Job Description/Requirements


Kenya National Library Service (knls) Board is a statutory body of the Government of Kenya established by an Act of Parliament, Cap 225 of the Laws of Kenya in April 1965. The Board’s mandate is to develop, promote, establish and equip libraries in Kenya. The State Corporations Act Cap 446 of the laws of Kenya also guides the Board in its operations.
Applications are invited to fill the following positions: -

1. CHIEF HUMAN RESOURCE OFFICER - SCALE 4 (1 POST)

Terms of Service: Permanent and Pensionable

This position reports to the Deputy Director (Finance and Administration). The Chief Human Resource Officer will provide strategic leadership, direction and manage the operations of the Human Resource and Administration Department.

Duties and Responsibilities:
• Head of the Human Resource Department
• Formulate Human Resource and administration policy and strategy
• Responsible for the Human Resource Management and administration operations
• Develop and implement Performance Management Systems
• Develop a Succession Management Plan
• Develop and administer suitable staff compensation and benefits schemes
• Responsible for staff guidance and counselling as well as employee wellness activities
• Responsible for the staff training and development programmes
• Provide strategic direction for the Human Resource function
• Spearhead management of organization culture and change process
• Liaise with the relevant government organs in respect of staff legal matters
• Handle employee grievances and labour relations including Collective Bargaining Agreement (CBA) negotiation and issues.
• Discipline, promotion of staff and overseeing day to day operations of the Human Resource Department

Qualifications and Experience:

• A Master’s Degree in Human Resource Management/Development Studies or its equivalent from a recognized University.
• Five (5) years period of professional experience in Human Resource Management, three (3) of which must be in a senior management level in a large organization.
• PhD in Human Resource Management or its equivalent will be an added advantage.
• Literacy in ICT applications especially in Human Resource Systems.
• Familiar with Government procedures and wide experience in Performance Contracting.
• Membership of Institute of Human Resource Management and in good standing.

• Kenya Revenue Authority (KRA)
• Director of Public Prosecutions (DPP)
• High Education Loans Board (HELB)
• Credit Reference Bureau (CRB)

Terms of Service

The appointment to this position is on a three (3) year term contract renewable once subject to satisfactory performance. All eligible candidates are encouraged to apply and should be able to serve a full term of three (3) years before attaining the statutory retirement age.
