports,staff wellness and welfare programs;
qImplementingthe organization’s remuneration and compensation policies;
qOverseeing and verifying the accuracy of payroll entries;
qFollowingup on staffgrievance to ensure timely addressing;
qProcessing staff claims, allowances, benefits and final dues;
qParticipating in recruitment andselection processes in the Authority;
qCollecting and collating data for Human Resource metrics and reporting;
qUpdating medical details, National Hospital Insurance Authority (NHIF) and
National Social Security Authority (NSSF) records;
qCollectingand collating data in relationtoHIV/Aids Prevention, gender,
disability mainstreaming, Alcohol, Drug and Substance Abuse, WIBA, OSHA;
qProcessing cases for Human Resource Management Advisory Committee
qPreparing periodic progress reports;
qDisseminating human resource management policies, laws, regulations,


procedures and systems;
qVerifying and ensuring regular updates of the Human Resource Information
System;
qInitiating workplace programs in tandem with emerging HR trends;
qPerforming any other duty as assigned by the Chief Employee Relations and
WelfareOfficer.

Qualifications
qA degree in Human resources management or equivalent qualification from a
recognized institution,
OR
Adegree in related social sciences such as Business Administration;
Organizational Development and Management or Labour Management from a
recognized university with a Diploma in Human Resource Management.
qMasters degree will be an added advantage.
qPossession of CHRP qualificationswill be an added advantage.
qCertificate in supervisory course lasting not less than two (2) weeks from a
recognized institution;
qMembership toa recognized professional body in good standing;

Experience
qAt leastsix (6) years’ experience in HR management in a comparable.
organizationtwo (2) of which must be at a supervisory level.
qExperience of human resource management in the public sector will be an
added advantage.

Knowledge and skills
qKnowledge and experience in payroll administration.
qUnderstanding of remunerationsurveys and development of salary
structures.
qExperience in administration ofemployee welfare schemes.
qKnowledge of Labour Laws.
qGood interpersonal and communication and counsellingskills.
qProficiency computeroperations.
