CONSULTANCY FOR LABOUR MARKET ASSESSMENT IN KILIFI AND KWALE COUNTIES

Project Name: Buidling a Future: Improving access to inclusive quality education and sustainable household livelihoods for child victims and those at risk of sex trafficking in Kwale and Kilifi counties.


Background


Terre des Hommes Netherlands (TdH-NL) is an international NGO committed to stopping child exploitation. In East Africa, Terre des Hommes Netherlands works in Kenya, Uganda, Tanzania and Ethiopia. We support child victims of exploitation with education, psychosocial support, legal assistance, shelter, job opportunities and medical care; while at the same time targeting highly vulnerable children, who are at risk of being exploited, in our prevention activities. We launch public and media campaigns to create awareness on our focus issues and carry out local research into the extent and nature of abuse and exploitation of children.


TdH-NL in East Africa works within four child protection themes: the Commercial Sexual Exploitation of Children (CSEC), the Worst Forms of Child Labour (WFCL), Child Trafficking and Unsafe Migration (CTM), and Child Abuse (CA) specifically focusing on Sexual and Reproductive Health Rights. Through collaboration with local civil society organisations (CSOs), TdH-NL implements development, humanitarian/relief and advocacy interventions in various parts of Kenya, supported by own TdH-NL funding and from various institutional donors and foundations.

About Building a Future project


Terre des Hommes Netherlands in partnership with Kesho Kenya is implementing a 21 months intervention with funding from the Global Fund to End Modern Slavery (GFEMS) with the support of the U.S. Department of State’s Office to Monitor and Combat Trafficking in Persons. The project “Building A Future” aims to reduce prevalence of child sex trafficking in Kilifi and Kwale counties.


Specifically, it focuses on implementing community-based prevention methods; supporting access to quality formal education for young survivors; vocational skills training, apprenticeships and job skilling for older adult survivors; and, improvement of household livelihoods for the most vulnerable child sex trafficking survivors. Targeting five known child sex trafficking/exploitation hotspot locations in coastal Kenya: Lunga Lunga (in Lunga Lunga Sub County), Ukunda (in Msambweni Sub County), Watamu in (Kilifi South Sub County), Malindi (in Malindi Sub County) and Mtwapa (in Kilifi North Sub County), the project works to address both the supply of vulnerable individuals and the enabling environment that allows trafficking to persist.


On the supply side, the project aims to reduce the vulnerability of survivors and vulnerable children to re-exploitation. For young survivors, the project will reintegrate participants into formal education with additional support services such as provision of school supplies, access to social protection programs, and training for teachers on how best to identify and report sex trafficking and support survivors. For older children survivors, the project will focus on vocational skills training and facilitate job placement with partner companies. This will include enrolment in vocational training or apprenticeship programs, market-based job placement and continued training opportunities, and coaching and mentoring for survivors. The expected outcome will be the acquisition of relevant skills leading to sustainable employment and livelihoods for older survivors.


On the enabling environment side, the project aims to build the capacity of the local community to develop positive social norms which discourage CSEC. It also seeks to empower schools to play an active role in monitoring, identifying and reporting cases of child sex trafficking to the established referral pathways.


Purpose of the consultancy


TdH-NL seeks to engage the services of a consultant to conduct a high quality labour market assessment on youth employment and entrepreneurial/livelihood opportunities. The findings thereof will help inform the project design for targeted programming.


Objectives and Scope of Work


The main objective of the assessment is to provide realistic and relevant recommendations that inform the project to enable and prepare vulnerable youths 16- 18 years in Kwale and Kilifi to strategically position themselves for decent and market-driven job opportunities. The assessment will further inform on the requisite market driven skills the beneficiaries would need to develop to prepare them for non-exploitative formal or informal employment.


Specific focus areas of the assessment will include;



  • Identification of key labour needs and enterprise opportunities within the intervention area

  • Identification of the project participants needs, skills, skills gaps and expectations with regards to opportunities for sustainable livelihoods

  • Businesses and sectors with the greatest potential for providing employment opportunities to project participants and the kind/type of employment.

  • Capacities and priorities of private sector institutions as well as their attitudes towards provision of jobs, internships and apprenticeships to youth

  • The main economic activities and opportunities for the youth and the role they play in them

  • The existing type/level of skills and labour market demands. This will help to assess the labour market demands and skills match or mismatch.

  • The drivers and barriers for youth engaging and participating in viable economic activities

  • Available opportunities for skills development and placement/employment for project beneficiaries

  • Existence or availability of local opportunities for youth economic empowerment: by government, private sector, CSOs etc.

  • Identify the skills gap in the market.

  • Key factors influencing the job market and livelihood opportunities/options in Kilifi and Kwale counties

  • The quality, type, relevance/demand of courses offered by technical vocational education and training (TVETs) in provision of quality workforce for the current market.

  • Assess current and future absorption, employment trends and skills requirements.

