OVC DREAMS – Tumikia Mtoto Project


We are seeking highly competent and outstanding individuals to fill the following position:


Job Title: Technical Lead – Capacity Building and Systems Strengthening


Reporting to: Deputy Chief of Party


Work Location: Nairobi / Kiambu


Purpose of position: The holder of this position will lead in the Capacity strengthening for the Department of Children Services Protection System (CPIMS) and other PEPFAR health stakeholders and Local Implementing partners (LIPs).


The position holder will also facilitate linkages with government programs and other stakeholders to complement programme interventions around the various PEPFAR OVC Domains especially the economic strengthening initiatives for the Tumikia Mtoto Project both in Nairobi and Kiambu counties.


Major Responsibilities


Technical support and program 50%



  • Work with the Department of Children Services to strengthen the use and reporting using the Child Protection Information Management System. (CPIMS)

  • Lead in the capacity assessment and identification of organizational capacity gaps and in development of programs and plans to address the gaps.

  • Provide technical solutions to Local Implementing Partners, remotely and on-site, for strategic planning on best to apply standards, best practices, partnership principles, tools and M&E to ensure high-quality implementation.

  • Lead in the annual capacity needs assessment for implementing partners to track progress and ensure that areas of concern are addressed.

  • Identify capacity gaps for the CSOs and CBO and develop programs and interventions to address the same to better support AGYW, OVC and household graduation/transition and strengthen a HIV-sensitive social service system.

  • Identify and promote evidence-based organizational capacity strengthening tools, methods or approaches for the LIPs to use in addressing identified capacity gaps.

  • Provide capacity strengthening to partners through trainings, workshops, facilitate group interactions as well as accompaniment through regular communication via email, telephone and site visits to support the successful implementation of system strengthening project activities across implementing partners.

  • Coordinate and monitor financial and material resources relevant to achieve the assigned project outcome through planning and oversight to ensure efficient use of project resources.


Monitoring, Evaluation, Reporting and Learning 25%



  • Work with the MEL unit to develop M&E system relating to the M&E plan ensure availability of data collection and reporting tools

  • Guide in the development and dissemination of all project deliverables (technical assistance, technical reports, training curricula) in accordance with WVK, USAID, PEPFAR and GOK requirements.

  • Ensure documentation of best practices and innovations for donor engagement

  • Lead in the dissemination of best practices in capacity building and system strengthening and the implementation of approaches/models among the partners.

  • Work closely with the Project management and technical leads to assign realistic targets and budget to LIPs for all required and customized indicators.

  • Participate in monthly, quarterly and annual reviews with program teams, LIPs and stakeholders

  • Ensure timely preparation of periodic reports and project documents in line with the donor and World Vision standards.


Advocacy, Partnerships, Engagement & Networking 15%



  • Mapping of other stakeholders at the county, sub county, ward level and to leverage on what the project will be providing and create synergy informed by a clear referral pathway.

  • Participate in related Technical Working Groups (TWGs) at National and County levels

  • Conduct County government engagements to influence budgeting

  • Establish partnership with private sector and County players to leverage OVC and AGYW services.


Team Management 5%



  • Model a high standard of personal Christian leadership, ministry and integrity through lifestyle and work relationships that support spiritual development of the team

  • Provide technical supervision to the Program Coordinator(s)

  • In close collaboration with P&C, ensure right program staff are recruited, retained, and provided with intentional opportunities, mentoring and coaching for development

  • Support professional development for supervisees through on job training, off site training among others

  • Facilitate capacity building of staff on technical modules, through trainings, workshops, On the Job Training and technical backstopping etc

  • Ensure staff participate in morning devotions and are supported to grow spiritually

  • Ensure accountability and performance management including consequence management where necessary


Other 5%



  • Perform any other duties as may be assigned by the supervisor or designee from time to time

  • Attend and lead daily devotions.


Knowledge, Skills and Abilities



  • A bachelor’s degree in Public Administration, Public Health, Social sciences, Business Administration, Organizational Management or Leadership, or equivalent degree. A Master’s degree in a relevant field is an added advantage

  • Proficient in MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications, information and budget management systems, knowledge-sharing networks.

  • Minimum of 7 years’ professional experience, with 4 years of which must be in areas of capacity development, and organizational systems strengthening.

  • Experience in partnership strengthening with a focus on vulnerable populations especially orphans and vulnerable children, youth and women and experience in the field of OVC & DREAMS is preferred.

  • Relevant grant management experience, especially for USG or other public donors, a plus.

  • Experience working with stakeholders at various levels including but not limited to National and County government actors, LIPs, civil society, healthcare providers and social service providers.

  • Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint

  • Experience in project design and proposal development. Experience in writing content for proposals.

  • Knowledge of capacity strengthening best practices.

  • Experience with program monitoring and evaluation and analysis.

  • Experience and skills in networking and relations with donors, peer organizations, and faith-based and civil society partners. Understanding of partnership principles.

  • Good understanding of USAID OVC & DREAMS programming, Ministry of health HIV care and treatment systems, DCS guidance on working with vulnerable children, reproductive maternal newborn child and adolescent health and nutrition structures at county and national levels.

  • Familiarity with national HIV care and treatment policy and advocacy instruments and structures

  • Experience in working with partnerships, including the national government, county governments, civil society, donors and local community’s structures;

  • Excellent communication and presentation skills

  • At least three years of supervisory level (people management experience)

  • Computer literate
