Tana River TPM Team Lead Scope of Work (SOW)

Background: SoCha is USAID/Kenya East Africa’s Implementing Partner for the Mission Support for the Journey to Self-Reliance Pivot (MSP) Activity.


The MSP Activity supports USAID/Kenya and East Africa (KEA) staff and stakeholders to be more efficient, effective, transparent and skilled in achieving development outcomes through the use of evidence, performance management techniques, and Collaborating, Learning and Adapting (CLA) practices that enable KEA’s journey to self-reliance.


Scope of Work: The MSP program, implemented by SoCha LLC, seeks a consultant to provide overall technical guidance and support for a third-party monitoring (TPM) and verification activity for select USAID partners based in Tana River County.


The consultant will be contracted by SoCha and will report directly to the M&V Coordinator and/or the designated Team Leader.


Roles and Responsibilities


The expert will serve as the team leader of the activity, and undertake the following tasks:



  • Provide technical guidance, support and oversight of the TPM activity.

  • Oversee the development/refinement of the scope of work/methodology.

  • Undertake desk review of implementing partner reports, activity briefs, and other relevant documents.

  • Design data collection tools and support/oversee quantitative and qualitative data collection and analysis. Ensure quality and utility of the site visits/remote monitoring

  • Participate in the pilot of the data collection tools, in-person and/or remote as well as any other data collection activities deemed necessary.

  • Prepare and deliver high-quality reports to USAID and other relevant stakeholders.

  • Facilitate meetings/briefings with USAID and other relevant stakeholders.

  • Supervise enumerators and/or short- or long-term staff who are engaged in this TPM.

  • Lead or participate in regular check-in calls with USAID staff, as required.

  • Support the development of the reporting templates.

  • Lead the analysis of data and writing of findings report as well as presenting to the Mission/stakeholders.

  • Participate in regular check-in calls and debriefs with the Mission and MSP staff.

  • Other activities as agreed upon with MSP staff.


Required skills



  • Masters degree or doctoral on health, nutrition, WASH or related fields from a recognized university.

  • Experience in planning, managing and implementing monitoring activities related to nutrition, WASH, food security and livelihoods.

  • Strong familiarity with planning, managing and implementing emergency and response programs.

  • Past experience working/ supporting or implementing programs in the Arid and Semi-arid Lands (ASAL) of Kenya.

  • Ability/willingness to travel to difficult/hard to reach locations

  • Ability to diplomatically communicate and work effectively with a wide range of USAID implementing partners and stakeholders.

  • Strong analytical and writing skills, with proven experience in authoring TPM reports.

  • Possess excellent communication, presentation skills, with experience in presenting to the Mission, national government, or related entities.


Deliverables


The following deliverables will be required:



  • Analysis of documents reviewed and completed desk review checklist.

  • Developed and approved data collection tools.

  • Feedback on data collection tool(s) and pilot.

  • Qualitative and quantitative datasets.

  • Daily briefing notes and transcripts.

  • Final report(s) and presentation(s).

  • Other items as required by the team leader.


Location: Tana River County.


LOE or Contract Length: The consultant is expected to work for a period of approximately 30 days, from September 13-December 18.