  • Assess type of occupation, education levels and skills level possessed by the workforce (disaggregated by gender and age) and what type of training is offered in existing Technical vocational education training Institutions.

  • Assess the industry-training linkage and/or alignment to determine skills match or mismatch.

  • Analyse the institutional relationships, barriers and opportunities for supporting industry-training alignment.

  • The quality, type, market-relevance and demand of courses offered by TVETs in provision of quality workforce and potential market saturations in relation to private sectors demands.

  • The income generating potential of identified jobs/trades relative to cost of living.

  • A medium to long-term macro-economic outlook of the identified sectors, to determine if demand and sufficient income generation will sustain over time.

  • Assess and determine potential concerns of market saturation or disintegration.

  • Assess aspects of job/livelihood opportunities which may inadvertently lead to re-traumatization or re-exposure of survivors given their unique vulnerabilities.


The outcomes of this assessment will help determine and inform viable job/livelihood opportunities for the beneficiary population.


Methodology


The consultant/firm is expected to propose an appropriate methodology and tools in their technical proposal for undertaking this labour market assessment. The tools and specific methodological approach will be discussed and agreed upon between TdH-NL and the consultant.


To produce quality results and recommendations, potential applicants should consider the following main approaches when undertaking the assignment.



  • Conduct desk review to analyze the existing secondary data including project documents, previous labour market surveys, economic forecasts and government data for select geographies and sectors..

  • Identify data gaps following desk review to inform primary data collection

  • Conduct Key informant interviews and/or focus group discussion with private sector employers, vulnerable youths, TVET centers, relevant Government ministries and departments.

  • Extensive mapping of labor market needs through primary data collection, analysis, interpretation and recommendations

  • Any other methods applicable.


Roles and responsibilities


In close consultation with Terre des Hommes Netherlands Project Manager and as per project document and outcome, the following are the key deliverables expected from the consultant conducting the assessment as well as from Terre des Hommes Netherlands.



  • The consultant’s responsibilities

  • Inception report: detailing the methodology including; research methods, sampling frameworks, proposed data source, data collection procedures and analysis;

  • Initial draft report, incorporating suggestions and recommendations from reference groups. Several revisions maybe done before the final version is produced;

  • Facilitation of validation workshop; develop validation reports with key highlights and recommendations reflective in the final reports; TdH will cover associated costs

  • Final report outlining findings from the two counties; one electronic copy in PDF Format and one in DOC format;

  • Electronic copy of all filled in data collection tools and labour market study data including data analysis scripts and data sets; and,

  • Strictly adhere to the TdH-NL Child Safeguarding Policy and Code of Conduct while conducting the assessment.

  • TdH-NL’s responsibilities

  • Provide the necessary reference documents for the consultant: project documents and design reports;

  • Support in facilitating consultation meetings with the relevant participants or stakeholders and partners;

  • Mobilize and coordinate engagement with government and other key stakeholders as participants to be interviewed. Select members will be engaged for advisory.

  • Mobilize and organize logistics for the validation workshop with key stakeholder

  • Ensure contacts in areas of the study are readily available for the consultant

  • Review the draft report and provide feedback to the consultant within agreed timelines; and,

  • Effect payments of the service as per the contract agreement and on accomplishment of the task according to the service agreement.


Geographical coverage


The mapping will cover the following geographic locations:



  • Kwale County -Lunga Lunga and Ukunda

  • Kilifi County – Malindi, Watamu and Mtwapa


Duration of the assignment


The consultancy will run for a period of 30 days, inclusive of weekends and holidays, within which the consultant/firm will be required to execute all the deliverables as outlined in this ToR. The final approved report is expected to be submitted to TdH-NL by or on 30th May 2021 (this is subject to change depending on when the contract is formally signed off )


Qualification, Knowledge and Experience



  • Post graduate degree in social science, Business Administration and Economics, statistics or related field.

  • Good knowledge and understanding of child protection issues in Kenya

  • At least 10 years’ experience in conducting quantitative and qualitative research more so in labour market assessments

  • Knowledgeable in and committed to a Rights Based Approach to development

  • Experience in working with government officials; private sector and communities

  • Previous similar assignment with INGO

  • Ability to interpret results and provide practical recommendations

  • Excellent communication, both written and verbal

  • Demonstrated ability to conduct quantitative and qualitative data analysis and to produce well written, analytical reports in English.

  • Good understanding of the geographical locations


Child Safeguarding Measures


In line with the UNCRC, Terre des Hommes Netherlands strives to keep children safe in all its undertakings. A screening and reference check of the successful candidate will be conducted during the selection process. The successful applicant will be required to read, understand, and commit to abide by TdH-NL’s Child Safeguarding Policies and Guidelines. The institution/firm or individual consultant will sign the policies to indicate an understanding of, and commitment to follow the policy requirements. The methodologies used in this assignment must abide by the universally acceptable standards for involving children in research. Special considerations will have to be taken in involving children who are survivors of sexual exploitation, ensuring the risk of re-traumatization is sufficiently mitigated.
